Abstract: Smart cities provide growing intelligence and interactivity for their citizenry through contemporary information and communication technologies (ICTs). The citizen has enhanced knowledge and interactivity with the city and gains open access to previously sequestered information. This article surveys the expanding prevalence and a wide variety of smart city features, such as dashboards of analytics on progress toward city goals; interactive, real-time provision of vehicle routing, safety, and parking information for citizens; sharing economy efficiencies; and spatial understanding of the urban geography of renewable energy. Smart solutions are discussed for the exemplary cities of Seattle, Los Angeles, and Amsterdam, and benefits pointed out. Abstract: As organizations increasingly invest in IT-enabled innovation, practitioners become dependent on IT project portfolio management to mitigate risks generated from multiple projects. However, our knowledge about IT project portfolio governance practices and how interactions between different structural arrangements enable or hinder effective portfolio management is limited. Against that backdrop, we report a case study of IT project portfolio governance in a Danish municipality. Drawing on work design theory (WDT), we identify three types of governance problems—hierarchical decomposition, modularity, and complex network problems—and we uncover the network of observed governance problems in the municipality’s portfolio management practices. As a result, we offer two contributions: a detailed empirical account of IT project portfolio governance, and a demonstration of how WDT can help explain problems in IT project portfolio governance practices. Abstract: This article describes the use of information and communication technology (ICT) to support comprehensive disaster management (CDM) in the Caribbean Community region. An integrative model of ICT business value was used to investigate the relationship between ICT resources and contributions to CDM. Semi-structured interviews were conducted with managers of national disaster organizations (NDO) in 17 participating countries of the Caribbean region. Organizational documents were also reviewed. Conclusions include: (a) only a few NDOs articulated strategies for developing their ICT capabilities; (b) only a few countries engaged in a systematic planning for the effective use of ICT for CDM; and (c) several NDOs conceded that they were not fully utilizing the available ICT resources.

Abstract: This article tries to address the issue of lengthy queues at the polling stations during elections using simulation. It is known that the long queues may harm the voting experience and turn voters away. Moreover, the queuing problems have been repeating in different countries. We tried to use computer simulation to address this problem, with a polling station in the 2016 Hong Kong Legislative Election as the study target. We found and addressed the bottlenecks of the station successfully by reallocating the resources in the polling station in the simulations. Based on our results, we establish a three-step model for shortening the polling stations queues and waiting time more generally.

Abstract: Knowledge and information are valuable resources in enterprises for solution reuse. However, identifying relevant information from a rapidly growing number of unstructured resources is challenging for users. We discuss a personalized information access tool for professional workplaces based on recommender systems to provide relevant documents for users in specific work contexts based on domain-specific ontologies. Our use case is a multidisciplinary engineering project. We provide an in-depth analysis on the content and context of documents using information retrieval methods and semantic annotations. Upon this, we build a contextual ontology as our knowledge domain for the recommender system and evaluate the level of retrievability and coverage of it against the documents. Abstract: ● The role of information and communication technology (ICT) in disaster management in the Caribbean Community with particular reference to comprehensive disaster management (CDM). This component of the framework related the role of ICT to the role and responsibilities of the three categories of entities identified as being involved in CDM implementation: 1) national disaster organizations (NDO), 2) Caribbean Disaster Emergency Management Agency Coordinating Unit (CDEMA CU), and 3) regional and international partners supporting CDM implementation (Figure 1 in the article). It was used for identification of the types of ICT applications that were most relevant to the implementation of CDM, which in turn guided the focus of the study. ● The relationship between the resources of organizations and the potential contribution of ICT. This component of the framework presents a research analytical model for analyzing the data collected during the research project. The model is based on the integrative model of IT business value (see Figure 2 in the article) by Melville, Kraemer, and Gurbaxani (2004) and on the resource-based view (RBV) of competitive strategy (Barney, 1991; Kangas, 1999). It emphasized that, in addition to technical IT resources (e.g., hardware, software, infrastructure) and human IT resources (i.e., skilled personnel), complementary organizational resources (e.g., organizational procedures to support the use of IT) were also important in determining the potential contribution of ICT.
