In an ideal world, there would be a seamless relationship between interventions that focus on risk factors causally associated with sexual reoffending and the subsequent release of, and ongoing support for, offenders into the community. However, emotionally fueled and uninformed public responses to news of released sex offenders, and the legislation such responses have inspired, severely hinder this process. Our aims in this paper are to review findings of research on community attitudes about sex offenders within a desistance framework. More specifically, we provide a synthesis of the current research literature on attitudes towards sex offenders. Second, we consider in more detail those studies that include community member samples. Third, we review interventions aimed at promoting attitude change amongst professionals working with sex offenders and finally formulate some recommendations for promoting positive attitude change amongst the general public.

Desistance and Attitudes Towards Sex Offenders: Facilitation or Hindrance?

Particularly over the past two decades, the terms sex offender and juvenile sex offender (JSO) have attained increasingly common usage in media and public policy discourse. Although often applied as factual descriptors, the labels may evoke strong subconscious associations with a population commonly presumed to be compulsive, at high risk of re-offense, and resistant to rehabilitation. Such associations, in turn, may exert considerable impact on expressions of support for certain policies as well as public beliefs and opinions about adults and youth who have perpetrated sexual offenses. The current study systematically evaluated the impact of the "sex offender" and "JSO" labels through series of items administered to a nationally stratified and matched sample from across the United States. The study employed an experimental design, in which one group of participants (n = 498) ranked their levels of agreement with a series of statements utilizing these labels, and a control group (n = 502) responded to a matched set of statements substituting the labels with more neutral descriptive language. Findings support the hypothesis that use of the "sex offender" label strengthens public support for policies directed at those who have perpetrated sexual crimes, including public Internet disclosure, residency restrictions, and social networking bans. The "JSO" label is demonstrated to produce particularly robust effects, enhancing support for policies that subject youth to public Internet notification and affecting beliefs about youths' propensity to re-offend as adults. Implications for public policy, media communication, and research are explored and discussed.

What’s in a Name? Evaluating the Effects of the “Sex Offender” Label on Public Opinions and Beliefs

Emotionally fueled public responses to news of released sex offenders have the potential to jeopardize the re-entry process, for example, hindering access to stable housing and employment opportunities. Influencing change in public attitudes towards sex offenders so that they are conducive to successful community re-entry is important in efforts to prevent recidivism. Maximizing the effectiveness of attempts to change public attitudes first requires identifying whether specific demographic groups are more prone to negative attitudes, so that attempts to change attitudes can be appropriately targeted. In the present study, 401 community members completed an online questionnaire designed to assess the affective, cognitive and behavioral dimensions of attitudes towards sex offenders. Differences in attitudes towards sex offenders based on respondent sex, age, educational attainment, occupation, parental status and familiarity with victims and perpetrators of sexual assault were investigated. Females demonstrated more-negative attitudes on affective and behavioral measures compared with males, and respondents with low levels of educational attainment demonstrated more-negative attitudes than respondents with higher levels of educational attainment on cognitive and behavioral measures; however, all groups demonstrated negative attitudes towards sex offenders to some extent. Implications for community-level interventions that promote effective re-entry, and hence reduce the likelihood of sexual reoffending are discussed.

Demographic differences in public attitudes towards sex offenders

Previous research suggests that public opinion about crime is nuanced, as it has been found to vary greatly depending upon the type of questions asked and the amount of information provided. Few have similarly examined the complexity of public attitudes specifically about sex crimes. A survey was administered to a sample of U.S. residents utilizing the factorial survey method. The results suggest that specific details about the offense, offender, and victim had a significant effect on perceptions. The findings point to discrepancies between policy and public opinion, as well as to the importance of educating the public about the realities of sexual offending and victimization.

The Complexity of Public Attitudes Toward Sex Crimes

The present study examined public attitudes toward the sentencing, treatment, management, and perceived dangerousness of sex offenders. Seventy-eight university undergraduates completed a 25-item attitude toward sex offenders survey developed for the present study, along with a five-factor measure of personality (NEO Personality Inventory – Revised), a demographic questionnaire, and the Paulhus Deception Scale, to control for social desirability. While participants most frequently endorsed the belief that sentences were not sufficiently severe, they tended to espouse treatment and risk management alternatives to longer sentences and eschewed exceptionally severe punishments (e.g., surgical castration). Participants estimated high rates of sexual recidivism (59%), although they also estimated significantly lower recidivism rates for treated offenders. Results of a principle components analysis suggested that participant attitudes comprised two broad domains: systems attitudes (e.g., law enforcement, corrections, justice) and rehabilitative attitudes. Although few demographic differences emerged in participant attitudes, ‘openness to experience’ and ‘agreeableness’ each significantly predicted more rehabilitative attitudes, while contrary to expectations, ‘extraversion’ was significantly associated with more negative systems-related attitudes. The results provide support that personality traits may be linked to important social attitudes, including those toward sex offenders. Copyright © 2010 John Wiley & Sons, Ltd.

Public attitudes toward sex offenders and their relationship to personality traits and demographic characteristics

The research on which this article is based examines public attitudes towards the reintegration of sex offenders into the community. Data were gathered using a variety of methods: an online, predominantly qualitative questionnaire, a postal questionnaire, predominantly quantitative, and meetings with community groups, such as residents' associations. The postal questionnaire was sent to employers (for distribution to staff) and mailed to 5,000 households in the north-west of England; a total of 979 people responded to both the online and postal questionnaires. This study is one of the largest surveys in the UK on what people think about the reintegration of sex offenders into the community post- conviction. The research findings indicate that people are not as punitive towards sex offenders as is assumed. However, feelings of insecurity in terms of the way sex offenders are managed in the community were expressed with a belief in the veracity of community notification strategies. What People Think About the Management of Sex Offenders in the Community

Findings from a recent survey among employers in the north-west of England suggest that personal support is the most favoured type of support both for employers and for ex-offenders when considering employing (or employing more) ex-offenders. The findings also reveal that employers need more information on the relevance and the provisions of the Rehabilitation of Offenders Act 1974, as well as guidance on risk assessment and management procedures, in order to enable them to make informed decisions about, and increase their confidence in, employing ex-offenders.
