Citizenship and Nationhood in France and Germany.

This article explores the social theory and consequent methodology that underpins studies of transnational migration. First, we propose a social field approach to the study of migration and distinguish between ways of being and ways of belonging in that field. Second, we argue that assimilation and enduring transnational ties are neither incompatible nor binary opposites. Third, we highlight social processes and institutions that are routinely obscured by traditional migration scholarship but that become clear when we use a transnational lens. Finally, we locate our approach to migration research within a larger intellectual project, taken up by scholars of transnational processes in many fields, to rethink and reformulate the concept of society such that it is no longer automatically equated with the boundaries of a single nationstate. Social scientists have long been interested in how immigrants are incorporated into new countries. In Germany and France, scholars’ expectations that foreigners will assimilate is a central piece of public policy. In the United States, immigration scholars initially argued that to move up the socioeconomic ladder, immigrants would have to abandon their unique customs, language, values, and homeland ties and identities. Even when remaining ethnic became more acceptable, most researchers assumed that the importance of homeland ties would eventually fade. To be Italian American or Irish American would ultimately reflect ethnic pride within a multicultural United States rather than enduring relations to an ancestral land. Now scholars increasingly recognize that some migrants and their descendants remain strongly influenced by their continuing ties to their home country or by social networks that stretch across national borders. Conceptualizing simultaneity: a transnational social field perspective on society

Thanks to the ready availability of political news today, informed citizens can protect and promote their own interests and the public interest more effectively. Or can they? Murray Edelman argues against this conventional interpretation of politics, one that takes for granted that we live in a world of facts and that people react rationally to the facts they know. In doing so, he explores in detail the ways in which the conspicuous aspects of the political scene are interpretations that systematically buttress established inequalities and interpretations already dominant political ideologies.

Constructing the Political Spectacle

In recent decades, struggles for recognition have increasingly dominated the political landscape.1 Recognition theorists such as Charles Taylor (1994) and Axel Honneth (1995) seek to interpret and justify these struggles through the idea that our identity is shaped, at least partly, by our relations with other people. Because our identity is shaped in this way, it is alleged that feelings of self-worth, self-respect and self-esteem are possible only if we are positively recognised for who we are. Consequently, for many political theorists, recognition is an integral component of a satisfactory modern theory of justice, as well as the means by which both historical and contemporary political struggles can be understood and justified.

The Politics of Recognition

From international press coverage of the French government’s attempt to prevent Muslims from wearing headscarves to terrorist attacks in Madrid and the United States, questions of cultural identity and pluralism are at the center of the world’s most urgent events and debates. Presenting an unprecedented wealth of empirical research garnered during ten years of a cross-cultural project, Contested Citizenship addresses these fundamental issues by comparing collective actions by migrants, xenophobes, and antiracists in Germany, Britain, France, the Netherlands, and Switzerland.

Revealing striking cross-national differences in how immigration and diversity are contended by different national governments, these authors find that how citizenship is constructed is the key variable defining the experience of Europe’s immigrant populations. Contested Citizenship provides nuanced policy recommendations and challenges the truism that multiculturalism is always good for immigrants. Even in an age of European integration and globalization, the state remains a critical actor in determining what points of view are sensible and realistic—and legitimate—in society.

Contested Citizenship: Immigration and Cultural Diversity in Europe

†Starting from a critique of protest event and political discourse analysis, we propose an extended methodological approach that has the quantitative rigor of event analysis but also retrieves the qualitative discursive elements of claims. Our political claims approach extends the sample of contentious actions beyond protest event analysis by coding institutional and civil society actors, and conventional and discursive action forms, in addition to protests by movement actors. This redefines the research object to acts of political claims making in a multi-organizational field. We use examples from a research project on mobilization about migration and ethnic relations in Britain and Germany to demonstrate the analytic gains that are possible with our approach. By situating protest and social movements, not just theoretically but also methodologically, in a wider context of political claims making, we are in a better position to follow the recent calls for more integrated approaches, which place protest within multi-organizational fields, link it to political opportunities and outcomes, and are sensitive to discursive messages. In the field of social movements, protest, and collective action, there has recently been convergence between the competing paradigms. The desirability of combining political opportunities (contextual factors), mobilizing structures (organizational resources), and framing processes (discursive resources) has become an accepted tenet (e.g., McAdam, McCarthy and Zald 1996). Given this emergent consensus, it is surprising that there have been relatively few attempts to re-address questions of method, and in particular, techniques of news analysis. Over the last two decades, newspaper reports have become a primary data source in social movement research. News reporting assigns meaning to issues by providing a continuous record of public events and visibility to the claims of actors. The public sphere is an important field where social problems are constructed and political alternatives defined. It is hardly surprising then that the news has become an important data source for researchers interested in studying political challenges in the public domain. In this article, our focus will be self-consciously directed to methods. Specifically, we will propose how recent methodological developments that often rely on collecting data from news sources might be profitably extended. Political Claims Analysis: Integrating Protest Event and Political Discourse Approaches

As important aspects of purported tendencies toward globalization and pluralization, recent immigration waves and the resulting presence of culturally different ethnic minorities are often seen as fundamentally challenging liberal nation-states and traditional models of citizenship. According to this perspective, migrants and ethnic minorities contribute through their claims making both to the external erosion of sovereignty (the postnational challenge), and to the internal cultural differentiation of liberal nation-states (the multicultural
challenge). In contrast, alternative theoretical approaches have emphasized the continuing relevance of the nation-state in the processes of inclusion and exclusion of minorities. From these three perspectives on citizenship (postnational, multicultural, and national) a set of hypotheses is derived and tested with data on the collective claims making of migrants and ethnic minorities in two European countries, Britain and Germany, for the period 1990–95. The data show very little support for the postnational approach, mixed results regarding the multicultural model, and strong support for the continuing
relevance of national models of citizenship. Counter to claims that national modes of migrant incorporation have become insignificant, the evidence shows that migrant claims making is still forged in the image of a particular nation-state.

This book investigates an important source of the European Union’s recent legitimacy problems. It shows how European integration is debated in mass media, and how this affects democratic inclusiveness. Advancing integration implies a shift in power between governments, parliaments, and civil society. Behind debates over Europe’s "democratic deficit" is a deeper concern: whether democratic politics can perform effectively under conditions of Europeanization and globalization. This study is based on a wealth of unique data from seven European countries, combining newspaper content analyses, an innovative study of Internet communication structures, and hundreds of interviews with leading political and media representatives across Europe. It is by far the most far-reaching and empirically grounded study on the Europeanization of media discourse and political contention to date, and a must-read for anyone interested in how European integration changes democratic politics and why European integration has become increasingly contested.
