Significant emergency measures should be taken until an emergency event occurs. It is understood that the emergency is characterized by limited time and information, harmfulness and uncertainty, and decision-makers are always critically bound by uncertainty and risk. This paper introduces many novel approaches to addressing the emergency situation of COVID-19 under spherical fuzzy environment. Fundamentally, the paper includes six main sections to achieve appropriate and accurate measures to address the situation of emergency decision-making. As the spherical fuzzy set (FS) is a generalized framework of fuzzy structure to handle more uncertainty and ambiguity in decision-making problems (DMPs). First, we discuss basic algebraic operational laws (AOLs) under spherical FS. In addition, elaborate on the deficiency of existing AOLs and present three cases to address the validity of the proposed novel AOLs under spherical fuzzy settings. Second, we present a list of Einstein aggregation operators (AgOp) based on the Einstein norm to aggregate uncertain information in DMPs. Thirdly, we are introducing two techniques to demonstrate the unknown weight of the criteria. Fourthly, we develop extended TOPSIS and Gray relational analysis approaches based on AgOp with unknown weight information of the criteria. In fifth, we design three algorithms to address the uncertainty and ambiguity information in emergency DMPs. Finally, the numerical case study of the novel carnivorous (COVID-19) situation is provided as an application for emergency decision-making based on the proposed three algorithms. Results explore the effectiveness of our proposed methodologies and provide accurate emergency measures to address the global uncertainty of COVID-19.

Emergency decision support modeling for COVID-19 based on spherical fuzzy information

The emergency situation of COVID-19 is a very important problem for emergency decision support systems. Control of the spread of COVID-19 in emergency situations across the world is a challenge and therefore the aim of this study is to propose a q-linear Diophantine fuzzy decision-making model for the control and diagnose COVID19. Basically, the paper includes three main parts for the achievement of appropriate and accurate measures to address the situation of emergency decision-making. First, we propose a novel generalization of Pythagorean fuzzy set, q-rung orthopair fuzzy set and linear Diophantine fuzzy set, called q-linear Diophantine fuzzy set (q-LDFS) and also discussed their important properties. In addition, aggregation operators play an effective role in aggregating uncertainty in decision-making problems. Therefore, algebraic norms based on certain operating laws for q-LDFSs are established. In the second part of the paper, we propose series of averaging and geometric aggregation operators based on defined operating laws under q-LDFS. The final part of the paper consists of two ranking algorithms based on proposed aggregation operators to address the emergency situation of COVID-19 under q-linear Diophantine fuzzy information. In addition, the numerical case study of the novel carnivorous (COVID-19) situation is provided as an application for emergency decision-making based on the proposed algorithms. The construction sector plays an important role in a country’s economic development. The financial performance of a company is a good indicator of its financial health and status. In Malaysia, the government encourages the construction industry to develop an advanced infrastructure related to health, transport, education and housing. In view of the COVID-19 pandemic, the operations and financial performance of construction sector companies have been affected recently. Additionally, uncertainty plays a vital role in the multi-criteria decision-making (MCDM) process. Based on previous studies, there has been no comprehensive study conducted on the evaluation of the financial performance of construction companies by integrating entropy and fuzzy VIKOR models. Therefore, this paper aims to propose an MCDM model to evaluate and compare the financial performance of construction companies with an integrated entropy–fuzzy VIKOR model. A case study is carried out by evaluating the listed construction companies in Malaysia with the proposed model. The findings of this paper indicate that the company ECONBHD achieves the best financial performance over the study period. The significance of this paper is to determine the priority of the financial ratios and ranking of the construction companies with the proposed entropy–fuzzy VIKOR model.

In this study, a new approach to basis of intelligent systems and machine learning algorithms is introduced for solving singular multi-pantograph differential equations (SMDEs). For the first time, a type-2 fuzzy logic based approach is formulated to find an approximated solution. The rules of the suggested type-2 fuzzy logic system (T2-FLS) are optimized by the square root cubature Kalman filter (SCKF) such that the proposed fineness function to be minimized. Furthermore, the stability and boundedness of the estimation error is proved by novel approach on basis of Lyapunov theorem. The accuracy and robustness of the suggested algorithm is verified by several statistical examinations. It is shown that the suggested method results in an accurate solution with rapid convergence and a lower computational cost.

Machine Learning for Modeling the Singular Multi-Pantograph Equations

The Pythagorean probabilistic hesitant fuzzy set (PyPHFS) is an effective, generalized and powerful tool for expressing fuzzy information. It can cover more complex and more hesitant fuzzy evaluation information. Therefore, based on the advantages of PyPHFSs, this paper presents a new extended fuzzy TOPSIS method for dealing with uncertainty in the form of PyPHFS in real life problems. The paper is divided into three main parts. Firstly, the novel Pythagorean probabilistic hesitant fuzzy entropy measure is established using generalized distance measure under PyPHFS information to find out the unknown weights information of the attributes. The second part consists of the algorithm sets of the TOPSIS technique under PyPHFS environment, where the weights of criteria are completely unknown. Finally, in order to verify the efficiency and superiority of the proposed method, this paper applies some practical examples of the selection of the most critical fog-haze influence factor and makes a detailed comparison with other existing methods.

Entropy Based Pythagorean Probabilistic Hesitant Fuzzy Decision Making Technique and Its Application for Fog-Haze Factor Assessment Problem

Purpose: This is mainly because the restrictive condition of intuitionistic hesitant fuzzy number (IHFN) is relaxed by the membership functions of Pythagorean probabilistic hesitant fuzzy number (PyPHFN), so the range of domain value of PyPHFN is greatly expanded. The paper aims to develop a novel decision-making technique based on aggregation operators under PyPHFNs. For this, the authors propose Algebraic operational laws using algebraic norm for PyPHFNs. Furthermore, a list of aggregation operators, namely Pythagorean probabilistic hesitant fuzzy weighted average (PyPHFWA) operator, Pythagorean probabilistic hesitant fuzzy weighted geometric (PyPHFWG) operator, Pythagorean probabilistic hesitant fuzzy ordered weighted average (PyPHFOWA) operator, Pythagorean probabilistic hesitant fuzzy ordered weighted geometric (PyPHFOWG) operator, Pythagorean probabilistic hesitant fuzzy hybrid weighted average (PyPHFHWA) operator and Pythagorean probabilistic hesitant fuzzy hybrid weighted geometric (PyPHFHWG) operator, are proposed based on the defined algebraic operational laws. Also, interesting properties of these aggregation operators are discussed in detail. Design/methodology/approach: PyPHFN is not only a generalization of the traditional IHFN, but also a more effective tool to deal with uncertain multi-attribute decision-making problems. Findings: In addition, the authors design the algorithm to handle the uncertainty in emergency decision-making issues. At last, a numerical case study of coronavirus disease 2019 (COVID-19) as an emergency decision-making is introduced to show the implementation and validity of the established technique. Besides, the comparison of the existing and the proposed technique is established to show the effectiveness and validity of the established technique. Pythagorean probabilistic hesitant fuzzy aggregation operators and their application in decision-making

Approximating numerical solution of integral equations is considered to be very important as such equations have number of applications in various fields. In this paper we introduce novel approach to estimate numerical solutions of Volterra integral equations. In the proposed technique, Chebyshev polynomial is employed to approximate solution for an unknown function in the Volterra integral equation. It is observed that the proposed technique is highly suitable for such problems and have very encouraging results. We compare accuracy and efficiency of the method with existing techniques.
