The Production and Distribution of Knowledge in the United States.

The article highlights the potential of brownfield areas in the sense of the rules and principles of sustainable development of the regions which shows significant disparities determined by the developmental tendencies of the socio-economic and environmental spheres, whose interactions were its basic platform in the Slovak Republic in the last years. Brownfield areas, with a degree of degradation and environmental quality depending on their type and original use, have a negative impact on all mentioned spheres of regional development, since such sites are unused and represent so-called brown investments, i.e. areas from which the region has no benefit. From the explicitly defined positive and negative determinants of the actual occurrence of brownfield areas in terms of sustainable development of the regions, the article quantifies their prioritization in the process of implementation into the regional development model, accepting the principles of Saaty matrix which is objective from a process perspective of sustainable regional development. Based on the explicit quantification of the above-mentioned determinants, the categorization of brownfield areas in the process of sustainable regional development, including the model of regional development with implemented brownfield sites, whose actual occurrence supports the occurrence of diversified activities, reduces the price of the surrounding land and ultimately threatens the health of the affected population and reduces the price of surrounding lands.

Model of sustainable regional development with implementation of brownfield areas

The article analyzes innovation communications (InCo) as a factor for the innovation networks development. It is shown that the necessity to use InCo practice is due to the complexity of processes in high-tech sectors and the relevance of the development of appropriate organizational and economic tools for marketing relations. The main goals of the innovation networks development are determined. In the context of the study of factors for the innovation networks development, the role of relationship marketing, which involves the constructing long-term mutually beneficial relations with key partners of the economic entity, should be noted. It is determined that relationship marketing acts as a tool for practical implementation of the concept of joint creation of value in modern institutional forms of interaction in the innovation system (innovation networks, in particular virtual, international clusters, alliances, etc.). It was emphasized that in order to achieve the network aspect of innovation development of the economy, it is necessary to use models of open innovation, that is, combining efforts of economic entities in the scientific and technical field and exchange of operating results. The main communication problems, which cause the blocking of innovation development are determined. The analysis made it possible to distinguish between the groups of methods and mechanisms that are most often considered in the InCo practice. InCo practices are considered in terms of the possibility of organizing and self-regulating systems.

Marketing aspect of the innovation communications development

To determine the directions of managing the intellectual capital of a university, the authors studied the impact of the knowledge economy on the education sector, analysed the most prestigious international rankings of universities and their criteria and methodologies, assessed the current state and prospects of Ukrainian universities in global rankings. The study of theoretical developments has proven the importance of the intellectual capital of the university and its ability to increase the competitive advantages of universities. Authors proposed the mechanism of institutions of higher education intellectual capital management in the knowledge economy, which provides a synergistic effect of all components of intellectual capital and will increase the competitive advantages of Ukrainian universities.

Intellectual Capital of Institutions of Higher Education in the Knowledge Economy

The article analyzes the innovation and information aspects of the structural organization of the world political and economic space in terms of increasing the importance of knowledge-intensive production in meeting social needs. It develops theoretical aspects of establishing international economic relations in the conditions of deepening global confrontation between hierarchical and network structures of the global political and economic space. The institutional structure of the world political and economic space in terms of functional, normative, relational and stratification aspects is studied. It is determined that the global economy and world politics interact in accordance with the strategic direction of the global society development, the dominant position in which is occupied by information and communication technologies that provide opportunities to optimize the operation of actors in international relations and knowledge, the volume of which determines the integrated the position of the individual in the space of social inequalities, associated with a specific set of life opportunities. From the standpoint of the existential approach, it is argued that the globalization of the world economy generates a wide range of internal interests and human motivations, stimulates its purposeful influence on shaping the global information infrastructure, global productive forces and transformation of international economic relations on the natural basis of cognitive capital and social capital. The communicative and informational properties, the specifics of accumulation and the latest trends in the reproduction of social capital within the world political and economic space are considered. The paper reveals the criterion assessment of the effectiveness of rent-oriented social networks as a structural basis of the world political and economic space and the social legitimacy of international power structures for regulating the global social processes. The research results were scientifically substantiated on the basis of combining the concepts of existential approach and general scientific, special methods of scientific cognition (logical-dialectical method, method of systemic analysis, comparative method, economic-statistical method, method of theoretical generalization).

