Functions of innovation systems: A new approach for analysing technological change

This paper suggests that the economic growth of countries reflects their developmental potential which, in turn, is a function of the technological systems in which various economic agents participate. The boundaries of technological systems may or may not coincide with national borders and may vary from one techno-industrial area to another. The central features of technological systems are economic competence (the ability to develop and exploit new business opportunities), clustering of resources, and institutional infrastructure. A technological system is defined as a dynamic network of agents interacting in a specific economic/industrial area under a particular institutional infrastructure and involved in the generation, diffusion, and utilization of technology. Technological systems are defined in terms of knowledge/competence flows rather than flows of ordinary goods and services. In the presence of an entrepreneur and sufficient critical mass, such networks can be transformed into development blocks, i.e. synergistic clusters of firms and technologies which give rise to new business opportunities.

The aim of the STS project is to identify the role of technological change in economic growth. While the importance of the relationship between technological change and economic growth is generally accepted, its nature continues to be only partially understood. Certainly, the linkage between technology and economy is complex and in certain respects circular: the role of new technology is crucial, but its impact presupposes that certain general economic and institutional preconditions are fulfilled. While some of these preconditions (i.e., well-functioning markets and appropriate incentive structures) may be fairly general, the structure and dynamics of technological change vary considerably over time and across different fields. These variations are reflected in economic organizations and institutions.

How can the beneficiaries of generic technologies be identified and persuaded to share the costs? • Who should own the results? Each of these questions gives rise to considerable controversies, as illustrates by the protracted debates about the Advanced Technology Program in the United States (Branscomb and Keller 1999; Wessner 2001). This paper aims to contribute to the clarification of some of these issues by exploring the notion of generic technological capability in the context of a particular model of technological growth which interprets the latter as the evolution of design spaces.
