TL;DR: In this article, the authors focus on the development of economic theory during the XX century and present some of the main steps and achievements of economic thought in the last century, while pointing out that there is a clear trend towards greater interaction and exchange of ideas between the main theoretical schools (orthodox, heterodox).
Abstract: The paper deals with the development of economic theory during the XX century. It aims to present some of the main steps and achievements of economic thought in the last century. Sharing the vision, that pluralism is the principal characteristics of the development of the XX century economic theory, the author successively analyses the orthodox and heterodox schools of thought. The focus is on the neoclassical school – a leading economic stream (the so-called Mainstream) in the XX century and undoubtedly so at the end of the century. The new accomplishments in methodology and theory (Microeconomics, Macroeconomics) within the boundaries of neoclassicism are being explored. From the heterodox schools of thought the author directs attention towards two of them – Institutionalism and Marxism. A number of questions in respect to Marxism and its destiny after the collapse of socialism are being raised. In the conclusion the author points out, that towards the end of the century there is a clear trend towards greater interaction and exchange of ideas between the main theoretical schools (orthodox, heterodox), which trend will influence the development of economic theory in the future.

TL;DR: In this article, the authors draw on the experience of Bulgaria in identifying the types and modus operandi of VAT frauds with a focus on the abuse of tax credits, and discuss possible solutions in the light of the international and domestic experience and the capacity of the tax administration.
Abstract: The paper draws on the experience of Bulgaria in identifying the types and modus operandi of VAT frauds with a focus on the abuse of tax credits. It analyses the elements of tax design, conductive to such abuses, and discusses possible solutions in the light of the international and domestic experience and the capacity of the tax administration. It offers a critical analysis of the Bulgarian anti-fraud device the VAT account, as well as the various alternative policy and administrative measures, proposed and applied as barriers to VAT abuse, including policy proposals in the domain of commercial registration and price controls on business transactions. The study concludes that possible solutions should be sought along the lines of optimising risk management techniques and especially the implementation of the principle of joint responsibility, rather than through tighter control at entry or on the conduct of business.

TL;DR: In this paper, a review of the evolution of the neoclassical school is presented and a study on the emergence and development of modern macroeconomics is carried out, focusing on the newest trends in macro-economics from the last quarter of the 20th century.
Abstract: The article continues a publication with the same title and outlines the development of the economic theory during the 20th century. The review of the evolution of the neoclassical school ends with the study on the emergence and development of modern macroeconomics. Special attention is put on the newest trends in macroeconomics from the last quarter of the 20th century. The non-orthodox economic schools - institutionalism and marxism and their evolution during the century are studied. It is pointed out that although at the end of the century the pluralism of economic ideas is preserved, there is a clear trend of growing interaction and infiltration among the main theoretical schools, which will have an important influence on the nature of the economic theory in the future.

TL;DR: In this article, the authors made an attempt to find out the major types of potential strains in Bulgarian economy in the mid-term and set out some preferable options of macroeconomic policies.
Abstract: To formulate an overall vision of how to outline and work out adequate macroeconomic policies in perspective needs pinpointing the probable sources of economic tension as well as the respective areas of tension within the specific macroeconomic goals. There has been made an attempt in this paper to find out the major types of potential strains in Bulgarian economy in the mid-term and set out some preferable options of macroeconomic policies. The analytic study is aimed at standing up for the strategic principles of conducting macroeconomic management rather than constructing tactical ways for attaining some given short-term objectives. The whole analysis and the recommendations made are in the light of the liberal economic teaching and led especially by the belief that the key levers of macroeconomic policies are (without any claims about their hierarchical ranking) in the field of budget and monetary policy measures and on the other hand, within the scope of building of a functioning institutional environment of good quality.

TL;DR: In this paper, an attempt has been made to outline basic types of potential tensions in the Bulgarian economy in the mid-term perspective and to formulate recommended versions of macroeconomic policy.
Abstract: The development of an overall vision for making an adequate macroeconomic policy in perspective involves the localisation of possible sources of economic tension, as well as the relevant fields of tension in the context of the specific macroeconomic objectives. An attempt has been made to outline basic types of potential tensions in the Bulgarian economy in the mid-term perspective and to formulate recommended versions of macroeconomic policy. The analytical study is targeted at defending strategic principles of behaviour of the macroeconomic policy in contract to the construction of tactical practices for achieving given short-term objectives. The whole analysis and recommendations are in the spirit of the liberal economic doctrine and especially the understanding that the main macroeconomic policy instruments are (unpretending any hierarchic order) in the field of budgetary and monetary impacts and the development of a well-functioning institutional environment.

Abstract: This is an attempt to rationalise a fundamental category of modern neoclassical economics from a critical point of view using the tools of the modern institutional and evolutionary economic analysis. The scarcity concept of economic goods has been critically analysed in an evolutionary and biological context, as well as in general social and specific market context. A possible answer regarding its specific presence in the neoclassical economics has been suggested, as well as with regard to the absence of institutional projection within the analysis of the same theoretical doctrine.
