The 1999 Annual World Bank Conference on Development Economics, the eleventh anniversary, was held at the Bank on April 28-30, 1999. The discussions focused on three trends of development: 1) the emerging international financial architecture; 2) challenges to social development; and 3) lessons from a decade of transition. Twelve papers were presented on a variety of topics including corporate governance, short-term capital flows, and the relationships between crime, violence, and inequitable development. The keynote addresses by Noble Laureate Kenneth Arrow, Secretary of the US Treasury Lawrence Summers, and Joseph E. Stiglitz, senior vice president, Development Economics and chief economist at the World Bank and former chair of the US Council of Economic Advisors, broach many of the topics that were central to the conference. They examine technological knowledge and innovation and global integration and look back at the arduous process of transition in the former Soviet Union.

The Grassfields of Cameroon is a fertile ground for self-help efforts. This paper examines the resurgence and role Village Development Associations (VDAs) are playing in national and community development. Community members are increasingly shouldering the adverse consequences of the economic downturn and the growing inability of the state to provide economic and social development by initiating, mobilising and galvanising their own resources in the quest for improving their standard of living. The reliance on indigenous technology and local human resources has led to overwhelming popular participation in community- driven development.

The Concept of Self-Reliance in Community Development Initiatives in the Cameroon Grassfields

This volume is the product of a World Bank project on macroeconomic policy that reviewed the recent experience of eighteen countries as they attempted to maintain economic stability in the face of international price, interest rate, and demand shocks or domestic crises in the forms of investment booms and related budgetary problems. The objective of the project was to glean instructive lessons by analyzing the stabilization and adjustment policies pursued by these countries and assessing the outcomes. This report offers an overview of the postindependent economic and political developments in Sri Lanka and a new perspective on the interaction between macroeconomic policies, political and social stability, and long-term growth. It challenges widely held views on the relationship between welfare expenditures and growth. The study focuses on the policy experience of two periods (1973-1975 and 1978-1982), periods when the economy was subjected to major domestic and external stresses. Between these two periods there was a dramatic shift in government policies. A long period of extensive state intervention and inward orientation was followed by a commitment to economic liberalization. The analysis is of broader interest as a study of the reaction of a small open economy to major shocks under sharply contrasting policy regimes and external circumstances.

Irrigation has played a crucial role in the remarkable growth of agricultural production in Asia. In many developing Asian countries, the creation and expansion of irrigation facilities have enabled food production to outstrip population growth and attain total or near self-reliance in cereal production. Yet, such growth of production has also been associated with increasing disparities (both inter-regional and inter-personal) and irrigation expansion with growing inefficiencies; problems clearly related to the pattern of investment and the nature and organisation of water management institutions. This book is an attempt to examine these issues through several case studies from the Asian region.
