The growing number of small tenures in British Columbia creates new demands on local organizations to manage public forest lands. To deal with these demands, small tenure holders must develop governance practices that address both accountability and participation. Local participation is especially important for Community Forest Agreement ( CFA ) holders to ensure that community members are actively involved in decision-making processes. Both cfas and Woodlot licensees have upward accountability to the B.C. Ministry of Forests and Range. Holders of CFAs also have downward accountability to members of the local community. Community forests in the province have adopted various legal structures. Private corporations owned by local government are popular vehicles to hold CFAs and have commercial advantages, but their structure is less accountable than others. Although it is important to separate the political decisions of community forest governance from the technical decisions of management, both are needed. Experience with small tenures in other countries suggests that scope exists for sustainable, commercial forest management based on a substantial degree of local autonomy, if accompanied by technical support and oversight from governments, as well as training, extension, and services from voluntary associations of local tenure holders. Further study of options and experience with local forest governance and management will be helpful for small tenures in British Columbia.

Governance and management of small forest tenures in British Columbia

The main focus of this paper is to examine the best practices of selected waqaf entities in Malaysia and Saudi Arabia. The waqaf entities involved in this study include two corporate waqaf institutions namely Kumpulan Waqaf An-Nur Berhad and IIUM Endowment Fund and five waqaf entities under Islamic Development Bank in Saudi Arabia.This study analyses projects and programs undertaken by these selected waqf entites to achieve their respective objectives.Â  Such a comparison is necessary considering the diverse experiences of these selected waqaf entities in view of the differences in their endowments and different corporate management models. The paper concludes that these waqaf entities have adopted an innovative approach developing waqf programs and experimenting new ways of managing and investing waqaf assets. They have created opportunities for the improvement of waqaf institutions and revitalize the potentials of these waqaf assets to yield greater benefits to the society.

The concept of governance is the process of decision making by which decisions are implemented, how power is exercised and how citizens have their say. The purpose of this paper is to explore and comprehend the theory of effective governance from both a modern and Islamic perspective. This paper analyzes the key element of this theory in the reign of caliph Umar ibn al-Khattab. It is hypothesized that the teaching of effective governance can be understood from the al-siasah al-shariyyah and shariah framework. The concept of effective governance emerged and became known as a policy formulation with its implementation through synergistic participation by various sectors including administrative, political and economic, focusing on several characteristics – efficient, honest, equitable, transparent and accountable – in order to obtain a higher quality of governance. Effective Governance in the Era of Caliphate `Umar IbnAl-Khattab (634-644)

This paper has tracked the parallel evolution of two discourses on governance over the past decade, one which has evolved largely in the work of the World Bank and in a global context shared with other international donor agencies, and the other by development scholars external to the international agencies, and in particular at a local level in the context of cities in the developing world. Key points of dissonance and resonance between the two discourses have been examined with a view to understanding the debate on governance, particularly in terms of whether the notion is, and can remain, a potent idea in development thinking. While the two discourses demonstrate dissonance in that they have evolved from very different starting points, and have a tendency to be differentially weighted in terms of analytical concentrations in their state-market-society relationships, the points of resonance which have been identified here, and demonstrated through the issue of improved capacity in local government, tend to suggest that there are potent ways of employing governance to frame development work in the future. The paper has also demonstrated that the highly varied meaning associated with the term governance is understandable from the distinct definitional paths of evolution of the term, globally and locally. While more work is demanded, the at least tentative conclusion here is that the discourse on governance is not so divergent as to render the notion weak. Indeed, in certain important circumstances, the two discourses can be mutually enhancing, and this tends to empower the notion of governance itself. However, this is only possible when the notion is considered less in economistic, neo-liberal terms associated with the Bank’s discourse, and re-cast in a more local context concerned with the political-economy of cities, and which situates local government in a pivotal position in the governing relationship. Governance in this respect can not only help to fill an important gap in development discourse, but as an ideational framework can help to overcome the singularity of approach to current and key development efforts as decentralisation, local government strengthening, public sector reform, democratisation and empowerment of civil society in the governing relationship.
