Vagueness Challenges to the Computer Fraud and Abuse Act

Recently, there has been a growing interest in issues related to maintenance performance management, which is confirmed by a significant number of publications and reports devoted to these problems. However, theoretical and application studies indicate a lack of research on the systematic literature reviews and surveys of studies that would focus on the evolution of Industry 4.0 technologies used in the maintenance area in a cross-sectional manner. Therefore, the paper reviews the existing literature to present an up-to-date and content-relevant analysis in this field. The proposed methodology includes bibliometric performance analysis and a review of the systematic literature. First, the general bibliometric analysis was conducted based on the literature in Scopus and Web of Science databases. Later, the systematic search was performed using the Primo multi-search tool following Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. The main inclusion criteria included the publication dates (studies published from 2012–2022), studies published in English, and studies found in the selected databases. In addition, the authors focused on research work within the scope of the Maintenance 4.0 study. Therefore, papers within the following research fields were selected: (a) augmented reality, (b) virtual reality, (c) system architecture, (d) data-driven decision, (e) Operator 4.0, and (f) cybersecurity. This resulted in the selection of the 214 most relevant papers in the investigated area. Finally, the selected articles in this review were categorized into five groups: (1) Data-driven decision-making in Maintenance 4.0, (2) Operator 4.0, (3) Virtual and Augmented reality in maintenance, (4) Maintenance system architecture, and (5) Cybersecurity in maintenance. The obtained results have led the authors to specify the main research problems and trends related to the analyzed area and to identify the main research gaps for future investigation from academic and engineering perspectives.

Maintenance Performance in the Age of Industry 4.0: A Bibliometric Performance Analysis and a Systematic Literature Review

To solve the problem of timely provision of military formations (units) with the logistical means (LM), the method of optimization of material flows is proposed in the work. To implement this method, the system of the material flows management, storage and transportation of the logistical means is divided into strategic, operational and tactical levels of the hierarchy, whereby the highest management body has access to the entire management system and database and the lower one only within its responsibility. At each level of the hierarchy, an automated control system is created, which includes subsystems with normative data (set standards of storage of the logistical means, norms of variability of the corresponding nomenclature of spare parts, norms of the working time of samples of weapons and military equipment (WME) to the appropriate type of maintenance and repair, etc.). In the next stage, the accounting of records of the WME samples and the actual availability of the logistical means, which have arrived to the logistics centers of the strategic level, the distribution centers of the operational level and the warehouses of the military formations (units) is entered to the automated control system.
During the exploitation of WME samples, the information of the actual consumption of their resource is provided to the automated real-time management system. After that, the automated system compares the actual consumption of the resource of the WME samples with the established standards, which are laid down in the technical documentation and orders, regulations, directives, etc. by the Ministry of Defense and the General Staff. When the time is coming to dispatch the WME sample to the appropriate type of maintenance or repair, the automated system having the logistical means account at all levels of the hierarchy determines at which storage the logistical means data is located and paves the optimal route for their transportation to units or to the warehouses of the lower level of hierarchy.
Thus, the use of this method allows to determine the unit in which the appropriate sample of the WME will require maintenance or repair, to determine the necessary nomenclature of logistical means, to provide this unit in advance with the necessary logistical means, which will reduce the time and cost of resources to provide the logistical means to the military formations (units).

In the practical experience and lessons of a large number of listed companies, people have realized the importance of management defense. Currently, research on the defense of the owners of listed companies mainly analyzes and evaluates the degree of protection of the owners from the personal factors of the owners, the internal control of the enterprises, and the external market environment of the enterprises. Although these management defense strategies can improve management defenses to a certain extent, they cannot achieve the purpose of quantitative evaluation for the complex internal management and external market factors of listed companies and cannot improve management defenses ideally. This paper proposes to construct a management defense index for managers of listed companies based on big data and embedded network technology. In the process of constructing the manager's management defense index, this paper adopts the method of analytic hierarchy and fuzzy comprehensive evaluation to establish the index system of the manager's management defense index of listed companies and constructs the analytic hierarchy model of the manager's management defense index of listed companies. According to related research on the degree of managerial defense of listed companies, this article has carried out a quantitative assessment of the manager's defense of management, so as to measure the defense of the target company's management and find out the weaknesses of manager's management defense. Layer defense provides important references and valuable suggestions. Empirical evidence shows that the highest level of management defense of Chinese listed companies is 54.52%, the lowest is 17.64%, and the average level of management defense is around 34.26%.

