The author’s method of assessing the readiness level of the research and development for commercialization in the market named TAPDS is developed. The TAPDS method thoroughly takes into account the market component and the readiness of consumers to acquire the research and development. The author’s TAPDS methodology, in contrast to the existing methodological approaches, will enable the evaluators more thoroughly to take into account the market component and readiness of consumers to acquire the researched R&D products. Unlike existing ones, the value of the proposed TAPDS method is to provide a comprehensive assessment of the technology’s readiness for the transfer. The complexity of the assessment is ensured by a specially developed formalized toolkit, which includes the evaluation of technology at the analytical, technological and patent levels of its readiness, as well as the level of readiness of demand for technology and the impact of society on its development. The method of hierarchy analysis is used for expert evaluation comparison. The clustering analysis is provided using k-means and c-means algorithms. The discriminant analysis is used for finding parameters influents for level of readiness and complexity reduction.

Consumer aspects in assessing the suitability of technologies for the transfer

The possibilities of using ontologies and meta-models to create a system of dynamic integration of weakly structured data are considered. The process of transformation of weakly structured data into structured information is described. Dynamic integration of weakly structured data at different levels of complexity: physical, logical, and global is considered. The operation principles of the Universal browser for dynamic integration of weakly structured data are proposed to be applied when creating various web-systems.

Application of Ontologies And Meta-Models for Dynamic Integration of Weakly Structured Data

The modern concept of open innovation highlights the role of technology transfer from universities to the business environment. An increase in technology transfer efficiency is one of the tasks assigned to Ukrainian universities by the state. The nature of technology transfers in the world and the role of universities in this process call for revising traditional approaches to its production in Ukraine. This stipulated the substantiation of theoretical and methodological principles of technology transfer from universities to the business environment, which should serve as a fundamental platform for further economic, technological and other actions in the innovation development of Ukraine. For this purpose, the modern theoretical and applied components of technology transfer from universities to the business environment are researched; the theoretical and methodological principles of technology transfer are determined and the conceptual approach to understanding technology transfer from universities to the business environment is proved. To achieve the tasks at hand, the background and trends in technology transfer from universities to the business environment have been researched; the role of universities in modern technology transfers is analyzed; the peculiarities and potential of the scientific area of Ukraine are considered; the influence of university technology transfer centers on the universities’ academic entrepreneurship has been studied; the nature of knowledge transformation during the technology transfer is substantiated; the influence of technology transfer on the university subsystems is considered; the effects of technology transfer are investigated; models of interaction in the system “University – Governmental Authority – Business” are studied; and modern approaches to the technology transfer from universities to the business environment are researched. Given the research conducted, theoretical and methodological principles for technology transfer were formed, which conceptualize the technology transfer from universities to the business environment. Theoretical and methodological basis for technology transfer from universities to the business environment

Article history: Received: 02 July, 2020 Accepted: 21 August, 2020 Online: 09 September, 2020 Global changes caused by the IV Industrial revolution and globalization processes resulted in a redistribution of roles of participants in innovative infrastructures of countries. Universities are leading both in terms of generating R&D products and in terms of developing business activities. Now there is a problem of insufficient methodological support of technological universities for pricing R&D products developed and prepared for transfer to the business environment. Existing methods and models do not meet the needs of the market, which is growing rapidly. At the same time, the market is characterized by a high degree of volatility. The purpose of the article is to develop a method for modelling prices for R&D products from universities to the business environment, which takes into account: the specifics of the R&D product, modern market features for this R&D product; the nature of the transfer and commercialization of this R&D product. The article identifies the factors that determine the processes of transfer, commercialization and market launch of R&D products, which affect the pricing of R&D products. Groups of characteristics that characterize systematize these factors: 1) consumer value of R&D product; 2) market susceptibility of R&D product; 3) transfer and commercialization processes of R&D product. Justified a number of factor attributes within the formed groups and assigned them the values of linguistic terms for adjusting the price of R&D product using fuzzy set theory algorithms. The method takes into account elements of cost, revenue and comparative estimation approaches. The method makes it possible to adjust prices for R&D products, taking into account heterogeneous features in the composition of R&D products and compare them with market analogues of R&D products. This contributes to achieving a higher level of pricing accuracy for R&D products when they are transferred from the university to the business environment. The resulting prices are compared with market prices for competitive analogues, which makes it possible to determine the scenario of transfer and commercialization of R&D product; justify the strategy of market development of R&D product; increase the level of manoeuvrability of pricing management for R&D product. The model was tested on a number of R&D products developed at Lviv Polytechnic National University (Ukraine). Application of the proposed method is advisable in the short-and medium-term forecasting period.

Method of Modelling Prices for R&D Products in the Case of their Transfer from Engineering Universities to the Business

: A holistic approach to R&D products’ evaluation for commercialization under open innovations is developed. The approach is tested on the example of the device of the interferometric determination of the refractive index of crystalline materials in the optical range. The proposed approach will allow setting a price that will satisfy all the parties of a transfer agreement with a higher level of accuracy and will meet market requirements. Unlike popular methods of evaluating the R&D product, a holistic approach will, on the one hand, be based on the actual costs and the break-even level of a R&D product and, on the other hand, will determine how much the consumer is receptive to a R&D product, and, then again, will show how the added value of the product will develop under the inﬂuence of market effects. It is noted that the application of a holistic approach to R&D products’ evaluation for commercialization should be supplemented by assessing the willingness of potential customers to purchase this R&D product at a speciﬁc price. It is proved that the proposed holistic approach to R&D products’ evaluation for commercialization is multifunctional. The approach can be applied to different types of economic activity, R&D products, and types of markets. The obtained prices based on the application of a holistic approach to R&D products’ evaluation for commercialization and the results of marketing research of the interferometry market testiﬁed to potential prospects of the commercialization of a R&D product of the interferometric determination of the refractive index of crystalline materials in the optical range and its long-term competitiveness. Based on the results, the key provisions of the concept of providing competitive beneﬁts for the period of implementation of the analyzed R&D product are identiﬁed. Taking into account fundamental elements of the open innovation paradigm underpins the authors’ holistic approach.
