How individuals perceive climate change is linked to whether individuals support climate policies and whether they alter their own climate-related behaviors, yet climate perceptions may be influenced by many factors beyond local shifts in weather. Infrastructure designed to control or regulate natural resources may serve as an important lens through which people experience climate, and thus may influence perceptions. Likewise, perceptions may be influenced by personal beliefs about climate change and whether it is human-induced. Here we examine farmer perceptions of historical climate change, how perceptions are related to observed trends in regional climate, how perceptions are related to the presence of irrigation infrastructure, and how perceptions are related to beliefs and concerns about climate change. We focus on the regions of Marlborough and Hawke’s Bay in New Zealand, where irrigation is utilized on the majority of cropland. Data are obtained through analysis of historical climate records from local weather stations, interviews (n = 20), and a farmer survey (n = 490). Across both regions, no significant historical trends in annual precipitation and summer temperatures since 1980 are observed, but winter warming trends are significant at around 0.2–0.3 °C per decade. A large fraction of farmers perceived increases in annual rainfall despite instrumental records indicating no significant trends, a finding that may be related to greater perceived water availability associated with irrigation growth. A greater fraction of farmers perceived rainfall increases in Marlborough, where irrigation growth has been most substantial. We find those classes of farmers more likely to have irrigation were also significantly more likely to perceive an increase in annual rainfall. Furthermore, we demonstrate that perceptions of changing climate – regardless of their accuracy – are correlated with increased belief in climate change and an increased concern for future climate impacts. Those farmers that believe climate change is occurring and is human induced are more likely to perceive temperature increases than farmers who believe climate change is not occurring and is not human induced. These results suggest that perceptions are influenced by a variety of personal and environmental factors, including infrastructure, which may in turn alter decisions about climate adaptation.

Farmer perceptions of climate change: Associations with observed temperature and precipitation trends, irrigation, and climate beliefs

A growing body of work aims to understand the impacts of climate change on agriculture as well as farmer’s perceptions of climate change and their likeliness to adopt adapting and mitigating behaviors. Despite this, little work has considered how intention to adopt differs from actual adoption of climate change practices in agriculture. Applying the Theory of Planned Behavior we aim to assess whether different factors affect intended versus actual adoption of climate behaviors among farmers in New Zealand. Data were collected through mixed methods (37 interviews and a telephone survey of 490 farmers) in two regions of New Zealand 2010–2012. Through multiple regression models we test hypotheses related to the Theory of Planned Behavior around the role of attitudes, subjective norms, and perceived capacity in affecting intended and actual adoption. Results suggest that there are different drivers of intended and actual adoption of climate change practices. Climate change attitudes and belief is only associated with intended not actual adoption. We find no evidence that subjective norms (climate change policy support) significantly influence either intention or actual adoption. Only perceived capacity and self-efficacy were important predictors of both intended and actual adoption. These results suggest a disconnect between intended and actual behavior change and that using data about intention as a guiding factor for program and policy design may not be prudent. Furthermore, fostering perceived capacity and self-efficacy for individuals may be crucial for encouraging both intended and actual adoption of climate adapting and mitigating behaviors.

Farmer’s intended and actual adoption of climate change mitigation and adaptation strategies

Factors influencing climate change perceptions have vital roles in designing strategies to enrich climate change understanding. Despite this, factors that influence smallholder farmers' climate change perceptions have not yet been adequately studied. As many of the smallholder farmers live in regions where climate change is predicted to have the most negative impact, their climate change perception is of particular interest. In this study, based on data collected from Ethiopian smallholder farmers, we assessed farmers' perceptions and anticipations of past and future climate change. Furthermore, the factors influencing farmers' climate change perceptions and the relation between farmers' perceptions and available public climate information were assessed. Our findings revealed that a majority of respondents perceive warming temperatures and decreasing rainfall trends that correspond with the local meteorological record. Farmers' perceptions about the past climate did not always reflect their anticipations about the future. A substantial number of farmers' anticipations of future climate were less consistent with climate model projections. The recursive bivariate probit models employed to explore factors affecting different categories of climate change perceptions illustrate statistical significance for explanatory variables including location, gender, age, education, soil fertility status, climate change information, and access to credit services. The findings contribute to the literature by providing evidence not just on farmers' past climate perceptions but also on future climate anticipations. The identified factors help policy makers to provide targeted extension and advisory services to enrich climate change understanding and support appropriate farm-level climate change adaptations.

Factors Influencing Smallholder Farmers’ Climate Change Perceptions: A Study from Farmers in Ethiopia

Land is integral to human habitation and livelihoods, providing food and resources, and also serves as a source of identity and cultural meaning. However, the combined impacts of climate change, desertification, land degradation and food insecurity pose obstacles to resilient development and the achievement of the Sustainable Development Goals (SDGs). This chapter reviews and assesses literature on risk and uncertainty surrounding land and climate change, policy instruments and decision-making that seek to address those risks and uncertainties, and governance practices that advance the response options with co-benefits identified in Chapter 6, lessen the socio-economic impacts of climate change and reduce trade-offs, and advance SLM.

Communicating soil carbon science to farmers: Incorporating credibility, salience and legitimacy

Climate change has serious implications for the agricultural industry—both in terms of the need to adapt to a changing climate and to modify practices to mitigate for the impacts of climate change. In high-income countries where farming tends to be very intensive and large scale, it is important to understand farmers’ beliefs and concerns about climate change in order to develop appropriate policies and communication strategies. Looking across six study sites—Scotland, Midwestern United States, California, Australia, and two locations in New Zealand—this paper finds that over half of farmers in each location believe that climate change is occurring. However, there is a wide range of beliefs regarding the anthropogenic nature of climate change; only in Australia do a majority of farmers believe that climate change is anthropogenic. In all locations, a majority of farmers believe that climate change is not a threat to local agriculture. The different policy contexts and existing impacts from climate change are discussed as possible reasons for the variation in beliefs. This study compared varying surveys from the different locations and concludes that survey research on farmers and climate change in diverse locations should strive to include common questions to facilitate comparisons.
