A review of approaches for classifying benthic habitats and evaluating habitat quality.

Fishing affects the seabed habitat worldwide on the continental shelf. These impacts are patchily distributed according to the spatial and temporal variation in fishing effort that results from fishers' behaviour. As a consequence, the frequency and intensity of fishing disturbance varies among different habitat types. Different fishing methodologies vary in the degree to which they affect the seabed. Structurally complex habitats (e.g. seagrass meadows, biogenic reefs) and those that are relatively undisturbed by natural perturbations (e.g. deep-water mud substrata) are more adversely affected by fishing than unconsolidated sediment habitats that occur in shallow coastal waters. These habitats also have the longest recovery trajectories in terms of the recolonization of the habitat by the associated fauna. Comparative studies of areas of the seabed that have experienced different levels of fishing activity demonstrate that chronic fishing disturbance leads to the removal of high-biomass species that are composed mostly of emergent seabed organisms. Contrary to the belief of fishers that fishing enhances seabed production and generates food for target fish species, productivity is actually lowered as fishing intensity increases and high-biomass species are removed from the benthic habitat. These organisms also increase the topographic complexity of the seabed which has been shown to provide shelter for juvenile fishes, reducing their vulnerability to predation. Conversely, scavengers and small-bodied organisms, such as polychaete worms, dominate heavily fished areas. Major changes in habitat can lead to changes in the composition of the resident fish fauna. Fishing has indirect effects on habitat through the removal of predators that control bio-engineering organisms such as algal-grazing urchins. Fishing gear resuspend the upper layers of sedimentary seabed habitats and hence remobilize contaminants and fine particulate matter into the water column. The ecological significance of these fishing effects has not yet been determined but could have implications for eutrophication and biogeochemical cycling. Simulation results suggest that the effects of low levels of trawling disturbance will be similar to those of natural bioturbators. In contrast, high levels of trawling disturbance cause sediment systems to become unstable due to large carbon fluxes between oxic and anoxic carbon compartments. In low energy habitats, intensive trawling disturbance may destabilize benthic system chemical fluxes, which has the potential to propagate more widely through the marine ecosystem. Management regimes that aim to incorporate both fisheries and habitat conservation objectives can be achieved through the appropriate use of a number of approaches, including total and partial exclusion of towed bottom fishing gears, and seasonal and rotational closure techniques. However, the inappropriate use of closed areas may displace fishing activities into habitats that are more vulnerable to disturbance than those currently trawled by fishers. In many cases, the behaviour of fishers constrains the extent of the impact of their fishing activities. Management actions that force them to redistribute their effort may be more damaging in the longer term.

Modification of marine habitats by trawling activities: prognosis and solutions

Our understanding of the recruitment of estuarine fishes has been strongly influenced by two views: first, that estuaries are important nurseries and second, that many species are estuarine dependent. Based on an attempt to review the world-wide literature on these topics, it appears that both of these views have merit but could benefit from additional attention and clarification. The term estuarine dependency is used in a variety of ways depending on the author and context and even how one defines estuary. Further, and perhaps most importantly, we often lack the comparative data on habitat use by fishes in the ocean vs. the estuary to make judgments about dependency. To that end we have analyzed the distribution patterns of fish species along the estuarine-coastal ocean ecotone in southern New Jersey, U.S. to evaluate the fish response. As a result, it appears the degree of estuarine use is quite variable among species, as well as at geographic, annual and cohort-specific scales. Thus, further synthesis is necessary and it might focus on: first, more information on fish use in different types of estuaries across a broad geographical range; second, a better understanding of the functional significance of habitats across the habitat landscapes of the estuary–ocean ecotone; third, any further synthesis needs to incorporate of the role of biotic variables (e.g. predation, competition) in order to enhance our understanding of the degree of estuarine dependency; fourth, we need to determine how freshwater flow into estuaries might influence habitat use especially with regard to the potential role of the offshore estuary.

