In the last 30 years, environmental sustainability has been receiving increasing attention by scholars and operators. All the seaport stakeholders, including port authorities (PAs), policy-makers, port users, any port stakeholders, and local communities, must invest substantial resources to achieve high competitiveness with respect of the environment. Drawing from the extant regulations system and conducting a deep review of the main contributions on the phenomenon, this conceptual study suggests managerial accounting instruments and training, which are still under-researched, as effective measures for enforcing and encouraging green port development. This three-step study consists of a systematic review of the regulatory frameworks and literature on the phenomenon, and an outline of the gap of the legislative framework and research, from a management innovation perspective, where effective managerial practices for environmental sustainability are not successfully suggested and implemented within seaports. On the one hand, the Balanced Scorecard and Tableau de Bord are identified and proposed as managerial accounting instruments for assessing, monitoring, measuring, controlling, and reporting the organizational processes of port players, mainly PAs, for developing competitive green ports. On the other hand, training has been suggested to educate and guide the human resources at all organizational levels within seaports, for supporting and developing awareness and behavioral attitudes in the direction of environmental sustainability.

The seaport concept has a long history, going back to the early days of civilisation. In very conventional terms, a port is defined as a transit area, a gateway through which goods and people move from and to the sea (Sargent 1938). As such, a port is a place of contact between land and maritime space, a knot where ocean and inland transport lines meet and intertwine, an intermodal place of convergence (Weigend 1958). Ports come in various sizes and functions and cannot be narrowed down simply to the geographical notion of a delimited spatial area. To put things in perspective, a port could be anything, such as a sheltered stretch of sea, protecting a handful of fishing boats somewhere in the South Pacific; a block of cement in a small Greek island, on which a passenger ferry would lower its ramp to disembark passengers; a buoy onto which a tanker would moor to offload its oil through a pipeline; a finger pier alongside which a bulk carrier would unload its coal on a conveyor belt; a cool port (i.e. a refrigerated facility) in Latin America exporting fruit to Europe; a megayacht marina in Monaco or Nice; or just a water taxi that would disembark passengers from a cruise ship anchored in the middle of the sea, outside Amalfi, the picturesque village of South Italy. Corporate sustainability in Canadian and US maritime ports

The overall idea and research interest related with the development of sustainable port infrastructure evolved around the core requirements of continuous reduction of negative environmental impacts without jeopardising economic growth. The growth of trade activities and need for competitiveness on the global market are forcing ports around the world to systematically and continuously evaluate all possibilities for the optimisation and related costs reduction. On the implementation level, the greatest challenge is how to empower workers, who operate machines and work on the shop floor, to achieve enduring performance improvements. Presented research work provides a methodological approach for finding realistic solutions to the problem of the future development challenges of seaports. The case study shown in this research represents a practical application of the green port concept with the emphasis on the overall energy efficiency improvement based on testing, deployment and demonstration of energy efficient solutions. Additional emphasis was placed on the state-of-the- -art technologies and developing pilot initiatives based on modern energy solutions designed to improve efficiency in fuel consumption and emissions reduction in rubber tired gantry cranes.

Sustainable port infrastructure, practical implementation of the green port concept

In today’s globalized world, need for competitiveness on one side and constant pressure on the reduction of negative environmental impacts on the other side, are forcing industrial companies to systematically analyse all possibilities for the optimization of their production processes. This paper presents a systematic approach for improving energy efficiency in industrial facilities. Special attention was given to activities that were necessary for the proper identification of energy saving potential and implementation of selected energy efficiency measures in the complex industrial environment. The proposed approach includes four main activities: (1) energy auditing, identification and valorisation of opportunities for improving energy efficiency, (2) identification of key personnel who needs to be trained and motivated to become involved and to make energy efficient decisions in practice, (3) implementation of selected energy efficiency measures and (4) continuous monitoring and verification of achieved results. The proposed approach has been tested in the real industrial environment and the results are confirming that significant energy savings and overall improvement of competitiveness can be reached. Additionally, special emphasis was placed on soft elements like cooperation between energy experts, process operators and maintenance staff that are crucial for the overall success.
