This book by a teacher of statistics (as well as a consultant for \"experimenters\") is a comprehensive study of the philosophical background for the statistical design of experiment. It is necessary to have some facility with algebraic notation and manipulation to be able to use the volume intelligently. The problems are presented from the theoretical point of view, without such practical examples as would be helpful for those not acquainted with mathematics. The mathematical justification for the techniques is given. As a somewhat advanced treatment of the design and analysis of experiments, this volume will be interesting and helpful for many who approach statistics theoretically as well as practically. With emphasis on the \"why,\" and with description given broadly, the author relates the subject matter to the general theory of statistics and to the general problem of experimental inference. The problem of defining and classifying power system stability has been addressed by several previous CIGRE and IEEE Task Force reports. These earlier efforts, however, do not completely reflect current industry needs, experiences and understanding. In particular, the definitions are not precise and the classifications do not encompass all practical instability scenarios. This report developed by a Task Force, set up jointly by the CIGRE Study Committee 38 and the IEEE Power System Dynamic Performance Committee, addresses the issue of stability definition and classification in power systems from a fundamental viewpoint and closely examines the practical ramifications. The report aims to define power system stability more precisely, provide a systematic basis for its classification, and discuss linkages to related issues such as power system reliability and security.

Online Voltage Security Assessment in the Hellenic Interconnected System

The possibility for market participants to place their bids in all the markets of an interconnection irrespective of where they are physically connected is investigated in this paper. A mechanism is proposed for managing the resulting congestion. It consists in iteratively sharing the transmission line capacities between the different market operators based each time on their present schedules. The algorithm is applied on a small test system. The results are assessed in terms of their property of being Nash equilibria and of their distance of the set of Pareto optimal operating points.

A framework for the simultaneous clearing of multiple markets within a common transmission system

This paper discusses some challenges that dynamic security assessment and control will face due to the integration of multi-terminal high-voltage direct-current grids and the resulting interconnection of multiple asynchronous AC areas. A conceptual framework is outlined to address these challenges and ensure the security of the combined AC/DC system. The need for cooperation and exchange of information between the various transmission system operators is highlighted in order to take full advantage of the control flexibility of HVDC converters in post-contingency situations.
