Without any doubt, Knowledge Management (KM) does offer the way on how to exploit intellectual capitals in business organizations. However, the KM principles can also be implemented in other types of organization such as the Higher Learning Institutions (HLI). One way to exploit KM is by implementing the KM System (KMS). As we all concern, knowledge is everywhere and how far it has been captured, collaborated and managed systematically especially in public higher learning institutions is unknown. Further more, how far KMS have been giving benefits to the students in PHLI is something that never been revealed. Besides that, the general framework of KMS, even though accepted but there are some unidentified features that has not been discovered. By adding these unidentified features, it will make the existing framework of KMS more effective. This study is mainly aimed to achieve three main objectives. First is to analyze respondents’ perception of current KMS implementation in PHLI in Klang Valley, second is to analyze the current state acceptance and implementation of KMS framework in PHLI in Klang Valley, and third is to provide suggestions for what should be included in a general KMS framework for PHLI. These people consist of academic staffs, non-academic staffs and students. Meanwhile, the works involve teaching and learning, research and development (RnD), and services. This study applied the survey method, where questionnaires were distributed to six PHLIs in Klang Valley and later were analyzed using statistical analysis. Most of respondents perceived KMS as a new way to add value. The results indicated that the current state of KMS framework implementation in PHLI has been accepted. However, the finding also discovered the lacking of awareness to the current KMS implementation. This causes some of the applications, technological systems and audit, which are used in KMS, were not fully utilized and realized by the users. The modification on the existing KMS framework emphasizes more on KMS awareness and its roles. The finding has also shows that the incentives and rewards do play significant roles in KMS implementation.

An Empirical Study of Knowledge Management System Implementation in Public Higher Learning Institution

The involvement application and use of crisis and emergency management and communication are increasing rapidly. This study conducts a systematic literature review to identify the development of theoretical models in the area of social media crisis communication and management. The study aims to review and analyse the relationship of social media-based crisis communication in the context of crisis informatics and its taxonomy and the related crisis communication theoretical models to derive the challenges and limitations. A total of 207 articles were selected for the evaluation based on quality, relevancy, and contribution. The findings revealed that the situational crisis communication theory (SCCT) is the most dominant theory, followed by social-mediated crisis communication (SMCC) and integrated crisis mapping (ICM) models. The study identified theories such as the STREMII model, social media crisis management matrix/framework (SMSMF), and an interactive crisis communication model (ICCM) as emerging models. Moreover, the result of the finding shows that stakeholder interaction is an understudied field, while information reliability and processing for decision-making purposes, the wider application of social media sites, privacy issues, and how social media interaction can improve community resilience or build stakeholders relationships remain suitable topics for future research.

Many researches had shown that the visibility of a research paper can be improved further by using the search engine optimization techniques. In addition, some research already proved that the visibility of an article could improve the citation results. In this article, we analysed the impact of search engine optimization techniques that can improve the visibility of a research paper. The Impact of Search Engine Optimization on The Visibility of Research Paper and Citations

Agile software methodology framework has been used frequently in the software development industry especially among the small medium (SME) companies. In this paper, we conducted a case study among the four selected SME companies that have been developing the Internet of Things application (IoT) as their business core. The results found that all the companies under study are using extreme programming (XP), Dynamic System Development Methodology (DSDM), Feature Driven Development (FDD) and Lean as chosen development methodology. However, the most used agile methodology framework is the Scrum techniques. The study shows that companies applied Agile SDM. This is because, the Agile SDM help the software developer teams to organize their task efficaciously, and able to make frequent delivery to their stakeholders and users.

Adoption of Agile Software Methodology Among the SMEs Developing an IOT Applications

Background: Main asset in software industry is knowledge of employees who work in software development. Knowledge is main asset to succeed in green sustainable development. There is no research about to implement techniques of Knowledge Management (KM) in order to help in managing knowledge of Green Software Development (GSD). This is the research gap. 

Aims: This paper assesses literature on GSD in regards to the evolution of green computing, and discusses about how KM comes in to assist in managing the knowledge of GSD. 

Method: This study reviews current status of GSD by using tertiary study to review articles. A standard systematic literature review method is carried out to employ a manual search. Focus domains, knowledge areas and measurements of GSD will be identified so that can distill a common understanding of the state of the art GSD. Then, discussion about how KM comes in to assist CoP in managing their knowledge of GSD will be carried out in detailed. 

Results: 37 articles are chosen as primary studies. Among all focus domains, GSD life cycle gains highest interest. Knowledge area of energy efficiency receives the highest attention. Measurement for power consumption obtains the greatest priority to measure “greenness” of software developed. 

Conclusion: Focuses covered by GSD are limited. Researchers are encouraged to study about diverse areas of GSD. Our future work is to develop model of GSD which involving KM process to ensure members of CoP in software environment able to manage their knowledge and sustain best practices of GSD for the future.
