Abstract: The purposes of this paper are: 1) to overview the industrial location patterns during the 1960s—1980s in Korea, 2) to discuss the changes of industrial location policies, and 3) to analyze the industrial land demand forecasting and the industrial land supply plan. To this end, a brief historical background with respect to the development of industrial parks is reviewed. In order to disperse population and industries concentrated in the Capital Region, several industrial location policies which were taken by the government are introduced. As a regional development strategy, a policy of high-tech industrial parks is discussed.

Abstract: The development of industrial parks has contributed so much to the economic growth in Taiwan, yet, land acquisition is currently the most critical difficulty to the industry development, modification of the existing industrial park development policy is strongly requested. In addition to overview of the industrial land supply system, policy issues and solutions of the existing industrial park development system are comprehensively discussed in this paper.

Abstract: This paper tries to answer the question why urban industrial landuse in Taiwan is in such a chaos: designated urban industrial zones are clearly underused, while nonindustrial districts are invaded by all sorts of manufacturing and related operations. It reports on an empirical survey conducted on factory owners in nine cities and towns. Results show that, because of the small size of a typical establishment, minimizing space-related costs is a predominant consideration in the locational decisions. The answer-mixed urban landuse—is supported by Taiwan's traditional way of living as well as the lack of effective regulation, and enhances its international competitiveness. Suggestions on zoning improvement are also touched upon.

Abstract: Hong Kong government's industrial policy is basically non-intervention. Its role in industrial development is mainly through the provision of infrastructural and development supports and investment promotion programmes. Industrial estate is used as a means for promoting industrial diversification and the development of high technology industries by leasing land to qualified industries at development cost which is substantially lower than the market price. Recently, Hong Kong is considering developing science parks to promote the development of high technology industries. Experience of science park development in other countries shows that the development of science park is not a necessary and sufficient condition for the development of high technology industries. There is a need for other supporting policies and programmes. Much financial, institutional, and policy commitments of the government are needed if high technology industries are to be developed in Hong Kong.
