Many physical, chemical and biological processes taking place at the land surface are strongly influenced by the amount of water stored within the upper soil layers. Therefore, many scientific disciplines require soil moisture observations for developing, evaluating and improving their models. One of these disciplines is meteorology where soil moisture is important due to its control on the exchange of heat and water between the soil and the lower atmosphere. Soil moisture observations may thus help to improve the forecasts of air temperature, air humidity and precipitation. However, until recently, soil moisture observations had only been available over a limited number of regional soil moisture networks. This has hampered scientific progress as regards the characterisation of land surface processes not just in meteorology but many other scientific disciplines as well. Fortunately, in recent years, satellite soil moisture data have increasingly become available. One of the freely available global soil moisture data sets is derived from the backscatter measurements acquired by the Advanced Scatterometer (ASCAT) that is a C-band active microwave remote sensing instrument flown on board of the Meteorological Operational (METOP) satellite series. ASCAT was designed to observe wind speed and direction over the oceans and was initially not foreseen for monitoring soil moisture over land. Yet, as argued in this review paper, the characteristics of the ASCAT instrument, most importantly its wavelength (5.7 cm), its high radiometric accuracy, and its multiple-viewing capabilities make it an attractive sensor for measuring soil moisture. Moreover, given the operational status of ASCAT, and its promising long-term prospects, many geoscientific applications might benefit from using ASCAT soil moisture data. Nonetheless, the ASCAT soil moisture product is relatively complex, requiring a good understanding of its properties before it can be successfully used in applications. To provide a comprehensive overview of themajor characteristics and caveats of the ASCATsoil moisture product, this paper describes the ASCAT instrument and the soil moisture processor and near-real-time distribution service implemented by the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT).A review of themost recent validation studies shows that the quality of ASCAT soil moisture product is – with the exception of arid environments –comparable to, and over some regions (e.g. Europe) even better than currently available soil moisture data derived from passive microwave sensors. Further, a review of applications studies shows that the use of the ASCAT soil moisture product is particularly advanced in the fields of numerical weather prediction and hydrologic modelling. But also in other application areas such as yield monitoring, epidemiologic modelling, or societal risks assessment some first progress can be noted. Considering the generally positive evaluation results, it is expected that the ASCAT soil moisture product will increasingly be used by a growing number of rather diverse land applications.

The ASCAT Soil Moisture Product: A Review of its Specifications, Validation Results, and Emerging Applications

The proper assessment of evapotranspiration and soil moisture content arefundamental in food security research, land management, pollution detection, nutrient flows,(wild-) fire detection, (desert) locust, carbon balance as well as hydrological modelling; etc.This paper takes an extensive, though not exhaustive sample of international scientificliterature to discuss different approaches to estimate land surface and ecosystem relatedevapotranspiration and soil moisture content. This review presents:(i) a summary of the generally accepted cohesion theory of plant water uptake andtransport including a shortlist of meteorological and plant factors influencing planttranspiration;(ii) a summary on evapotranspiration assessment at different scales of observation (sapflow,porometer, lysimeter, field and catchment water balance, Bowen ratio,scintillometer, eddy correlation, Penman-Monteith and related approaches);(iii) a summary on data assimilation schemes conceived to estimate evapotranspirationusing optical and thermal remote sensing; and(iv) for soil moisture content, a summary on soil moisture retrieval techniques atdifferent spatial and temporal scales is presented.Concluding remarks on the best available approaches to assess evapotranspiration and soilmoisture content with and emphasis on remote sensing data assimilation, are provided.

Assessment of Evapotranspiration and Soil Moisture Content Across Different Scales of Observation.

Crop area extent estimates and crop type maps provide crucial information for agricultural monitoring and management. Remote sensing imagery in general and, more specifically, high temporal and high spatial resolution data as the ones which will be available with upcoming systems, such as Sentinel-2, constitute a major asset for this kind of application. The goal of this paper is to assess to what extent state-of-the-art supervised classification methods can be applied to high resolution multi-temporal optical imagery to produce accurate crop type maps at the global scale. Five concurrent strategies for automatic crop type map production have been selected and benchmarked using SPOT4 (Take5) and Landsat 8 data over 12 test sites spread all over the globe (four in Europe, four in Africa, two in America and two in Asia). This variety of tests sites allows one to draw conclusions applicable to a wide variety of landscapes and crop systems. The results show that a random forest classifier operating on linearly temporally gap-filled images can achieve overall accuracies above 80% for most sites. Only two sites showed low performances: Madagascar due to the presence of fields smaller than the pixel size and Burkina Faso due to a mix of trees and crops in the fields. The approach is based on supervised machine learning techniques, which need in situ data collection for the training step, but the map production is fully automatic.

While remote sensing is able to provide spatially explicit datasets at regional to global scales, extensive application to date has been found only in the reporting and verification of ecosystem carbon fluxes under the Kyoto Protocol. One of the problems is that new remote sensing datasets can be used only with models or data assimilation schemes adapted to include a data input interface dedicated to the type and format of these remote sensing datasets. In this study, soil water index data (SWI), derived from the ERS scatterometer (10-daily time period with a spatial resolution of 50 km), are integrated into the ecosystem carbon balance model C-Fix to assess 10-daily Net Ecosystem Productivity (NEP) patterns of Europe from the remote sensing perspective on an approximate 1-by-1 km2 pixel scale using NDVI-AVHRR data. The modeling performance of NEP obtained with and without the assimilation of remotely sensed soil moisture data in the carbon flux model C-Fix is evaluated with EUROFLUX data. Results show a general decrease of the RRMSE of up to 11 with an average of 3.46. C-Fix is applied at the European scale to demonstrate the potential of this ecosystem carbon flux model, based on remote sensing inputs. More specifically, the strong impact of soil moisture on the European carbon balance in the context of the Kyoto Protocol (anthropogenic carbon emissions) is indicated at the country level. Results suggest that several European countries shift from being a carbon sink (i.e., NEP > 1) to being a carbon source (i.e., NEP < 0) whether or not short-term water availability (i.e., soil moisture) is considered in C-Fix NEP estimations.

While remote sensing stands alone in being able to provide spatially explicit datasets at regional to global scales, it has so far found only few applications in reporting and verifying ecosystem carbon fluxes within the context of the Kyoto Protocol. One of the problems is that new remote sensing datasets can only be used with new or adapted models and data assimilation schemes. In this study remotely sensed soil moisture data derived from ERS scatterometer measurements are used for the first time to model the carbon balance of Europe. By comparing the model results obtained with and without the use of the remotely sensed soil moisture data, the strong impact of soil moisture on the European carbon balance is demonstrated. For many parts of Europe, modeled net ecosystem productivity decreases when soil moisture is taken into account. A comparison with anthropogenic carbon emissions demonstrates that this effect is quite strong. Several European countries shift from being a carbon sink into a carbon source.
