A Brief History of Neoliberalism

In this article, I present three key facts about income and wealth inequality in the long run emerging from my book, Capital in the Twenty-First Century, and seek to sharpen and refocus the discussion about those trends. In particular, I clarify the role played by r > g in my analysis of wealth inequality. I also discuss some of the implications for optimal taxation, and the relation between capital-income ratios and capital shares.

Capital in the Twenty-First Century

This paper develops a dynamic general equilibrium model that is intended to help clarify the role of credit market frictions in business fluctuations, from both a qualitative and a quantitative standpoint. The model is a synthesis of the leading approaches in the literature. In particular, the framework exhibits a financial accelerator,' in that endogenous developments in credit markets work to amplify and propagate shocks to the macroeconomy. In addition, we add several features to the model that are designed to enhance the empirical relevance. First, we incorporate money and price stickiness, which allows us to study how credit market frictions may influence the transmission of monetary policy. In addition, we allow for lags in investment which enables the model to generate both hump-shaped output dynamics and a lead-lag relation between asset prices and investment, as is consistent with the data. Finally, we allow for heterogeneity among firms to capture the fact that borrowers have differential access to capital markets. Under reasonable parametrizations of the model, the financial accelerator has a significant influence on business cycle dynamics.

This paper evaluates the prospects for income tax reform in China during the coming decade (with a comparison to India), and argues that such reforms should rank high on the policy agenda in these two countries. Due to high average income growth and sharply rising top income shares during the 1990s, progressive income taxation is about to raise non-trivial tax revenues in China and India and to become an important political object. According to our projections, the income tax should raise at least 4% of Chinese GDP in 2010 (versus less than 1% in 2000 and 0,1% in 1990), in spite of the 20% nominal rise in the exemption threshold that took effect in 2004. The fact that progressive income taxation is becoming an important policy tool has important consequences for China’s ability to finance social spendings and to keep under control the rise in income inequality associated to globalization and growth. Due to faster income growth and to a higher fraction of wage earners in the labor force, the prospects for income tax development look better in China than in India. This potential is however limited by the fact that Chinese top wage-earners are currently severely under-taxed relatively to top non-wage income earners. * We gratefully acknowledge financial support from the Mac Arthur Foundation. Income Inequality and Progressive Income Taxation in China and India, 1986-2010 *

Capital in the twenty-first century by Thomas Piketty : summary, key ideas and facts

This paper exploits a unique individual-level database that we collected from Paris inheritance archives from 1842 to 1957. We explore the interplay between aggregate macroeconomic shocks, the end of rentiers, and the long-run decline in wealth inequality. We quantify for the first time the role of the rise of progressive taxation of income and inheritance in these individual-level dynamics. We find that the real innovation of the twentieth century in reducing wealth inequality was the new fiscal regime that came in response to wars and other adverse shocks after 1914. Had it only been for the negative shocks themselves, the distribution of wealth in Paris and the consumption possibilities of the rich would have more easily returned to their pre-World War I level.

Inequality and Redistribution in France

For given observable parental characteristics, children with divorced or separated parents tend to perform less well at school than children living with their two parents. This result has been used to argue that softening divorce legislation might be bad for children. This might, however, just reflect a selection effect: parents who decide to separate are presumably parents who fight with each other, etc., and it is unclear whether children growing up in a high-conflict, two-parent family are better off than children with separated parents. In this Paper, I develop two identification strategies suggesting that the selection hypothesis is indeed relevant. First, I look at the school performance of children a couple of years before their parents separate, and I show that they are doing as bad as children already living with only one of their parents. Next, I exploit the large increase in separation rates following the 1975 divorce law reform (as well as cross-regional variations in divorce rates) to show that the performance gap of single-parent children is a declining function of the separation rate, with an elasticity close to -1. Taken together, my results suggest that parental conflicts (rather than separation per se) are bad for children, and that the distribution of conflict intensity between couples has been fairly stable over time and was not significantly affected by the change in divorce law.
