This contribution examines the different concepts known as social informatics that have historically been separate. The paradigm that is preferred worldwide based on Kling is well described and often promoted, with a strong base both in the USA and Europe. This article, however, introduces lesser-known paradigms based on Sokolov and later Ursul that originated in the era of the USSR and have so far been employed chiefly in post-Soviet countries, including Russia. These paradigms have been neglected in English-written scientific literature, mainly because of the limited number of articles available in English. Other approaches are also introduced and related, which were historically named or classified as social informatics American, British, Norwegian, Slovenian, German and Japanese. The present article introduces and further discusses the origin, historical development and basic methodological grounding of these approaches. All the approaches are then discussed and their differences as well as their similarities are pointed out. The aim is to create connections across the current generation of researchers, which includes the formation and conceptualization of different approaches and an exploration of possible areas for future cooperation.

Social informatics as a concept

To administrate the records complexes generated during their history, countries create archival systems, composed of leading organs, conservation centers and auxiliary institutions. These systems interact with governments for the management of State’s organisms’ and historical records. They develop differently according to the circumstances of national political, social and economical evolution. During the 20 th century, the Soviet Union possessed a unique archival system, based on maximalist principles of total archives’ centralisation. At the beginning of the 90’s, the political and economical transition provoked a succession of changes for the Russian archival system: introduction of an archival legislation, apparition of a private sector, etc. To a large extent, the Russian case illustrates the question of the adaptation of archival systems facing historical changes. The present thesis aims to give an overview of the changes that happened in the Russian archival system from 1991 to 2011, with a study of the historical context, a quantitative and qualitative analysis of the archival legislation’s evolution, a content analysis of the main acts of this legislation, and also an overview of the non-state archives’ situation, to illustrate the magnitude of the changes brought to this system. Thanks to these different steps, this thesis will allow a better comprehension of the adaptation’s processes of the Russian archival system, by illustrating the apparition and the content of the archival legislation, its effects and the problems encountered. It will show finally the special dynamics between the old and the new.

Analise historica - a partir de levantamento bibliografico e revisao de literatura em fontes secundarias- identificando as principais caracteristicas que marcaram a Arquivologia na Russia nas decadas de transicao do pais para o capitalismo. O periodo analisado foi entre 1991, com a dissolucao da URSS, ate 2016, durante o governo de Vladimir Putin. O trabalho divide-se em tres partes: discussao sobre a infraestrutura dos acervos e dos cursos de formacao de arquivistas russos no periodo pos-sovietico, a legislacao promulgada durante os anos 1990 e 2000, reorganizando e readaptando os arquivos do pais, e a complexa situacao da acessibilidade desses conjuntos documentais, principalmente relacionado a pesquisadores e usuarios ocidentais. A pesquisa identificou que, apesar de alguns problemas e vicios oriundos do periodo comunista ainda serem percebidos, tantos os acervos quanto a formacao profissional e estrutura legal da area no pais abrem-se para um novo horizonte, se adaptando, parcialmente, a realidade capitalista vigente.

Analise da historia e do desenvolvimento da infra-estrutura em informacao cientifica na antiga Uniao Sovietica e Russia, na qual sera feito um estudo sobre os principais orgaos, institutos de pesquisa e de ensino e publicacoes sobre Informatika/ Ciencia da Informacao no pais. O periodo estudado estende-se desde a ascensao do partido bolchevique na Russia, em novembro de 1917, passando pelo desenvolvimento da Ciencia da Informacao no pais, nas decadas de 1950 a 1970, ate a dissolucao da Uniao Sovietica, em dezembro de 1991, apresentando tambem algumas informacoes sobre a area apos essa data. Nessa analise, destaca-se a atuacao de organizacoes como, por exemplo, o Instituto Estatal de Informacao Cientifica e Tecnica (VINITI), e aspectos relacionados a prestacao de servicos e elaboracao de produtos de informacao, a formacao profissional, os periodicos secundarios relacionados a Informatika/ Ciencia da Informacao no pais e eventos tecnico-cientificos ocorridos tanto na Uniao Sovietica como em âmbito internacional.

A infra-estrutura em informação científica e em Ciência da Informação na antiga União Soviética (1917-1991)

This article describes and demonstrates a tool developed to reduce the subjective aspect inherent to archival classification, making it more consistent. Taking into account that classification errors can affect several other archival functions, especially appraisal and description, we’ve developed a software that we called Ontological Classifier (OntoClass). This software, through the creation of an ontology based on the classification scheme of a corporate body, is able to determine the class to which a document belongs based on terms arranged in a list. The theoretical basis was carried out through a bibliographic research and the development of the tool was made using the Python 3.7 programming language and the SPARQL query language. We conclude that although OntoClass reaches its goal, it is still necessary to test it in real situations and there are some requirements that must be met in order to achieve the desired results.
