Asian studies for Australian schools: the critical questions

In February 1994, the Coalition of Australian Governments (COAG) endorsed a report it commissioned in December 1992 on a policy prescription for the study of Asian Languages and Cultures in Australian schools. The acceptance of this report, Asian Languages and Australia's Economic Future (1994), referred to as the Rudd Report after the Chair of the Working Group, was significant. It offered a 15-year plan that aimed to produce an Asia-literate generation fluent and familiar with "export" Asian languages and cultures. In particular, students would have the opportunity to commence the study of one of four priority "export" Asian languages, namely, Korean, Japanese, Indonesian, and Chinese, in primary school. However, the Rudd Report’s emphasis on prioritising Asian languages for utilitarian reasons was opposed by those who advocated the study of European languages. This paper examines some of the assumptions about second language acquisition that the Rudd Report made and argues that greater emphasis should have been placed on addressing those theoretical and pedagogical issues significant to LOTE teaching in Australia.

Pursuing an "export culture" through the teaching of Asian languages in Australian schools : The gap between theory, practice and policy prescription

This paper aims to make a critical discussion of Dogme ELT, an innovative pedagogy in English language teaching first developed by Thornbury (2000). This paper first provides a comprehensive review of second language acquisition and pedagogical theories as well as post-methods era perspectives in English language teaching. After that, the authors discuss different aspects of Dogme ELT and figure out the room for Dogme ELT in English language teaching in the post-methods era. Dogme ELT is rooted in a conglomerate of compatible theories in second language learning and teaching. The most noticeable perspective may be that the language teachers should not rely mainly on prescribed coursebooks, but teach design tasks based on learners’ problems and interests. There should be more studies on various aspects of Dogme ELT, although it satisfies most, if not all, basic principles in English language teaching theoretically. The authors also figure out gaps in research and recommendations for English language teachers and learners.

Increased demand for Indonesian teachers: a dilemma for Indonesian departments?

As an emerging teaching approach, Dogme is proposed to protest against the over-reliance on coursebooks and technologies in language teaching and is compatible with a conglomerate of contemporary teaching approaches. According to Dogme, language teaching should not rely too much on teaching materials but should focus on communicative activities that could satisfy students’ actual needs and interests. In this paper, the theoretical principles of Dogme are briefly summarized by discussing the similarities and differences between Dogme and several contemporary teaching approaches, and then major studies on Dogme are reviewed and summarized by discussing its suitability. The findings are that (a) Dogme is more suitable for high-level second language learners, but findings about its suitability for low-level learners are inconclusive; (b) inexperienced teachers are unable to use Dogme exclusively, and it is more suitable for them to integrate Dogme’s principles into the traditional materials-based lessons; (c) the combination of Dogme and mainstream teaching methods in different educational environments is comparatively effective and is widely welcomed by teachers and students, and (d) studies on the suitability of Dogme in the technological era are still in its infancy, with limited research results. The previous studies on the universality of Dogme have failed to support each other. Therefore, further research is needed.
