The Soviet Population Today: An Analysis of the First Results of the 1959 Census

O XNE of the outstanding features of Russian history has been the movement of peoples. Since the rise of the Russian state in the sixteenth century, there has been migration from central European Russia to the south and east. Under Soviet rule this movement was speeded up, often by force, and an increasing rural-to-urban flow was added. The results of a census taken on the eve of World War II showed a striking redistribution of the population during the period 1926-193 9.' What happened during World War II and after was for a long time unreported. Official Soviet data published during the years 1956-1958 have confirmed certain expectations concerning population redistribution and proved others false. Although the total population increased only slightly between 1939 and 1956, the historical migratory flows continued, and there was a net movement to the east and to the cities. However, in spite of the movement eastward, more than three-fourths of the population still lives in or west of the Urals.

The first report of the Soviet population census of 1959 was devoted mainly to population growth. Data reveal a steadily slackening tempo of population increase, the yearly average rate being only 0.5% against 2.2% during the precollectivization period. The shortage of men amounts to 20,800,000. The report notes a continued urbanization of the country and the leading role of the large cities that make above 50% in the total increase of the urban population. The continued eastward migration to the Far East, Urals, Siberia and Middle Asia is accompanied by “impoverishment” of the European Centre, the source of labour supply for industrial centres. All these phenomena which were reinforced by war had started some years before its outbreak.
