Si tratta del secondo di tre documenti che compongono il quarto rapporto sui cambiamenti climatici.

Microencapsulation: industrial appraisal of existing technologies and trends

Accuracy of the acoustic Doppler velocimeter (ADV) is evaluated in this paper. Simultaneous measurements of open-channel flow were undertaken in a 17-m flume using an ADV and a laser Doppler velocimeter. Flow velocity records obtained by both instruments are used for estimating the true (“ground truth”) flow characteristics and the noise variances encountered during the experimental runs. The measured values are compared with estimates of the true flow characteristics and values of variance (〈u′2〉, 〈w′2〉) and covariance (〈u′w′〉) predicted by semiempirical models for open-channel flow. The analysis showed that the ADV sensor can measure mean velocity and Reynolds stress within 1% of the estimated true value. Mean velocities can be obtained at distances less than 1 cm from the boundary, whereas Reynolds stress values obtained at elevations greater than 3 cm above the bottom exhibit a variation that is in agreement with the predictions of the semiempirical models. SELFE: A semi-implicit Eulerian–Lagrangian finite-element model for cross-scale ocean circulation

Imbalance in the health workforce is a major concern in both developed and developing countries. It is a complex issue that encompasses a wide range of possible situations. This paper aims to contribute not only to a better understanding of the issues related to imbalance through a critical review of its definition and nature, but also to the development of an analytical framework. The framework emphasizes the number and types of factors affecting health workforce imbalances, and facilitates the development of policy tools and their assessment. Moreover, to facilitate comparisons between health workforce imbalances, a typology of imbalances is proposed that differentiates between profession/specialty imbalances, geographical imbalances, institutional and services imbalances and gender imbalances.

A cross-scale model for 3D baroclinic circulation in estuary–plume–shelf systems: II. Application to the Columbia River

The long-term response of circulation processes to external forcing has been quantified for the Columbia River estuary using in situ data from an existing coastal observatory. Circulation patterns were determined from four Acoustic Doppler Profilers (ADP) and several conductivity–temperature sensors placed in the two main channels. Because of the very strong river discharge, baroclinic processes play a crucial role in the circulation dynamics, and the interaction of the tidal and subtidal baroclinic pressure gradients plays a major role in structuring the velocity field. The input of river flow and the resulting low-frequency flow dynamics in the two channels are quite distinct. Current and salinity data were analyzed on two time scales—subtidal (or residual) and tidal (both diurnal and semidiurnal components). The residual currents in both channels usually showed a classical two-layer baroclinic circulation system with inflow at the bottom and outflow near the surface. However, this two-layer system is transient and breaks down under strong discharge and tidal conditions because of enhanced vertical mixing. Influence of shelf winds on estuarine processes was also observed via the interactions with upwelling and downwelling processes and coastal plume transport. The transient nature of residual inflow affects the long-term transport characteristics of the estuary. Effects of vertical mixing could also be seen at the tidal time scale. Tidal velocities were separated into their diurnal and semidiurnal components using continuous wavelet transforms to account for the nonstationary nature of velocity amplitudes. The vertical structure of velocity amplitudes were considerably altered by baroclinic gradients. This was particularly true for the diurnal components, where tidal asymmetry led to stronger tidal velocities near the bottom.

Seasonal Variability and Estuary–Shelf Interactions in Circulation Dynamics of a River-dominated Estuary

Coastal and estuarine forecast systems. A multi-purpose infrastructure for the Columbia River

Proliferation of coastal observatories necessitates an objective approach to managing of observational assets. In this article, we used our experience in the coastal observatory for the Columbia River estuary and plume to identify and address common problems in managing of fixed observational assets, such as salinity, temperature, and water level sensors attached to pilings and moorings. Specifically, we addressed the following problems: assessing the quality of an existing array, adding stations to an existing array, removing stations from an existing array, validating an array design, and targeting of an array toward data assimilation or monitoring. Our analysis was based on a combination of methods from oceanographic and statistical literature, mainly on the statistical machinery of the best linear unbiased estimator. The key information required for our analysis was the covariance structure for a field of interest, which was computed from the output of assimilated and non-assimilated models of the Columbia River estuary and plume. The network optimization experiments in the Columbia River estuary and plume proved to be successful, largely withstanding the scrutiny of sensitivity and validation studies, and hence providing valuable insight into optimization and operation of the existing observational network. Our success in the Columbia River estuary and plume suggest that algorithms for optimal placement of sensors are reaching maturity and are likely to play a significant role in the design of emerging ocean observatories, such as the United State's ocean observation initiative (OOI) and integrated ocean observing system (IOOS) observatories, and smaller regional observatories.
