The Cosmopolitan Society and Its Enemies

In this Progress in Human Geography annual lecture I reflect on geographical contributions to academic and policy debates about how we might forge civic culture out of difference. In doing so I begin by tracing a set of disparate geographical writings — about the micro-publics of everyday life, cosmopolitanism hospitality, and new urban citizenship — that have sought to understand the role of shared space in providing the opportunity for encounter between `strangers'. This literature is considered in the light of an older tradition of work about `the contact hypothesis' from psychology. Then, employing original empirical material, I critically reflect on the notion of `meaningful contact' to explore the paradoxical gap that emerges in geographies of encounter between values and practices. In the conclusion I argue for the need for geographers to pay more attention to sociospatial inequalities and the insecurities they breed, and to unpacking the complex and intersecting ways in which power operates.

Living with difference: reflections on geographies of encounter:

This article calls for a re-conceptualization of the social sciences by asking for a cosmopolitan turn. The intellectual undertaking of redefining cosmopolitanism is a trans-disciplinary one, which includes geography, anthropology, ethnology, international relations, international law, political philosophy and political theory, and now sociology and social theory. Methodological nationalism, which subsumes society under the nation-state, has until now made this task almost impossible. The alternative, a 'cosmopolitan outlook', is a contested term and project. Cosmopolitanism must not be equalized with the global (or globalization), with 'world system theory' (Wallerstein), with 'world polity' (Meyer and others), or with 'world-society' (Luhmann). All of those concepts presuppose basic dualisms, such as domestic/foreign or national/international, which in reality have become ambiguous. Methodological cosmopolitanism opens up new horizons by demonstrating how we can make the empirical investigation of border crossings and other transnational phenomena possible.

Can collective memories of the past shape the future? If one of the fears about a globalized society is the homogenization of culture, can it nevertheless be true that the homogenization of memory might have a positive impact on political and cultural norms? Originally published in Germany, The Holocaust and Memory in the Global Age examines the nature of collective memory in a globalized world, and how the memory of one particular event-the Holocaust-helped give rise to an emerging global consensus on human rights. Daniel Levy and Natan Sznaider show how memories of the Holocaust have been de-contextualized from the original event and offer a framework for interpreting contemporary acts of injustice such as ethnic cleansing and genocide. Representations of mass atrocities in Bosnia and Kosovo during the 1990s resonated with iconographies of the Holocaust and played a significant role in the political and military interventions in the Balkans. Subsequently, these representations have had a crucial impact on the consolidation of international human rights and related issues of transitional justice, reparations, and restitution.
