TL;DR: In this article, the authors present a technical guidance for the assessment of existing steel bridges on the grounds of national experiences and the present state of the art, which has been prepared as a basis for CEN/TC 250 for future further development of these Eurocodes to include the assessment and retrofitting of existing structures.
Abstract: Assessment of existing steel structures: recommendations for estimation of remaining fatigue life. The growing importance of sustainability affects new markets for the construction industry; the rehabilitation and refurbishment of existing buildings and civil engineering works is getting more and more into the focus of construction activities. This also applies to bridges as well where the quality management comprising the full life of a bridge has a long tradition. For bridges in particular the enormous increase of freight-volume on roads and rails and the growing age of the bridges cause the question, whether the existing structures are still fit for use and whether or not they can be retrofitted and if so how that could be done. For decision making concerning measures for maintenance and refurbishment of a bridge or its substitution by a new bridge the value of the residual service life is very important. Therefore the bridge authorities have been cooperating for a long time to develop appropriate methods for determining the residual safety and service life of existing bridges. Also the International Technical-Scientific Organisations as the ECCS and fip as well as Standard Organisations as ISO and CEN have cared for an international exchange of views and the harmonisation of methods. For steel bridges in particular the Technical Committee 6 – Fatigue – of the ECCS has taken over the task to develop a technical guidance for the assessment of existing steel bridges on the grounds of national experiences and the present state of the art. This guidance has been prepared to serve as a basis for CEN/TC 250 – the CEN-Technical Committee responsible for the structural Eurocodes – for future further development of these Eurocodes to include the assessment and retrofitting of existing structures. The result of the development of ECCS-TC 6 is a technical- scientific report which has been published by the Commission of the EU (DG-Research – Joint Research Centre – JRC) in the frame of a cooperation agreement between the JRC and the ECCS. This report may be used as a technical recommendation as long as the revision of the Eurocodes has not been carried out. This contribution gives the main information from the JRC-ECCS report, that can be downloaded free of charge from the e-bookshop of the Commission.

TL;DR: In this paper, the authors describe the load bearing behavior of composite dowels for different boundary conditions and load cases, including static loads and cyclic loads, and the fatigue behavior of the dowels.
Load bearing behaviour of composite dowels – Static loads (part I). Composite dowels realise a high load bearing capacity for connections between concrete and steel. The technology establishes a short time and cost-effective production process. Using composite dowels for shear transmission new and innovative cross-sections can be designed. Halved rolled sections which have been cut along with a specific dowel geometry are applied as external reinforcement. The publication is divided into two parts describing design of composite dowels for different boundary conditions and load cases. Foremost the technology, their load bearing behaviour, the design concepts for composite dowels for static loads are highlighted. The behaviour under cyclic load, will be introduced in a second part. The fatigue behaviour will be explained in detail and design concepts based upon the hot spot stress will be given.

TL;DR: The European standard for shell strength and stability as discussed by the authors has many provisions for the global analysis of shell structures using finite element analysis, including a simple linear analysis giving stress resultants to be compared with simple algebraic hand calculation strength assessment rules, a fully fledged nonlinear analysis, with material and geometric nonlinearities as well as properly characterised imperfections (GMNIA), and an intermediate treatment that requires only two strength assessments: linear bifurcation (LBA) and plastic limit (MNA).
Abstract: The European Standard for Shell Strength and Stability has many provisions for the global analysis of shell structures using finite element analysis. Three alternative treatments are permitted: a simple linear analysis (LA) giving stress resultants to be compared with simple algebraic hand calculation strength assessment rules, a fully fledged nonlinear analysis, with material and geometric nonlinearities as well as properly characterised imperfections (GMNIA), and an intermediate treatment that requires only two strength assessments: linear bifurcation (LBA) and plastic limit (MNA). Because of the sensitivity of shell buckling to different forms and different amplitudes of imperfection, which depend strongly on the stress state, the GMNIA procedure is very onerous. This paper gives a brief outline of the design process and the relationship between algebraic and computational strength assessments. It then discusses the challenges facing the user of the LBA-MNA procedure and resolves some of the uncertainties surrounding it.
