Around one third of all recorded cancers account worldwide for skin cancer, according to the World Health Organization. Every year in the USA there are over 5 million non-melanoma, although about 13,000 cases of melanoma are reported in the UK and Australia. Over the last few decades, occurrences of skin cancer have also risen by 119%, from 1990 to 91270, from 27,600 in 2018. Melanoma has risen 119 million in nations such as the United Kingdom. Not only has the ozone layer reduced ultraviolet radiation safety but the misuse of the atmosphere and heat and tanning [2] has explained this trend. The medical fraternity has spent enormous time and energy on sensitizing people by awareness initiatives. Human skin cancer is the most dangerous variety, with its effects growing rapidly. Early detection of melanoma in dermoscopic photos is extremely important as they are useful for early diagnosis and treatment of ailment. Computer-aided diagnostic tools may promote the detection of cancer early for dermatologists. In this method pre-processing shall take place by applying a list of filters for removing hair, spots and assorted noises from pictures and the methodology of photographs painting shall then be used to fill unspecified areas. In this paper system uses PH2 dataset for evaluation. Also proposed de-duplication method will help in image preprocessing time which will also help in detection of melanoma. KNN, Naive Bayes and SVM classifier are used for training and testing purpose also SVM shows the highest accuracy of classifier with de-duplication techniques.

Melanoma Detection Using HSV with SVM Classifier and De-duplication Technique to Increase Efficiency

India is the one among the largest democratic country where in the voting process is considered very crucial and essential. India is the second most populated country which brings in the requirement of an effective voting system to avoid any kind of impersonation and negligence during this process. The researchers conducted in the year 2014 show that not more than 66.4% of the citizens cast their votes. In certain regions, there is still the practice of using the traditional electronic voting machine (EVM) which is considered not so efficient and can lead to various types of fraud. Biometrics verification is the process that validates each of the voter to proceed with the voting process. Further, a methodology is explained which verifies every voter with their respective IDs and the existing database using biometrics and provide the voters with their voting status through an SMS to the registered number.

Big data is an emerging technology that is becoming an essential part of national governance. Aadhaar is the unique identification scheme of India, handled by the Unique Identification Authority of India (UIDAI), which deals with big data. Every person above the age of 5 years has to register their demographic details (Name, Date of Birth, Address and Phone number) and biometric details (10 fingerprints and both iris) and then these details are used to verify the authenticity of the person when any services are required by him. Passport is a legal document that is carried by a person when he travels between countries, but in the case of the older passports with no biometric data, a person may have more than one legal passport with different demographic details. This paper does a case study on the existing de-duplication methods for passport enrolments and other such documents. In the case of newer passports, it takes 10 days to link with Aadhaar at the time of registration, hence the aim is to reduce the processing time of the linking and verification. String matching algorithms are used to compare the demographics, and techniques such as genetic programming and hashing are used for de-duplication. This case study also helps identify big and fast data platforms to identify such e-governance plans, by evaluating the accuracy and efficiency of existing algorithms. This system aims to predict the duplication of passports by linking Aadhaar and passport details, and to reduce the processing time of the Aadhaar database by using parallel algorithms.
