Michel Foucault's History of Sexuality has been one of the most influential books of the last two decades. It has had an enormous impact on cultural studies and work across many disciplines on gender, sexuality, and the body. Bringing a new set of questions to this key work, Ann Laura Stoler examines volume one of History of Sexuality in an unexplored light. She asks why there has been such a muted engagement with this work among students of colonialism for whom issues of sexuality and power are so essential. Why is the colonial context absent from Foucault's history of a European sexual discourse that for him defined the bourgeois self? In Race and the Education of Desire, Stoler challenges Foucault's tunnel vision of the West and his marginalization of empire. She also argues that this first volume of History of Sexuality contains a suggestive if not studied treatment of race. Drawing on Foucault's little-known 1976 College de France lectures, Stoler addresses his treatment of the relationship between biopower, bourgeois sexuality, and what he identified as "racisms of the state." In this critical and historically grounded analysis based on cultural theory and her own extensive research in Dutch and French colonial archives, Stoler suggests how Foucault's insights have in the past constrained-and in the future may help shape-the ways we trace the genealogies of race. Race and the Education of Desire will revise current notions of the connections between European and colonial historiography and between the European bourgeois order and the colonial treatment of sexuality. Arguing that a history of European nineteenth-century sexuality must also be a history of race, it will change the way we think about Foucault.

Race and the education of desire

The study of race and ethnic conflict historically has been hampered by inadequate and simplistic theories. I contend that the central problem of the various approaches to the study of racial phenomena is their lack of a structural theory of racism. I review traditional approaches and alternative approaches to the study of racism, and discuss their limitations. Following the leads suggested by some of the alternative frameworks, I advance a structural theory of racism based on the notion of racialized social systems. "The habit of considering racism as a mental quirk, as a psychological flaw, must be abandoned." -Frantz Fanon (1967:77) he area of race and ethnic studies lacks a _ sound theoretical apparatus. To complicate matters, many analysts of racial matters have abandoned the serious theorization and reconceptualization of their central topic: racism. Too many social analysts researching racism assume that the phenomenon is selfevident, and therefore either do not provide a definition or provide an elementary definition (Schuman, Steeh, and Bobo 1985; Sniderman and Piazza 1993). Nevertheless, whether implicitly or explicitly, most analysts regard racism as a purely ideological phenomenon.

Rethinking racism: toward a structural interpretation *

In 1945, Bronislaw Malinowski urged anthropology to abandon what he called its “one-column entries” on African societies and to study instead the “no-man's land of change,” to attend to the “aggressive and conquering” European communities as well as native ones, and to be aware that “European interests and intentions” were rarely unified but more often “at war” (1945:14–15). Four decades later, few of us have heeded his prompting or really examined his claim.

Rethinking Colonial Categories: European Communities and the Boundaries of Rule

Southern African historiography has become increasingly gender‐sensitive in the last decade. Primarily as a result of the impact of feminism in the world of work and in universities, research on women has burgeoned. The inclusion of women in the study of the past and the recognition of their agency has filled an important lacuna but also has made evident the corresponding gap in knowledge about men. The dominance of men in the public record has obscured the fact that little is known about masculinity. Men have generally been treated in essentialist terms. The socially constructed nature of masculinity is widely acknowledged and it is this insight that needs to be applied to a study of the region's history. Of boys and men: masculinity and gender in Southern African studies

‘Globalization’ was the Zeitgeist of the 1990s. In the social sciences, it gave rise to the claim that deepening interconnectedness was fundamentally transforming the nature of human society, and was replacing the sovereign state system with a multi-layered, multilateral system of ‘global governance’. A decade later, however, these expectations appear already falsified by the course of world affairs. The idea of ‘globalization’ no longer captures the ‘spirit of the times’: the ‘age of globalization’ is unexpectedly over. Why has this happened? This article argues that ‘Globalization Theory’ always suffered from basic flaws: as a general social theory; as a historical sociological argument about the nature of modern international relations; and as a guide to the interpretation of empirical events. However, it also offers an alternative, ‘conjunctural analysis’ of the 1990s, in order both to explain the rise and fall of ‘globalization’ itself, and to illustrate the enduring potential for International Relations of those classical approaches which Globalization Theory had sought to displace.

The first book in a planned series dealing with the social structure of the European colonial services in Africa, this volume examines Germany's military and administrative personnel in the colonies of German East Africa, South-West Africa, Cameroun, and Togo: their performance on the scene, their educational and class background, their ideology, their continuing ties with the homeland, and their subsequent careers. Although the African colonies played a negligible part in German trade and foreign investment, they were profoundly affected by thirty years of German rule. Brutal and overbearing though many German administrators were, they had substantial achievements to their credit. Among other things, they introduced European technology, medicine, and education in their colonies, and they laid the groundwork for today's states by establishing firm geographic boundaries and building an infrastructure of ports, roads, and railways.