Information economy, being the newest type, in the course of formation acquires its distinctive features, which include a significant change in the needs of investors, producers, consumers and other economic relation participants. In order to achieve a competitive information economy, state support for high-tech industries is needed. It is crucial to create a clear legal framework, give boost to the formation of intellectual capital based on other countries’ experience. Implementation of the strategy for high-tech industries development in Ukraine is a decisive step in creating a platform for information technology dissemination, creation of new competitive products with high added value. The purpose of the article is to investigate the transformation to the information economy, to analyze the industry competitiveness, to define the opportunities for information sphere improvement. The theoretical aspect of the emergence and formation of the information economy category is studied, the approaches to the defining this economic category and its derivatives have been studied and generalized, essential features of the information type of economic relations have been investigated, and their main components have been determined. Competitiveness of the information economy industry in Ukraine

The correlation between the development of a regional economy and the degree of infrastructural development of a country or its territory is a common practice. Considering this, the paper is aimed at studying the impact of water infrastructure on the economic security of regional socio-economic systems in order to develop a water security system for them. A variety of threats against key waterworks can seriously undermine the national economy and water security of regions and cities. Thus, the study analyzes the process of transformation of water infrastructure in the context of ensuring the economic security of regional socio-economic systems. It offers the definition of such categories as “water infrastructure” and “water security of a regional socio-economic system” to formulate a relevant economic policy in Ukraine based on world experience. The study proves the need to attribute water infrastructure to the critical infrastructure sectors of Ukraine and its regions, based on the best world practices in managing water resources and protecting the water infrastructure itself from technogenic, physical, and cyber-physical threats. According to the study results, conceptual bases for ensuring the economic security of regional socio-economic systems are developed, which differ in view of the water security system of the regional socio-economic system, giving priority to the engineering and technical infrastructure of a region.

Water infrastructure and economic security of regional socio-economic systems: evidence from Ukraine

The object of this study is the process of making a management decision based on the analysis of information from space surveillance systems.
Unlike the well-known ones, the method of making a management decision based on the analysis of information from space surveillance systems involves:
– segmentation of an optoelectronic image;
– determination and prediction of a priori probabilities of possible environmental states;
– an application for making a management decision of a combination of Bayes criteria and a minimum of variance.
Experimental studies have been carried out on making a management decision based on the analysis of information from space surveillance systems. To conduct experimental research on making a management decision based on the analysis of information from space surveillance systems, a model problem has been stated. As images from space surveillance systems, images obtained from the WorldView-2 spacecraft (USA) with a difference of four days were considered. The vegetation index was calculated, and the probabilities of degradation dynamics of plant segments were determined. It was established that the maximum value of the estimated functional is achieved when choosing a solution φ1, which is optimal according to the Bayesian criterion and the criterion of minimum variance.
The quality of management decision-making was assessed by the well-known and developed methods. To assess the quality of management decision-making, the concepts of objectivity of the decision-making method and the selectivity of the decision-making method by known and developed method were introduced. It has been established that both methods are objective, and the improved method is more selective (the gain is 2.6 times). This becomes possible through the use of information from space surveillance systems.

The development of a management decision-making method based on the analysis of information from space observation systems

Метою дослідження є оцінка збитків унаслідок російської агресії, визначення потенційних джерел фінансування повоєнної ревіталізації деокупованих територій та формування першої складової стратегічної моделі повоєнної ревіталізації сільськогосподарських підприємств деокупованих територій. У статті проаналізовано прямі збитки від війни в Україні в цілому та в сільському господарстві зокрема. Представлено розподіл утрат за категоріями аграрного сектора: сільськогосподарська техніка, зерносховища, тваринництво, багаторічні культури, фактори виробництва (паливо, добрива), продукція, що випускається. Установлено, що План Відновлення України базується на 5 основних принципах: негайний початок і поступовий розвиток; нарощування справедливого добробуту; інтеграція в ЄС; відбудова кращого, ніж було, у національному та регіональному масштабах; стимулювання приватних інвестицій. Проаналізовано програми фінансування повоєнної ревіталізації сільськогосподарських підприємств на деокупованих територіях. Сформовано процес пожвавлення військової підтримки підприємств деокупованих територій (перший етап стратегії). Доведено, що створення агрохолдингів, кластерний розвиток (спрямований на розвиток сільськогосподарських видів діяльності), а також розвиток несільськогосподарських видів діяльності дозволять створити додаткові робочі місця, раціонально використати ресурсний потенціал регіонів, покращити соціальні умови та забезпечити соціальну підтримку населенню. Для досягнення успішних та ефективних процесів диверсифікації особливо потрібна підтримка з боку держави, регіону та інвесторів, сукупність яких створить міцний фундамент для подальшого розвитку сучасної економіки деокупованих територій.
