Toll plaza operations in India are entirely different from that of the United States (US) and European countries. The majority of tollbooths in India are manually operated, where all the vehicles arriving at the toll plaza have to stop at tollbooth to pay the toll. During this process, a vehicle first decelerates, joins the queue and pays the toll at tollbooths. Afterwards, the vehicle accelerates and regains the stream speed. The overall process causes delay to each approaching vehicle due to deceleration, waiting time in the queue, service time at the tollbooth and finally due to acceleration. Hence, the present study aims to quantify the overall delay that includes system delay (service time and waiting time), acceleration and deceleration delays at manually operated toll plazas under mixed traffic conditions. The overall delay model has been proposed by using (i) dynamic acceleration and deceleration values, (ii) waiting time in the queue and (iii) service time depends upon traffic composition and approach volume. The delay thus obtained from models has been validated from field observed delay values and it is found that no significant difference between observed and predicted delay values. Therefore, the proposed delay model can be used in future to quantify the vehicle delay at toll plazas and can also propose Level of Service (LoS) thresholds and the number of tollbooths required for prescribed LoS.

Sustainable Traffic Improvement for Urban Road Intersections of Developing Countries: A Case Study of Ettumanoor, India☆

As demonstrated for extreme events, the resilience concept is used to evaluate the ability of a transportation system to resist and recover from disturbances. Motivated by the high cumulative impact of recurrent perturbations on transportation systems, we have investigated resilience quantification as a performance assessment method for high-probability low-impact (HPLI) disturbances such as traffic congestions. Resilience-based metrics are supplementary to conventional travel-time-based indices in literature. However, resilience is commonly quantified as a scalar variable despite its multi-dimensional nature. Accordingly, by hypothesizing increased information gain in performance assessment, we have investigated a multi-dimensional approach (mD-Resilience) for resilience quantification. Examining roadways’ resilience to recurrent congestions as a contributor to sustainable mobility, we proposed to measure resilience with several attributes that characterize the degradation stage, the recovery stage, and possible recovery paths. These attributes were integrated into a performance index by using Data Envelopment Analysis (DEA) as a non-parametric method. We demonstrated the increased information gain by quantifying the performance of major freeways in Los Angeles, California using Performance Measurement System (PeMS) data. The comparison of mD-Resilience approach with the method based on area under resilience curves showed its potential in distinguishing the severity of congestions. Furthermore, we showed that mD-Resilience also characterizes performance from the lens of delay and bottleneck severities.

Identifying and Classifying Highway Bottlenecks Based on Spatial and Temporal Variation of Speed

Poor service quality is one of the major causes for declining share of buses in urban India. Improvement of bus travel time by implementing bus priority measures at intersections is well regarded as an effective instrument to improve bus service by reducing the travel time. However, only a few research works have been reported in the literature on bus priority strategies in Developing countries such as India. This paper documents an experience of using micro-simulation software VISSIM© to evaluate the impact of providing Queue Jump Lane (QJL) as a bus priority strategy for three representative four-arm isolated signalized intersections in Kolkata, India. The study shows that QJL is expected to be beneficial even in a heterogeneous traffic environment that is prevalent in Indian scenario. The effectiveness of QJL is found to be influenced by various factors such as traffic volume, vehicle composition and road geometry. The study encourages further investigations in terms of validation of results based on field implementation of QJL and identification of the domain of applicability of QJL in signalized intersections of urban India.
