SOLUTION: When a client terminal 21 makes a request to browse a prescribed HTML document, a display control process part 13 of a Web server terminal 11 obtain the access level from the user information file of a user of the client terminal 21, judges whether or not the HTML document requested by the user can be displayed and altered by the user according to the access level, and delivers the requested HTML document only when the document can be displayed or altered.

Also, the figure is constituted of a sequence No.201 in which an item code, a data and the slip No.104 being formats of an index file are contained. In such a way, a sorting processing to the data becomes unnecessary and can be executed by a small working area.

CONSTITUTION:A form control file record 22, the number of copies which are retrieved by the form numbers and the code of parties to be distributed of a program output file record 21, and the number of copies supplying the information on the number of form-based copies are different by the processing dates. Then said number of copies contain the information on the daily, monthly and term-end periods. A form control record 25 is produced by adding the form type of the record 22 to the record 21 and for each receiver-based form number of a data record 24. Thus the record 25 contains the total number of pages of the form and the total number of copies. Thus it is possible to know the type and quantity of an output form and to control the desired number of copies.
