Monitoring the future. Building an early warning system for the Dutch Ministry of Justice

Ethnic segregation is consolidated by differences between ethnic groups with regard to their moving decision. Using unique registration data on population flows between neighbourhoods, the paper shows that native Dutch living in neighbourhoods where ethnic minorities are overrepresented are more likely to move than minority ethnic residents. Moreover, they move much more often to `White' neighbourhoods. Urban policies in the Netherlands focus on countering this tendency to segregation, but are based on simplified assumptions with regard to the causes of residential segregation. Relatedly, the optimism about the positive effects of social mix is hardly substantiated by empirical research.

Minority ethnic groups in the Dutch housing market : spatial segregation, relocation dynamics and housing policy

Programs with restorative justice ideals attempt to incorporate victims and community members into the administration of justice. Although these programs have become increasingly popular, only a few programs in the United States have been the focus of prior studies. Using official juvenile court data from an urban, metropolitan area, this study finds that juveniles who participated in a restorative justice program were less likely to recidivate than juveniles in a comparison group. Also, gender and prior offenses indirectly influence recidivism in important ways. Girls and offenders with minimal criminal history records exhibit the most success from participating in such programs. Findings demonstrate the importance of examining additive and interactive effects in restorative justice research.

Restorative Justice at Work: Examining the Impact of Restorative Justice Resolutions on Juvenile Recidivism:

In this paper we consider the data used by economists to estimate economic models of crime. We discuss the main sources of Official Crime Statistics in the United Kingdom, Europe and the United States, and raise questions about the reliability of these data for estimation and forecasting purposes. In particular, we focus on the disparity between crime rates suggested by victimisation surveys and the rates suggested by Official Statistics, and show that this is primarily a consequence of under-reporting by victims and under-recording by the police. We conclude our analysis by considering the factors that influence the under-reporting of crime.

Official Crime Statistics: Their Use and Interpretation

Combining data from police statistics and crime victim surveys, this article analyses the evolution of crime in Western Europe from 1988 to 2007. The results show that there is no general drop in crime. Property offences and homicide have been decreasing since the mid 1990s, while violent and drug offences have increased during the period under study. These trends highlight the limits of the explanations to the crime drop in the United States, which are based on the premise of a correlation in the evolution of all offences. The drop in property offences seems related to changes in the socioeconomic situation in Europe as well as to increases in security measures in households, and the reinforcement of private security. The increase in violent offences can be explained by the combination of several factors, including changes in youth’s free time provoked by the development of the Internet, changing demographics, and the rise of episodic heavy alcohol consumption and street gangs.

Aan de orde komen onder meer de inburgering, opleiding, arbeidsmarktpositie en woonomstandigheden van allochtonen, de positie van allochtone vrouwen, de relatie tussen allochtone jongeren en criminaliteit en, tot slot, de opvattingen van allochtonen en autochtonen over de multi-etnische samenleving. De aandacht richt zich op de allochtone groepen die al langer in Nederland verblijven (Turken, Marokkanen, Surinamers en Antillianen) en op de grote vluchtelingengroepen.

In opdracht van de voormalige minister voor V&I is het WODC al enige jaren betrokken bij rapportages inzake integratie. De minister voor Wijken, Wonen en Integratie heeft in 2008 een rapportage verzocht van het CBS, in samenwerking met het SCP en het WODC.

Tot en met 2008 was het WODC al enige jaren betrokken bij rapportages inzake integratie. Het WODC heeft nu weer een bijdrage geleverd aan het Jaarrapport Integratie door het hoofdstuk over criminaliteit voor zijn rekening te nemen. Als basis dienen daarvoor beschrijvende statistieken en multivariate analyses. De pdf's van het volledige rapport en de samenvatting zijn te vinden op de website van het cbs (zie: bestelinfo).
