More than twenty years have passed since community-based natural resource management (CBNRM) rose to prominence in different parts of Africa as a strategy for rural development, local empowerment, and conservation. Led by new ideas about the merits of decentralized, collective resource governance regimes, and creative field experiments such as Zimbabwes CAMPFIRE, these community-based approaches evolved in a wide range of ecological, political, and social contexts across Africa. This review provides an unprecedented pan-African synthesis of CBNRM, drawing on multiple authors and a wide range of documented experiences from Southern, Eastern, Western and Central Africa. The review discusses the degree to which CBNRM has met poverty alleviation, economic development and nature conservation objectives. In its concluding chapter, the report suggests a way forward for strengthening CBNRM and addressing key challenges in the years ahead.

Community management of natural resources in Africa: impacts, experiences and future directions.

Benefit-sharing mechanisms are a central design aspect of REDD+ because they help to create the necessary incentives to reduce carbon emissions. However, if stakeholders do not perceive the benefit sharing as fair, the legitimacy of REDD+, and support for the mechanism, will be weakened. In this paper, drawing on data from CIFOR’s Global Comparative Study on REDD+, we analyze national policy processes in 6 countries and incipient benefit-sharing arrangements in 21 REDD+ project sites. Through our analysis of current practices and debates, we identify six rationales that have been put forward to justify how benefits should be distributed and to whom. These rationales encompass a range of perspectives. Some hold that benefit sharing should be related to actual carbon emission reductions or to costs incurred in achieving the reduction of emissions; others emphasize the importance of a legal right to benefit, the need to consider aspects such as poverty reduction or the appropriateness of rewarding those with a history of protecting the forest. Each rationale has implications for the design of benefit-sharing mechanisms and the equity of their outcomes. We point out that, given the wide range of rationales and interests at play, the objectives of REDD+ and benefit sharing must be clearly established and the term “benefit” defined before effective benefit-sharing mechanisms can be designed. For stakeholders to support REDD+, the legitimacy of decision-making institutions, consideration of context, and attention to process are critical. Building legitimacy requires attention not only to fair distributional outcomes but also to consensus on relevant institutions’ authority to make decisions and to procedural equity.

Who should benefit from REDD+? Rationales and realities

Hereditary succession, the conventional method for preserving monarchies, has also been used to perpetuate republic-style dictatorships. With an original data set of 258 post–World War II nonmonarchical autocrats, the author tests Gordon Tullock's hypothesis that hereditary succession appeals to the ruler and to nonfamilial elites wary of a leadership struggle. The full data and close comparisons of succession outcomes are consistent with Tullock's account. In the absence of prior experience selecting a ruler through a party, regime elites accepted filial heirs apparent; when the incumbent had arisen from a party, his successor predominantly emerged from that organization. Among twenty-two cases of potential hereditary succession, variations in institutional history account for 77 percent of succession outcomes. Where the ruler preceded the party, five rulers in seven cases groomed sons and all five sons took office. In contrast, where the party predated the ruler, incumbents successfully installed sons in only three of fifteen cases.

Hereditary Succession in Modern Autocracies

Background: Partner involvement has been deemed fundamental in prevention of mother to child transmission (PMTCT) programmes, but is difficult to achieve. This study aimed to explore acceptability of the PMTCT programme components and to identify structural and cultural challenges to male involvement. Methods: The study was conducted during 2007-2008 in rural and urban areas of Moshi in the Kilimanjaro region of Tanzania. Mixed methods were used, and included focus group discussions with fathers and mothers, in-depth interviews with fathers, mothers and health personnel, and a survey of 426 mothers bringing their four-week-old infants for immunization at five reproductive and child health clinics. Results: Routine testing for HIV of women at the antenatal clinic was highly acceptable and appreciated by men, while other programme components, notably partner testing, condom use and the infant feeding recommendations, were met with continued resistance. Very few men joined their wives for testing and thus missed out on PMTCT counselling. The main barriers reported were that women did not have the authority to request their husbands to test for HIV and that the arena for testing, the antenatal clinic, was defined as a typical female domain where men were out of place. Conclusions: Deep-seated ideas about gender roles and hierarchy are major obstacles to male participation in the PMTCT programme. Empowering women remains a huge challenge. Empowering men to participate by creating a space within the PMTCT programme that is male friendly should be feasible and should be highly prioritized for the PMTCT programme to achieve its potential.

"It is her responsibility": partner involvement in prevention of mother to child transmission of HIV programmes, northern Tanzania

Interannual climate variability patterns associated with the El Nino-Southern Oscillation phenomenon result in climate and environmental anomaly conditions in specific regions worldwide that directly favor outbreaks and/or amplification of variety of diseases of public health concern including chikungunya, hantavirus, Rift Valley fever, cholera, plague, and Zika. We analyzed patterns of some disease outbreaks during the strong 2015–2016 El Nino event in relation to climate anomalies derived from satellite measurements. Disease outbreaks in multiple El Nino-connected regions worldwide (including Southeast Asia, Tanzania, western US, and Brazil) followed shifts in rainfall, temperature, and vegetation in which both drought and flooding occurred in excess (14–81% precipitation departures from normal). These shifts favored ecological conditions appropriate for pathogens and their vectors to emerge and propagate clusters of diseases activity in these regions. Our analysis indicates that intensity of disease activity in some ENSO-teleconnected regions were approximately 2.5–28% higher during years with El Nino events than those without. Plague in Colorado and New Mexico as well as cholera in Tanzania were significantly associated with above normal rainfall (p < 0.05); while dengue in Brazil and southeast Asia were significantly associated with above normal land surface temperature (p < 0.05). Routine and ongoing global satellite monitoring of key climate variable anomalies calibrated to specific regions could identify regions at risk for emergence and propagation of disease vectors. Such information can provide sufficient lead-time for outbreak prevention and potentially reduce the burden and spread of ecologically coupled diseases.

Global Disease Outbreaks Associated with the 2015-2016 El Niño Event

Since the 1990s, the per capita GDP in Tanzania has been increasing and Tanzania’s growth trend has been impressive. The annual GDP growth has averaged 6.4 percent between 2000 and 2004 and exceeded seven percent in 2002 and 2003 (Figure 2, Real GDP Growth). Tanzania’s growth rate of 6.3 percent in 2004 was well above the rate achieved in South Africa (3.7 percent). This strong growth performance reflects the fruits of responsible monetary and fiscal policy, concerted reforms, rapid export growth, and significant debt relief.