In the article, the authors considered the logistics system of the NATO countries, analyzed a number of components of the training and certification of qualified logistics specialists, searched for ways to adapt their skills to military applications in the context of Ukraine’s integration with NATO. The necessity of introducing the training of logistics specialists in higher military educational institutions, military educational units of higher educational institutions is substantiated, and recommendations for their preparation are given.

The article is of interest to managers and scientists at all levels who deal with combating cyber threats. The study analyzed the security environment and confirmed the rapid growth of malware and cyberattacks. The stages of development of cybercrime are analyzed, and the most significant cyberattacks that have taken place in recent years are identified. Statistics on the number of cyberattacks and their devastating impact on economies are presented. A brief description of the available types of malware and the algorithm of unauthorised entry of cyber attackers into the system is given. The article offers a variant of developing the concept of cybersecurity, defines the range of participants in ensuring the organisation's cybersecurity, and formulates an algorithm for its development and operation.

Analysis of the military-economic potential of some countries of the world

The article summarizes the arguments and counterarguments within the scientific discussion on the phenomenon of hybrid warfare, taking into account the involvement of Ukraine in the Russian Federation in a state of undeclared hybrid war.
The studyʼs main objectives are the analysis and systematization of approaches to understanding the nature of hybrid warfare by domestic and foreign scientists, generalization of its key features and formulation of a synthesized definition taking into account the ongoing aggression against Ukraine.
Based on the systematization of a wide range of scientific papers and approaches to solving the problem of studying the nature of hybrid warfare, scientists tend to increase the attention of scientists to its study. The urgency of solving this scientific problem in the Ukrainian dimension lies in the direct involvement of Ukraine in the plane of the undeclared war.
The issue of hybrid warfare in the article is studied in the following logical sequence: retrospectively analyzed the development, formation and identification of the content of the terms “hybrid war”, “hybrid means of warfare”; the relationship between hybrid warfare, a wide range of its methods and tools; signs of hybrid war in several wars and conflicts are singled out; the tendencies to the regulation of hybrid warfare are analyzed not only in scientific sources, but also in normative-legal documents; approaches to determining the content and nature of hybrid warfare, which are reflected in the publications of domestic scientists, according to which a universal interpretation of the term is formulated, and the idea of its “umbrella” meaning is confirmed. The studyʼs methodological tools were the methods of analysis, synthesis, and systematic approach; the time limits are partially covered by historical events from the Peloponnesian War to the present.
The study's object was war in all its manifestations because hybrid warfare is derived from ordinary conventional warfare.
The article presents an empirical analysis of approaches to understanding the nature of hybrid warfare, which show the need for further research in the subject area, taking into account recent events in Ukraine.
The study results can be useful for scientists and managers who study national security problems, development of the security and defence sector, and defence planning.

Аналіз та систематизація підходів до розуміння поняття “гібридної війни”

The conducted research may be of interest to specialists of internal audit, internal control, and managers of all levels, who organize the functioning of internal control in subordinate structural units. The article practically substantiates the use of the matrix of key performance indicators (KPI) in assessing the effectiveness of the internal control system of the Ministry of Defense of Ukraine. The research conducted in the article is the result of the practical implementation of the developed comprehensive methodology for assessing the effectiveness of the internal control system of the Ministry of Defense of Ukraine. To achieve this goal, the study conducted its decomposition and separately: evaluated the selected indicators of the effectiveness of the internal control system through appropriate testing and analysis of financial (accounting) statements; a matrix of key performance indicators is formed; the generalized indicator of efficiency of functioning of system of internal control is defined; the corresponding assessment of efficiency of system of internal control according to the chosen criterion is carried out. The results of the study made it possible to determine a numerical value that can objectively indicate the effectiveness of the internal control system of the institution. The results of the evaluation of indicators can be further systematized in the appropriate database for the formation of statistical information and taken into account in the risk-oriented planning of internal audit activities. The results of the study in the article can be used in part and applied thematically when checking other indicators in the internal control system. The article formulates the prospect of further research in the subject area to improve the accuracy of assessing the effectiveness of the ICS, as well as in finding alternative methods for its evaluation.
