We analyze the effect of industry, region, and time on new business survival rates by means of a multi-dimensional approach. The data relate to West German districts in the 1983–2000 period. The survival chances of start-ups tend to be relatively low in industries characterized by a high minimum efficient size and high numbers of entries. We find that regional characteristics play a rather important role and that introducing the regional dimension leads to considerable improvements of the estimation results. The significance of the regional dimension is also reflected in a remarkably high level of neighborhood effects.

The German Social Insurance Statistics („Statistik der sozialversicherungspflichtig Beschaftigten“, SIS) was introduced in West Germany in 1973. In eastern Germany, it became compulsory from January 1991 on, shortly after unification. The SIS requires all public and private employers to report certain information about every employee who is subject to obligatory social insurance, i.e. health and unemployment insurance along with pension funds. The information collected can be transformed into an establishment file that provides longitudinal information about the establishments and their employees.

This paper seeks to better understand the link between regional characteristics and individual entrepreneurship. We combine individual-level GEM data for Western Germany with regional-level data, using multi-level analysis to test our hypotheses. We find no direct link between regional knowledge creation, the economic context and an entrepreneurial culture on the one side and individual business start-up intentions and start-up activity on the other side. However our findings point to the importance of an indirect effect of regional characteristics as knowledge creation, the economic context and an entrepreneurial culture have an effect on the individual perception of founding opportunities which in turn predicted start-up intentions and activity.

Although there is a large body of literature on the determinants of regional variation in new firm formation little is known on the spatial differences in new firm survival. The often-stated positive relationship between entry and exit suggests a negative correlation between entry and survival. On the other hand it seems convincing that regions with high birth rates should also have high survival rates, because a favourable environment for the founding of new firms should also stimulate the development of these firms. However, our analysis reveals an overall negative relationship. In detail the spatial pattern of a combination of both rates is complex, and all types of possible relationships exist. We analyse the factors that influence regional birth and survival rates of new firms for 74 West German regions over a 10-year period.