A re-examination of fish estuarine dependence: Evidence for connectivity between estuarine and ocean habitats

In many coastal locations, seagrass meadows are part of a greater seascape that includes both marine and terrestrial elements, each linked to the other via the foraging patterns of consumers (both predators and herbivores), and the passive drift of seagrass propagules, leaves, roots and rhizomes, and seagrass-associated macroalgal detritus. With seagrasses declining in many regions, the linkages between seagrass meadows and other habitats are being altered and diminished. Thus, it is timely to summarize what is known about the prevalence and magnitude of cross-habitat exchanges of seagrass-derived energy and materials, and to increase awareness of the importance of seagrasses to adjacent and even distant habitats. To do so we examined the literature on the extent and importance of exchanges of biomass between seagrass meadows and other habitats, both in the form of exported seagrass biomass as well as transfers of animal biomass via migration. Data were most abundant for Caribbean coral reefs and Australian beaches, and organisms for which there were quantitative estimates included Caribbean fishes and North American migratory waterfowl. Overall, data from the studies we reviewed clearly showed that seagrass ecosystems provide a large subsidy to both near and distant locations through the export of particulate organic matter and living plant and animal biomass. The consequences of continuing seagrass decline thus extend far beyond the areas where seagrasses grow.

Trophic Transfers from Seagrass Meadows Subsidize Diverse Marine and Terrestrial Consumers

—With the passage of the Sustainable Fisheries Act in the fall of 1996, significant new opportunities and challenges exist in the United States to protect and conserve the habitat of marine, estuarine, and anadromous finfish as well as key populations of mollusks and crustaceans. As of October 1998, all federal fishery management councils (the Councils) were required to amend their fishery management plans (covering over 700 stocks) to identify, for each species, the essential fish habitat, which is “those waters and substrate necessary to fish for spawning, feeding or growth to maturity.” Threats to habitat and steps necessary to ameliorate those threats also had to be identified. Information from fisheries scientists and managers throughout the country will be needed to accurately identify essential fish habitat and habitat threats and to monitor the effectiveness of protective measures that come into force once habitat has been identified as essential. My vision, which is also that of the National Oceanic and Atmospheric Administration, is no further loss of habitat quantity and quality as well as the preservation and restoration of habitat biodiversity by the year 2004. The essential fish habitat provisions of the Magnuson-Stevens Act provide an outstanding opportunity for the National Marine Fisheries Service, the Councils, and our numerous partners from every sector of society to develop new ecosystem approaches to fishery management addressing cumulative impacts to habitats in a comprehensive, effective, and efficient manner.

Fish habitat: essential fish habitat and rehabilitation

Apex and mesopredators such as elasmobranchs are important for maintaining ocean health and are the focus of conservation efforts to mitigate exposure to fishing and other anthropogenic hazards. Quantifying fishing mortality components such as at-vessel mortality (AVM) is necessary for effective bycatch management. We assembled a database for 61 elasmobranch species and conducted a global meta-synthesis to estimate pelagic longline AVM rates. Evolutionary history was a significant predictor of AVM, accounting for up to 13% of variance in Bayesian phylogenetic meta-regression models for Lamniformes and Carcharhiniformes clades. Phylogenetically related species may have a high degree of shared traits that explain AVM. Model-estimated posterior mean AVM rates ranged from 5% (95% HDI 0.1%-16%) for pelagic stingrays and 76% (95% HDI 49%-90%) for salmon sharks. Measures that reduce catch, and hence AVM levels, such as input controls, bycatch quotas and gear technology to increase selectivity are appropriate for species with higher AVM rates. In addition to reducing catchability, handling-and-release practices and interventions such as retention bans in shark sanctuaries and bans on shark finning and trade hold promise for species with lower AVM rates. Robust, and where applicable, phylogenetically-adjusted elasmobranch AVM rates are essential for evidence-informed bycatch policy.
