This article investigates the impact of government industrial policy and trade protection of the manufacturing sector in Korea Empirical results are provided, using four-period panel data for the years 1963 through 1983, for thirty-eight Korean industries in which trade protection reduced growth rates of labor productivity and total factor productivity, while industrial policies, such as tax incentives and subsidized credit, were not correlated with total factor productivity growth in the promoted sectors The evidence thus implies that less government intervention in trade is linked to higher productivity growth

In analyzing the turning point in Korea's transition in the early 1960s from a strategy of import substitution to one of export-oriented industrial growth, the authors examine not just the economics of change but the politics of economic policy and reform - the incentives facing state and business elites and the institutional context in which they operated. Their analysis shows that the transition to export-led growth in South Korea was a product of the interplay of four factors: pressure from the United States; the dominance of the executive branch; institutional reform within the bureaucracy; and a restructuring of relations between the state and business. Conclusions are drawn about the role of outside pressure in policy reform, about the importance to reform administrative capability and organization, and about the politics of policy change.

The transition to export-led growth in South Korea : 1954-1966

A variety of explanations have addressed the phenomenon of secular change in married women's employment in rapidly industrializing countries. These include theoretical frameworks that emphasize female labor supply, the conditions of labor demand, patriarchal values, the international division of labor, and the effects of exported industrialization. This article examines two societies (South Korea and Taiwan) that showed considerable similarity in female labor supply conditions, female labor force participation, and cultural values 20 years ago but have since diverged in dramatic and puzziling ways. Using aggregate and microlevel data, this article shows that the emergent differences in married women's employment are best explained by the intersection of labor supply (similar in the two cases) and demand (markedly different). The article highlights the impact of government policy and foreign loan investment in shaping the nature of labor demand during rapid export-led industrialization in both countries.

Married Women's Employment in Rapidly Industrializing Societies: Examples from East Asia

The paper analyses the industrial performance of two East Asian (South Korea and Taiwan) and three Latin American (Argentina, Brazil and Mexico) newly industrializing countries. It argues that the better performance in East Asia is not due simply to differences in trade orientation or the degree of state intervention, but rather to the effectiveness of intervention. This is explained in terms of the relative autonomy of the state and the structuring of the state apparatus in the two regions. The historically determined class structure and the international context led to much greater state autonomy in East Asia than in Latin America. The last part of the paper shows a number of ways in which this greater relative autonomy has contributed to rapid industrial growth in East Asia in comparison with Latin America.
