This paper presents a general strain theory of crime and delinquency that is capable of overcoming the criticisms of previous strain theories. In the first section, strain theory is distinguished from social control and differential association/social learning theory. In the second section, the three major types of strain are described: (1) strain as the actual or anticipated failure to achieve positively valued goals, (2) strain as the actual or anticipated removal of positively valued stimuli, and (3) strain as the actual or anticipated presentation of negatively valued stimuli. In the third section, guidelines for the measurement of strain are presented. And in the fourth section, the major adaptations to strain are described, and thcwe factors influencing the choice of delinquent versus nondelinquent adaptations are discussed. After dominating deviance research in the 196Os, strain theory came under heavy attack in the 1970s (Bernard, 1984; Cole, 1975), with several prominent researchers suggesting that the theory be abandoned (Hirschi, 1969; Kornhauser, 1978). Strain theory has survived those attacks, but its influence is much diminished (see Agnew, 1985a; Bernard, 1984; Farnworth and Leiber, 1989). In particular, variables derived from strain theory now play a very limited role in explanations of crime/delinquency. Several recent causal models of delinquency, in fact, either entirely exchde strain variables or assign them a small role (e.g., Elliott et al., 1985; Johnson, 1979; Massey and Krohn, 1986; Thornberry, 1987; Tonry et al., 1991). Causal models of crime/delinquency are dominated, instead, by variables derived from differential association/social learning theory and social control theory. This paper argues that strain theory has a central role to play in explanations of crime/delinquency, but that the theory has to be substantially revised to play this role. Most empirical studies of strain theory continue to rely on the strain models developed by Merton (1938), A. Cohen (1955), and Cloward and Ohlin (1960). In recent years, however, a wealth of research in several fields has questioned certain of the assumptions underlying those theories and pointed to new directions for the development of strain theory. Making Good: How Ex-Convicts Reform and Rebuild Their Lives

Careful reading of the literature on the psychology of criminal conduct and of prior reviews of studies of treatment effects suggests that neither criminal sanctioning without provision of rehabilitative service nor servicing without reference to clinical principles of rehabilitation will succeed in reducing recidivism. What works, in our view, is the delivery of appropriate correctional service, and appropriate service reflects three psychological principles: (1) delivery of service to higher risk cases, (2) targeting of criminogenic needs, and (3) use of styles and modes of treatment (e.g., cognitive and behavioral) that are matched with client need and learning styles. These principles were applied to studies of juvenile and adult correctional treatment, which yielded 154 phi coefficients that summarized the magnitude and direction of the impact of treatment on recidivism. The effect of appropriate correctional service (mean phi = .30) was significantly (p <.05) greater than that of unspecified correctional service (.13), and both were more effective than inappropriate service (−.06) and non-service criminal sanctioning (−.07). Service was effective within juvenile and adult corrections, in studies published before and after 1980, in randomized and nonrandomized designs, and in diversionary, community, and residential programs (albeit, attenuated in residential settings). Clinical sensitivity and a psychologically informed perspective on crime may assist in the renewed service, research, and conceptual efforts that are strongly indicated by our review.

Does correctional treatment work? a clinically relevant and psychologically informed meta-analysis *

A leading sociological theory of crime is the “routine activities” approach (Cohen and Felson, 1979). The premise of this ecological theory is that criminal events result from likely offenders, suitable targets, and the absence of capable guardians against crime converging nonrandomly in time and space. Yet prior research has been unable to employ spatial data, relying instead on individual- and household-level data, to test that basic premise. This analysis supports the premise with spatial data on 323,979 calls to police over all 115,000 addresses and intersections in Minneapolis over 1 year. Relatively few “hot spots” produce most calls to Police (50% of calls in 3% of places) and calls reporting predatory crimes (all robberies at 2.2% of places, all rapes at 1.2% of places, and all auto thefts at 2.7% of places), because crime is both rare (only 3.6% of the city could have had a robbery with no repeat addresses) and concentrated, although the magnitude of concentration varies by offense type. These distributions all deviate significantly, and with ample magnitude, from the simple Poisson model of chance, which raises basic questions about the criminogenic nature of places, as distinct from neighborhoods or collectivities.

It is composed of three main elements: an articulated theoretical framework, a standard methodology for tackling specific crime problems, and a set of opportunity-reducing techniques. The theoretical framework is informed by a variety of "opportunity" theories, including the routine activity and rational choice perspectives. Developments in a number of academic disciplines-the sociology of deviance, criminology, economics, psychology-suggest that it is useful to see criminal behavior not as the result of psychologically and socially determined dispositions to offend, but as the outcome of the offender's broadly rational choices and decisions. This perspective provides a basis for devising models of criminal behavior that (1) offer frameworks within which to locate existing research, (2) suggest directions for new research, (3) facilitate analysis of existing policy, and (4) help to identify potentially fruitful policy initiatives. Such models need not offer comprehensive explanations; they may be limited and incomplete, yet still be "good enough" to achieve these important policy and research purposes.
