The convergence of newly interactive Web-based technologies with growing practices of user-generated content disseminated on the Internet is generating a remarkable new form of geographic information. Citizens are using handheld devices to collect geographic information and contribute it to crowd-sourced data sets, using Web-based mapping interfaces to mark and annotate geographic features, or adding geographic location to photographs, text, and other media shared online. These phenomena, which generate what we refer to collectively as volunteered geographic information (VGI), represent a paradigmatic shift in how geographic information is created and shared and by whom, as well as its content and characteristics. Researching Volunteered Geographic Information: Spatial Data, Geographic Research, and New Social Practice

This paper outlines the ways in which information technologies (ITs) were used in the Haiti relief effort, especially with respect to web-based mapping services. Although there were numerous ways in which this took place, this paper focuses on four in particular: CrisisCamp Haiti, OpenStreetMap, Ushahidi, and GeoCommons. This analysis demonstrates that ITs were a key means through which individuals could make a tangible difference in the work of relief and aid agencies without actually being physically present in Haiti. While not without problems, this effort nevertheless represents a remarkable example of the power and crowdsourced online mapping and the potential for new avenues of interaction between physically distant places that vary tremendously.

Volunteered Geographic Information and Crowdsourcing Disaster Relief: A Case Study of the Haitian Earthquake

How Users Matter: The Co-Construction of Users and Technology:

Advances in positioning, Web mapping, cellular communications and wiki technologies have surpassed the original visions of GSDI programs around the world. By tapping the distributed knowledge, personal time and energy of volunteer contributors, GI voluntarism is beginning to relocate and redistribute selected GI productive activities from mapping agencies to networks of non-state volunteer actors. Participants in the production process are both users and producers, or ‘produsers’ to use a recent neologism. Indeed, GI voluntarism ultimately has the potential to redistribute the rights to define and judge the value of the produced geographic information and of the new production system in general. The concept and its implementation present a rich collection of both opportunities and risks now being considered by leaders of public and private mapping organizations world-wide. In this paper, the authors describe and classify both the types of people who volunteer geospatial information and the nature of their contributions. Combining empirical research dealing with the Open Source software and Wikipedia communities with input from selected national mapping agencies and private companies, the authors offer different taxonomies that can help researchers clarify what is at stake with respect to geospatial information contributors. They identify early lessons which may be drawn from this research, and suggest questions which may be posed by large mapping organizations when considering the potential opportunities and risks associated with encouraging and employing Volunteered Geographic Information in their programs.

Volunteered Geographic Information: the nature and motivation of produsers

Spatial data infrastructures, which are Internet-based mechanisms for the coordinated production, discovery, and use of geospatial information in the digital environment, have diffused worldwide in the last two decades. Currently, there are about one hundred spatial data infrastructures at the national level and many other at supra- and sub-national levels. These contemporary spatial data infrastructures operate with two main assumptions: formal organizations are the producers and suppliers of geospatial information; users are the passive recipients of information. The recent phenomenon of volunteered geographic information departs from these assumptions. In this paper, we argue that reconceptualizing the user of a spatial data infrastructure can accommodate this new phenomenon. Such a reconceptualization creates a middle ground between spatial data infrastructure and volunteered geographic information, which has important implications for future research.

Motivation for Open Collaboration: Crowd and Community Models and the Case of OpenStreetMap

Critical knowledge gaps seriously hinder efforts for building disaster resilience at all levels, especially in disaster-prone least developed countries. Information deficiency is most serious at local levels, especially in terms of spatial information on risk, resources, and capacities of communities. To tackle this challenge, we develop a general methodological approach that integrates community-based participatory mapping processes, one that has been widely used by governments and non-government organizations in the fields of natural resources management, disaster risk reduction and rural development, with emerging collaborative digital mapping techniques. We demonstrate the value and potential of this integrated participatory and collaborative mapping approach by conducting a pilot study in the flood-prone lower Karnali river basin in Western Nepal. The process engaged a wide range of stakeholders and non-stakeholder citizens to co-produce locally relevant geographic information on resources, capacities, and flood risks of selected communities. The new digital community maps are richer in content, more accurate, and easier to update and share than those produced by conventional Vulnerability and Capacity Assessments (VCAs), a variant of Participatory Rural Appraisal (PRA), that is widely used by various government and non-government organizations. We discuss how this integrated mapping approach may provide an effective link between coordinating and implementing local disaster risk reduction and resilience building interventions to designing and informing regional development plans, as well as its limitations in terms of technological barrier, map ownership, and empowerment potential.

Integrated Participatory and Collaborative Risk Mapping for Enhancing Disaster Resilience

Information systems that support crisis responders and disaster risk management efforts are complex sociotechnical phenomena comprised of human capacities and relationships, data and software tools. Research in crisis informatics has highlighted the ways in which emergent groups of digital volunteers, or volunteer technical communities, have mobilized during disaster events to support information management efforts. This paper describes an action research project to support the creation of an ex ante volunteer technical community from among the potentially affected population in Kathmandu, Nepal, one of the most seismically at-risk cities in the world. In exploring this case, we argue that projects that attempt to create local open data ecosystems can be valuable but require investment in their design, execution and on-going maintenance.
