An increasingly important fraction of contemporary economic activity is devoted to the production of cultural outputs, i.e. goods and services with high levels of aesthetic or semiotic content. This kind of economic activity is especially, and increasingly, associated with a number of large cities scattered over the globe. A conceptual account of this phenomenon is provided on the basis of an exploration of the character of place-specific forms of culture generation and the agglomerative tendencies of many kinds of cultural products industries. The empirical cases of Los Angeles and Paris are briefly discussed. The dynamics of production, distribution and location of major cultural products industries are also examined. The paper ends with a brief allusion to the modalities of spatial differentiation of culture in contemporary capitalism and to a prospective cultural politics.

The entrepreneurial city: new urban politics, new urban geographies?:

Culture-led regeneration, as it has come to be known, is now a feature of cities-old and new-as they seek to revive former industrial and waterfront sites and city centres, and establish themselves as competitive cities of culture. At the same time, the rationale for cultural input to area and neighbourhood regeneration has been extended to include quality of life, as well as economic outcomes. The evidence of how far flagship and major cultural projects contribute to a range of regeneration objectives is, however, limited. Measuring the social, economic and environmental impacts attributed to the cultural element in area regeneration is problematic and the 'evidence' is seldom robust. The paper reviews both evidence and the indicators used to measure impacts and concludes with an assessment of how and why gaps in evidence persist.

The article begins with a brief definition of the cultural economy. A first generation of local economic development policy approaches based on place marketing and associated initiatives is described. The possibilities of a more powerful second-generation approach are then sketched out with special emphasis on localized complexes of cultural-products industries. An extensive review and classification of these complexes is laid out, and their inward and outward relations to global markets are considered. On this basis, a critical discussion of local economic policy options focused on cultural-products industries is offered. Contrasting examples of development initiatives in major global cities, in selected old manufacturing towns, and in the Multimedia Super Corridor of Malaysia are briefly presented. Cultural-Products Industries and Urban Economic Development Prospects for Growth and Market Contestation in Global Context

More and more cities have launched urban cultural strategies in the United Kingdom over the past decade. As a result, this has become an interesting and important area of policy innovation. In this paper the author looks at the broader context within which these strategies have emerged, looking at changes in national state policies towards the arts, changes in patterns of cultural consumption, local opposition to central government, and economic restructuring and interurban competition. The author then goes on to illustrate the ways in which these broader processes have interacted with more localised factors to shape the development of recent cultural strategies in Bristol. The paper concludes with some more general comments and criticism on cultural strategies as a whole.

Cultural industries, cultural clusters and the city: the example of natural history film-making in Bristol

This paper explores issues of urban governance through a case study of a major, waterfront regeneration project in an English city (Bristol). The first part of the paper sets the development of this project within the broader theoretical context of urban regime theory and changing structures of governance in the city. The paper then outlines the attempts to build a city-wide consensus in Bristol around a viable development project in a situation marked by strongly conflicting views and contrasting visions of urban space. Political and planning processes are explored in some detail to identify the strengths and weaknesses of local governance structures. The paper concludes with some comments on the relevance of the case study for debates on urban regime theory.
