TL;DR: This paper describes a framework and accompanying tools developed under sponsorship of the California Department of Transportation to study the sensitivity of traffic data quality to the location and spacing of traffic detectors and concludes that while model-based traffic estimation techniques are superior, the differences become negligible as detector density increases.
