Abstract: The learning-service center approach appears to offer a new and efficient way of bringing university resources to bear upon the social needs of local communities while providing a reality-based education for students. This paper describes the efforts of two schools of social work, Atlanta University and the University of Georgia, to develop an educational partnership through the use of this approach. The authors describe the early stages in the work of operationalizing the learning-service center concept as a possible means of effectuating a viable partnership between the two schools and the community.

Abstract: ON DECEMBER 16, 1971, the quarter century partnership between the two widely separated regions of Pakistan was severed and a new country, Bangladesh, was born comprising the regions formerly known as East Pakistan. The single most important factor underlying the birth of Bangladesh was the economic and political exploitation of East Pakistan by West Pakistan. The new government gave great importance to economic policies, and to planning in particular. A Planning Commission, with a Deputy Chairman having the status of a Minister and with three other members having the status of State Ministers, was set up to design the Five-Year Plan for the country and also to devise economic policy. Eminent economists who had criticized the inefficiency and exploitation of Pakistan's development strategy were included in the Commission. The investing of high rank and status to the Commission bears testimony to the importance that the government attached to issues of economic management in the new republic. The Planning Commission brought out the First Five-Year Plan (197378) within the record time of a year and a half after the liberation of Bangladesh. It is indeed unusual for a country to prepare a five-year national development plan within such a short time. In the case of Bangladesh, this was particularly impressive since in 1971 it had neither adequate planning machinery nor comprehensive and reliable data on all aspects of the economy.' The purpose of this paper is not to identify minor gaps in the Plan but to comment on the broad strategy of development that the Bangladesh Planning Commission initiated. In recent times, the Commission has come under increasing criticism for initiating policies which are believed to be unsound
