Street lighting (SL) forms a major share of municipal energy consumption and should thus be energy efficient. However, question of how much energy can be saved on SL without compromising on the feeling of safety (FoS), which SL helps to provide for pedestrians, poses a major challenge. To tackle this challenge, in this study, we attempt to determine the amount of energy that can potentially be saved by a proper selection of SL attributes, such as light color and uniformity, while preserving FoS by pedestrians. As the study indicates, using warmer lights and increasing light uniformity can result in 30–50% energy savings on SL. Using this assessment, we estimate that for medium-size cities with population of 200–400 K residents, energy savings on SL can reach 8–23 MWh per annum, which is equal to the output of a small-to-medium-size power plant. As we conclude, the study findings help to design more efficient SL systems that can promote urban residents’ well-being, while saving energy and contributing to a cleaner and more sustainable urban environment. To the best of our knowledge, this study is the first that shows that energy on SL can be saved by using warmer lights and increasing light uniformity, while preserving a reasonable level of FoS.

Saving energy while maintaining the feeling of safety associated with urban street lighting

The purpose of the paper is to study the financing models in order to drive the large amount of financial resources, already allocated for energy efficiency, to improve the quality of cities. These resources are being deployed worldwide by both public and private financial institutions. Energy efficiency is usually managed at the scale of the buildings, i.e., consumption reduction (heating, lighting, etc.). The study methodology is to review energy-efficiency finance (EEF) models, and assess them using multiple case studies. At the same time, the ownership of cities’ spaces is studied across public-private space management, as an effective methodology to bridge the gap between public and investor finance. The comparative analysis of the case studies suggests a paradigm shift in the definition of energy efficiency, not just in terms of the buildings, but instead also the local urban environment with its feedbacks on the quality of urban living. The practical implications are innovative EEF models, such as those being reviewed, which may be: (1) analytical, to assess the environment at the scale of blocks or neighbourhoods; (2) financial, to fund the specific scale; (3) relating to policy, to support and encourage. In recent years, support for urban regeneration is becoming particularly relevant, given the budget constraints of most public administrations and the conjunctural shortening of private partnerships.

Financing the (Environmental) Quality of Cities with Energy Efficiency Investments

Investment in the upgrade of public infrastructure such as public buildings and street lighting provides high energy saving potential. Although it is a cost-effective greenhouse gas mitigation solution, budgetary constraints of its owners, who are often municipalities, lead to low refurbishment rates. To overcome this challenge, innovative financing solutions should be developed to attract other investors and reduce high up-front investment costs for the public budget.
