Abstract: The study focuses on the impact of training and development on employee performance at ESCON. Training and development is a critical process, which seeks to improve the performance of workers in the organisation. In order to form competent committees, employees’ relevant expertise and intellectual capacity needs to be improved. Some of the projects executed by ESCON fail at an embryonic stage owing to the fact that tenders are awarded to the lowest priced contractor. Moreover, the ineffectiveness of training and development of employees in the organisation reduces the organisation’s productivity, as organisations depend on having people with the right skills, attitudes and capabilities in order to reach goals effectively. A random sampling method was used to select participants for this study, which adopted a quantitative approach. Accordingly, data was collected using a questionnaire. The study was limited to employees of ESCON. Subsequently, the findings revealed that working conditions and a lack of resources affect the training and development of employees. It is recommended that certain areas be improved, that is, management support, the provision of feedback to employees and the conducting of employee training on a continuous basis. The findings show that this would improve employee performance in the organisation.

Abstract: Nations all over the world are currently in the struggle to better their existence through the process of good governance, and responsible civil service for effective and efficient service delivery. Nigeria is one of such countries. However the kind of civil service bequeathed to Nigeria by her colonial master was alien and narrow in scope, and so not development oriented. At Nigeria independence in 1960, the federal civil service had a staff strength of only 30,000, this increased steadily to the level of 200,000 in the late 1990s due to political patronage. Many unqualified personnel joined the Civil Service which resulted to over sized workforce that absorbed about 87% of the total government revenue. The paper examined the civil service reforms in Nigeria from independence to the present and how they affected efficient and effective service delivery in the country. It is the position of paper that the kind of civil service reform that would tackle these problems should be evolutionary and pragmatic in nature to meet Nigeria developmental needs and the challenges of the modern world.

Abstract: The need for enhancing the development process in the developing nations is ever becoming more critical and urgent. The pace at which this can be realized is hinged essentially on the ability of the government to formulate appropriate policies and, very importantly, on the capability of the public bureaucracy to effectively implement the formulated policies. Over the years in Nigeria, numerous brilliant policies have been formulated and implemented. Yet there is no apparent and significant development to show for that as evidenced by the fact that Nigeria has continued to remain in the category of the Least Developed Countries of the world. This suggests that mere formulation of policies should become not the major issue in Nigeria but rather their effective implementation as it is only effectively implemented policies that can bring about national development. Against this background, the study explored the importance of public policy in governance and public administration-generally, deeply discussed public bureaucracy and its role in policy implementation, critically examined and analyzed the key obstacles inhibiting the public bureaucracy in Nigeria from effectively implementing policies. In carrying out the study, the secondary sources of information or data gathering were mostly relied on and consequently, content analysis technique was adopted in the analysis. The basic finding is that there exists, indeed, some factors and circumstances that constitute serious obstacles to effective policy implementation by the public bureaucracy in Nigeria. These factors, among others, include the ineffective and corrupt political leadership under which the public bureaucracy in Nigeria thrives, the pervasive and deep rooted corruption within the public bureaucracy and the pressure and influence of primordial demands and values on the bureaucracy which negatively effect implementation activities and processes. Recommendations offered to overcome the obstacles and challenges and to reposition the Nigeria public bureaucracy for effective implementation of policies include, basically, that government should work towards ensuring the evolvement of both purposeful and responsible political and bureaucratic leaderships as well as work towards further realization of politics and administration dichotomy in Nigeria in order to create room for the bureaucracy to operate and implement policies essentially on the basis of laid down ideal bureaucratic rules and principles. The bureaucrats need too to strongly de-emphasize primordial considerations and to resist primordial pressures and demands for special favours in policy implementation activities and processes while government also need to constantly develop appropriate programs for improving the working conditions, and other incentives for the public bureaucrats in order to build their morale and commitment to public service. This, too, could reasonably diminish the propensity among the bureaucrats to misappropriate funds allocated for implementing development policies.

Abstract: Labour unrest in the form of strike actions in both public and private corporate organizations underscore the importance employees attach to the issue of compensation. As a result, the human resource functions of many corporate organizations are challenged to develop and implement effective compensation schemes which will lead to the achievement of organizational goals. This study seeks to examine the relationship between compensation and productivity in the banking industry in Ghana. Using case study approach, a descriptive survey was carried out to collect data from employees of Ghana Commercial Bank in the Greater Accra Region of Ghana. Data was analysed in terms of descriptive statistics. Pearson chi square was used to test the significance of relationship between employee compensation and productivity. The results indicated a significant relationship between compensation and productivity.

Abstract: The aim of this study was to determine the relationship between leadership style and employees performance in the Real Estate Registration in Tehran province. This research used descriptive correlation method. The study population comprised all staff in Tehran Real Estate Registration with 1000 number. Cochran method was used to determine the sample size and the sample number was calculated 277 one. Simple random sampling is used in this research. Data collection instruments included two questionnaires of leadership style and employees performance. To test the hypotheses, correlation method using SPSS software was used. And the results showed that development-oriented and pragmatic- oriented leadership style has a positive impact on employee performance and leadership style and noninterference is a negative impact.
