To date land-change science has devoted little attention to spatial policy and planning in urban landscapes despite the widely accepted premise that planning affects urban land change. This is primarily due to lack of relevant data and an underdeveloped theoretical understanding regarding the impact of spatial planning on urban land change. To be able to better analyse the role of spatial planning in urban development we need to distinguish: 1) the intentions expressed in the plans; 2) the means of implementation of the plans through governance processes and 3) the role of external conditions influencing implementation. Based on a synthesis of the current literature on how spatial planning is implemented in land-change models, and drawing from the literature on planning evaluation, we sketch a research agenda to further develop the understanding of these three components and their interconnections as well as their application in quantitative land-change modelling approaches for urban regions.

Governance of the territorial entrepreneurial discovery process: looking under the bonnet of RIS3

The notion of territorial governance has relatively recently emerged onto the European policy agenda, and often used in relation to the concept of territorial cohesion. To date, the notion has been understood and conceptualized in various ways and has been defined rather loosely when invoked. This paper examines how the notion is used and understood in European policy debates. It questions whether the notion is different to general concepts of governance and multi-level governance. Three specific characteristics are suggested that might distinguish territorial governance from other types of governance: (i) managing territorial dynamics, (ii) assessing territorial impacts and (iii) delineating policy boundaries.

The Rise of Territorial Governance in European Policy

I. INTRODUCTIONIn the last two decades or so, the concept of governance has found a central place in social science debate, focusing in particular on the shift from government to governance. Here, government refers to the dominance of State power organised through formal and hie-rarchical public sector agencies and bureaucratic procedures, while governance refers to the emergence of overlapping and complex relationships, involving “new actors” external to the political arena (Painter and Goodwin, 1995).Various theoretical perspectives have tried to conceptualise this transformation and its outcome (Pierre, 1999 & 2000a; Peters, 2000). For example, regulation theorists argue that the shift from government to governance is part of and a response to wider processes of socio-economic change manifested in a move away from a Fordist mass production system and an established Keynesian welfare State towards ‘post-Fordist’ flexible specialisation (Piore and Sabel, 1984). Fiscal crisis in western democracies, with the definition of new strategies for services production and distribution, the need for public-private coordination, economic globalisation and the growing importance of trans-national political institutions are elements of these processes, as underlined by Pierre (2000b). Jessop (1997) adds that central to these developments is the profound restructuring of the State and its changing role in governing the relationships between society and the economy.
