■ Abstract The recent proliferation of scholarship on collective action frames and framing processes in relation to social movements indicates that framing processes have come to be regarded, alongside resource mobilization and political opportunity processes, as a central dynamic in understanding the character and course of social movements. This review examines the analytic utility of the framing literature for un- derstanding social movement dynamics. We first review how collective action frames have been conceptualized, including their characteristic and variable features. We then examine the literature related to framing dynamics and processes. Next we review the literature regarding various contextual factors that constrain and facilitate framing processes. We conclude with an elaboration of the consequences of framing processes for other movement processes and outcomes. We seek throughout to provide clarifi- cation of the linkages between framing concepts/processes and other conceptual and theoretical formulations relevant to social movements, such as schemas and ideology.

The present historical moment may seem a particularly inopportune time to review Bowling Alone, Robert Putnam's latest exploration of civic decline in America. After all, the outpouring of volunteerism, solidarity, patriotism, and self-sacrifice displayed by Americans in the wake of the September 11 terrorist attacks appears to fly in the face of Putnam's central argument: that \"social capital\" -defined as \"social networks and the norms of reciprocity and trustworthiness that arise from them\" (p. 19)'has declined to dangerously low levels in America over the last three decades. New social movements are defined as those that have arisen since the late sixties, and include the ecology, gay rights, peace, and women’s movements. This volume provides a cross-national comparison of the development, mobilization, and impact of new social movements in four Western European nations-France, Germany, the Netherlands, and Switzerland. Seeking to move beyond classical theories of collective behavior, this study suggests that social change affects political mobilization indirectly through a restructuring of existing power relations. The authors of this study employ empiricial analysis to demonstrate that the mobilization of social movements is closely linked to conventional politics in the parliamentary and extraparliamentary arenas of each of the countries under discussion.

New Social Movements In Western Europe: A Comparative Analysis

From international press coverage of the French government’s attempt to prevent Muslims from wearing headscarves to terrorist attacks in Madrid and the United States, questions of cultural identity and pluralism are at the center of the world’s most urgent events and debates. Presenting an unprecedented wealth of empirical research garnered during ten years of a cross-cultural project, Contested Citizenship addresses these fundamental issues by comparing collective actions by migrants, xenophobes, and antiracists in Germany, Britain, France, the Netherlands, and Switzerland.

Revealing striking cross-national differences in how immigration and diversity are contended by different national governments, these authors find that how citizenship is constructed is the key variable defining the experience of Europe’s immigrant populations. Contested Citizenship provides nuanced policy recommendations and challenges the truism that multiculturalism is always good for immigrants. Even in an age of European integration and globalization, the state remains a critical actor in determining what points of view are sensible and realistic—and legitimate—in society.

Contested Citizenship: Immigration and Cultural Diversity in Europe

This article explores the link between violence and public discourse. It suggests that media attention to radical right violence and public reactions to violence affect the clustering of targets and the temporal and spatial distribution of violence. The notion of “discursive opportunities” is introduced, and the article argues that it can serve to link political opportunity structure and framing perspectives on collective action. Using a cross‐sectional and time‐series design to model event counts in states in Germany, this study finds that differential public visibility, resonance, and legitimacy of right‐wing violence significantly affected the rate of violence against different target groups.

Discursive Opportunities and the Evolution of Right-Wing Violence in Germany

†Starting from a critique of protest event and political discourse analysis, we propose an extended methodological approach that has the quantitative rigor of event analysis but also retrieves the qualitative discursive elements of claims. Our political claims approach extends the sample of contentious actions beyond protest event analysis by coding institutional and civil society actors, and conventional and discursive action forms, in addition to protests by movement actors. This redefines the research object to acts of political claims making in a multi-organizational field. We use examples from a research project on mobilization about migration and ethnic relations in Britain and Germany to demonstrate the analytic gains that are possible with our approach. By situating protest and social movements, not just theoretically but also methodologically, in a wider context of political claims making, we are in a better position to follow the recent calls for more integrated approaches, which place protest within multi-organizational fields, link it to political opportunities and outcomes, and are sensitive to discursive messages. In the field of social movements, protest, and collective action, there has recently been convergence between the competing paradigms. The desirability of combining political opportunities (contextual factors), mobilizing structures (organizational resources), and framing processes (discursive resources) has become an accepted tenet (e.g., McAdam, McCarthy and Zald 1996). Given this emergent consensus, it is surprising that there have been relatively few attempts to re-address questions of method, and in particular, techniques of news analysis. Over the last two decades, newspaper reports have become a primary data source in social movement research. News reporting assigns meaning to issues by providing a continuous record of public events and visibility to the claims of actors. The public sphere is an important field where social problems are constructed and political alternatives defined. It is hardly surprising then that the news has become an important data source for researchers interested in studying political challenges in the public domain. In this article, our focus will be self-consciously directed to methods. Specifically, we will propose how recent methodological developments that often rely on collecting data from news sources might be profitably extended. Political Claims Analysis: Integrating Protest Event and Political Discourse Approaches

This paper investigates how integration policies and welfare-state regimes have affected the socio-economic integration of immigrants, focusing on eight European countries: Germany, France, the United Kingdom, the Netherlands, Switzerland, Sweden, Austria and Belgium. It presents comparative data on integration policies and welfare-state regimes. The expectations derived from this comparative policy analysis are tested with cross-national data on integration outcomes regarding labour market participation, spatial segregation and incarceration. The results suggest that multicultural policies—which grant immigrants easy access to equal rights and do not provide strong incentives for host-country language acquisition and interethnic contacts—when combined with a generous welfare state, have produced low levels of labour market participation, high levels of segregation and a strong overrepresentation of immigrants among those convicted for criminal behaviour.
