This article examines how EU and NATO enlargement is framed by the dichotomy of Europe versus Eastern Europe, and how the enlargement process simultaneously transforms that dichotomy. I argue that the double enlargement is underpinned by a broadly orientalist discourse that assumes essential difference between Europe and Eastern Europe and frames difference from Western Europe as a distance from and a lack of Europeanness. I suggest that in order to expose and undercut this reinscription of otherness, research on East-Central Europe should engage with postcolonial theory in a more direct and sustained fashion.

Europe's eastern expansion and the reinscription of otherness in East-Central Europe

This article is about debates concerning the ‘postcolonial’. The term bears a variety of inter-related sets of meanings. In the first place ‘postcolonial’ has been used in reference to a condition that succeeds colonial rule. But ‘postcolonial’ also signifies a set of theoretical perspectives. Mindful of this diversity, I present a tentative and speculative geography of the varied and complicated senses (and non-senses) of the conditions and approaches purported to be described by the term.

Postcolonial geographies: an exploratory essay:

This paper seeks to build on ongoing work in east central Europe and the former Soviet Union—in geography and beyond—to think through the conceptualisation of post-socialism. The rationale for this is threefold. Firstly, we see a need to understand post-socialist conditions as they are lived and experienced by those in the region. Secondly, we seek to challenge the persistent tendency to marginalise the experiences of the non-western world in a discourse of globalisation and universalisation. Thirdly, we identify a need to ask how the conditions of post-socialism reshape our theorising more widely. Centring our analysis on history, geography and difference, we review a wide range of perspectives on the socialist and post-socialist, but argue for a strategic essentialism that recognises post-socialist difference without eclipsing differences. In outlining how we might understand history, geography and difference in post-socialism, we draw on key theorisations from post-colonialism (such as the articulation of the post- with the pre-, the relationship to the west, the rethinking of histories/categories, the end of the post) and outline post-socialisms that are partial and not always explanatory but nevertheless important.

History, Geography and Difference in the Post-socialist World: Or, Do We Still Need Post-Socialism?

Recent trends and future prospects of socio-spatial differentiation in urban regions of Central and Eastern Europe: A lull before the storm?

In reporting on recent research on the changing geographies of everyday life in the town of Nowa Huta in southern Poland, this paper seeks to promote the use of post-socialism as a conceptual, rather than simply descriptive and/or transitory, category. By exploring experiences of (im)mobility and (in)security in post-socialism, this paper connects to related work on the West and asks what difference post-socialism makes. It concludes by presenting a post-socialism marked out as different by the particular experiences of socialism, its construction and destruction and as a partial and hybrid social form, produced by a combination of multiple social forms constructed at varied scales of time and space.

Post-socialism and the changing geographies of the everyday in Poland

No one, not even Mikhail Gorbachev, anticipated what was in store when the Soviet Union embarked in the 1980s on a radical course of long-overdue structural reform. The consequences of that momentous decision, which set in motion a transformation eventually affecting the entire postwar world order, are here chronicled from inside a previously forbidden Soviet city, Magnitogorsk. Built under Stalin and championed by him as a showcase of socialism, the city remained closed to Western scrutiny until four years ago, when Stephen Kotkin became the first American to live there in nearly half a century. An uncommonly perceptive observer, a gifted writer, and a first-rate social scientist, Kotkin offers the reader an unsurpassed portrait of daily life in the Gorbachev era. From the formation of 'informal' political groups to the start-up of fledgling businesses in the new cooperative sector, from the no-holds-barred investigative reporting of a former Communist party mouthpiece to a freewheeling multicandidate election campaign, the author conveys the texture of contemporary Soviet society in the throes of an upheaval not seen since the 1930s. Magnitogorsk, a planned 'garden city' in the Ural Mountains, serves as Kotkin's laboratory for observing the revolutionary changes occurring in the Soviet Union today. Dominated by a self-perpetuating Communist party machine, choked by industrial pollution, and haunted by a suppressed past, this once-proud city now faces an uncertain future, as do the more than one thousand other industrial cities throughout the Soviet Union. Kotkin made his remarkable first visit in 1987 and returned in 1989. On both occasions, steelworkers and schoolteachers, bus drivers and housewives, intellectuals and former victims of oppression - all willingly stepped forward to voice long-suppressed grievances and aspirations. Their words animate this moving narrative, the first to examine the impact and contradictions of perestroika in a single community. Like no other Soviet city, Magnitogorsk provides a window onto the desperate struggle to overcome the heavy burden of Stalin's legacy.
