Sustainability assessment is being increasingly viewed as an important tool to aid in the shift towards sustainability. However, this is a new and evolving concept and there remain very few examples of effective sustainability assessment processes implemented anywhere in the world. Sustainability assessment is often described as a process by which the implications of an initiative on sustainability are evaluated, where the initiative can be a proposed or existing policy, plan, programme, project, piece of legislation, or a current practice or activity. However, this generic definition covers a broad range of different processes, many of which have been described in the literature as 'sustainability assessment'. This article seeks to provide some clarification by reflecting on the different approaches described in the literature as being forms of sustainability assessment, and evaluating them in terms of their potential contributions to sustainability. Many of these are actually examples of 'integrated assessment', derived from environmental impact assessment (EIA) and strategic environmental assessment (SEA), but which have been extended to incorporate social and economic considerations as well as environmental ones, reflecting a 'triple bottom line' (TBL) approach to sustainability. These integrated assessment processes typically either seek to minimise 'unsustainability', or to achieve TBL objectives. Both aims may, or may not, result in sustainable practice. We present an alternative conception of sustainability assessment, with the more ambitious aim of seeking to determine whether or not an initiative is actually sustainable. We term such processes 'assessment for sustainability'. 'Assessment for sustainability' firstly requires that the concept of sustainability be well-defined. The article compares TBL approaches and principles-based approaches to developing such sustainability criteria, concluding that the latter are more appropriate, since they avoid many of the inherent limitations of the triple-bottom-line as a conception of sustainability.

Background, aim and scope
Forest operations use large amounts of energy, which must be considered when life cycle assessment (LCA) methodology is applied to forest products. Forest management practices differ considerably between countries and may also differ within a country. This paper aims to identify and compare the environmental burdens from forest operations in Sweden and Spain focused on pulpwood production and supply to pulp mills.

Environmental impacts of forest production and supply of pulpwood: Spanish and Swedish case studies

In a case study, seven different procurement chains of forest energy in Sweden were modelled and the environmental performance was calculated from a Life Cycle Assessment (LCA) perspective. The systems differed with respect to geographical location, the technology employed and resource use (stumps or logging residues). The energy output/input ratio of chips from residues and stumps was in the range 21–48, and the greenhouse gas emissions were 1.5–3.5 g CO2-eq/MJ chips. The systems in southern Sweden were generally more efficient than similar systems in northern Sweden. The forest energy systems based on bundles and stumps rely on immature technologies which have the potential to be improved should there be technical developments of the systems.

Energy efficiency and the environmental impact of harvesting stumps and logging residues

In this case study, forest fuel procurement chains of stumps and logging residues were evaluated using a Life Cycle Assessment perspective. Direct emissions from combustion were not included, but soil organic carbon change was included as changes in carbon stocks in litter and soil. The results showed that primary forest biomass for energy has a climate impact which is time dependent. However, in long-time perspectives, there are large greenhouse gas (GHG) savings. In a short-term (20 years), there were no GHG savings when natural gas or coal was replaced. This is due to the fact that the harvest lead to decreased input of organic matter to the soil which is compared to a reference where biomass are left to decompose. The reduction in soil organic carbon may have been underestimated in the stump harvest systems studied, as the effect of soil disturbance per se was not included.
