The drainage and noise-reduction device comprises a drainage path and a fixed bracket, wherein the drainage path is arranged on the fixed bracket, and is arranged at the inner side or the outer side of a narrow space through the fixed bracket; an inlet of the drainage path is formed in an inlet flow area or an outlet flow area of the heat dissipation fan, and defines a closed flowing path with the inlet flow area or the outlet flow area; and an outlet of the drainage path extends to the outside of the outer frame of the narrow space. The invention further discloses a method for manufacturing and using the drainage and noise-reduction device. The drainage and noise-reduction device can reduce influences, on inlet flow and outlet flow, of the heat dissipation fan by backflow caused by a downstream assembly of the heat dissipation fan under the narrow space, so that flowof the heat dissipation fan is smooth, and therefore, wide frequency and discrete single-tone noises of the heat dissipation fan can be reduced in case of not reducing and even improving heat dissipation of the fan.
