TL;DR: It is shown that if a desired vaccine is developed, an advance purchase commitment would be an extremely costeffective expenditure from a public health perspective, saving more lives than virtually any comparable health expenditure.

TL;DR: In this article, a commitment to reward developers of new agricultural technologies is proposed to encourage private R&D in tropical agriculture, where traditional funding of research may be usefully supplemented by a commitment of specific new agricultural technology.
