TL;DR: The choice facing America at this very moment: will it strive to dominate the world, or lead it? Reminding us that American dominance should not be confused with omnipotence, Brzezinski shows how America's well-being and the world's are entwined, and that America must find a way to be both guarantor of global security and promoter of the global common good.
Abstract: American power and a pervasive globalization are the central realities of today's world, and the source of its thorniest dilemmas. Yet while America's unprecedented might should be the source of global security, Americans today feel less secure than ever. Globalization promotes American dominance even as it breeds anti-American resentment. In The Choice, former National Security Advisor Zbigniew Brzezinski addresses the historic choice facing America at this very moment: Will it strive to dominate the world, or lead it? Reminding us that American dominance should not be confused with omnipotence, Brzezinski shows how America's well-being and the world's are entwined, and that America must find a way to be both guarantor of global security and promoter of the global common good."When it comes to what might be called the 'philosophy' of foreign policy-the relationship of U.S. power and policy to broader historical and cultural trends-no statesman of Brzezinski's generation is in his league...A tour d'horizon of U.S. foreign policy [that] discusses the inevitable contradictions and tensions that enmesh a democratic society that is also a global hegemon, criticizes the Bush administration, and articulates his own vision of the way forward-all in a little over 200 pages. Even those who do not accept Brzezinski's critique of the Bush administration will admire the sagacity of his views; for Democrats attempting to assemble a serious and thoughtful alternative to Bush's foreign policy, The Choice is indispensable."-Walter Russell Mead, Foreign Affairs

TL;DR: The Global Leadership Life Inventory (GlobeInvent) as discussed by the authors is a 360-degree leadership feedback instrument that is used in executive programs to help identify the operational mode of individual executives.
Abstract: The purpose of this paper is to describe the design of Global Leadership Life Inventory (GlobeInvent), a 360-degree leadership feedback instrument. This instrument is presently used in executive programmes to help identify the operational mode of individual executives. Proper use of this instrument enables the user to determinate those areas of leadership behaviour where improvement is needed. Because most studies pay attention only to the surface manifestations of leadership, most leadership feedback instruments, in turn, are not concerned with the psychodynamic processes that underlie leaders' character and behaviour. To address this gap, the GlobeInvent is based on a clinical orientation to the study of leadership. This approach provides a more complete analysis of the 'inner theatre' of leaders - that is, what makes them tick - as well as measuring the dynamic, two-way relationship between leaders and followers. The first step in designing the instrument was to pinpoint significant themes pertaining to exemplary leadership. To that end, semi-structured interviews with senior executives were held. The leadership dimensions that emerged from that process were then tested on an international sample of senior executives. Analysis of the data from the testing confirmed the existence of twelve robust dimensions with a high reliability and internal consistency. Because the GlobeInvent is a 360-degree feedback instrument, this article addresses differences between 'Self' scores and scores given by others ('Observers'), gender differences in scoring and the influence of nationality, management experience and age on test results. The implications of using such an instrument as a 360-degree feedback tool are reviewed, and suggestions for future research are offered.

TL;DR: In this paper, the authors explain how developing global leaders through global assignments (i.e. in the form of expatriation and inpatriation) may lead to their acquisition of valuable political skill and political capital.
Abstract: The purpose of this paper is to explain how developing global leaders through global assignments (i.e. in the form of expatriation and inpatriation) may lead to their acquisition of valuable political skill and political capital. First, using the theoretical frame of political influence theory, the benefit of political skill is explained relative to the development and augmentation of global leaders' capital portfolio during global assignments. Second, a distinction between social capital and political capital, as the integral components of global leader's capital portfolio, is made. In conclusion, the value of acquiring political skill and building human, cultural, social and political capital by global leaders is discussed separately for expatriate and inpatriate assignments.

TL;DR: The concept of cultural synergy is discussed in this article, where the authors provide a contrast of societies that could be characterized as having high or low synergy, as well as organizational culture that reflects high and low synergy.
Abstract: This paper explains the concept of cultural synergy and provides a contrast of societies that could be characterized as having high or low synergy, as well as organizational culture that reflects high and low synergy. Within organizations, the research insights reported here center on behaviors and practices that contribute to synergy and success among teams, particularly in terms of international projects. The concluding section describes people who are truly “professionals” in their attitude toward their career and work, and how they can mutually benefit from the practice of synergy. Real European leaders actively create a better future through synergistic efforts with fellow professionals. The knowledge work culture favors cooperation, alliances, and partnership, not excessive individualist actions and competition. This trend is evident, as well as necessary, in corporations and industries, in government and academic institutions, in non‐profit agencies and unions, in trade and professional associations of all types. In an information or knowledge society, collaboration in sharing ideas and insights is the key to survival, problem solving, and growth. But high synergy behavior must be cultivated in personnel, so we need to use research findings, such as those outlined in this paper, to facilitate teamwork and ensure professional synergy. In addition to fostering such learning in our formal education and training systems, we also should take advantage of the increasing capabilities offered to us for both personal and electronic networking. Contemporary global leaders, then, seek to be effective bridge builders between the cultural realities or worlds of both past and future. Cultivating a synergistic mind‐set accelerates this process.

TL;DR: In this article, the authors examine how firm reputation and competitiveness are influenced by the political skill of the corporate human resource management (HRM) and develop a model explaining how the level of HRM political skill affects the extent to which leadership development capital is mapped onto the intellectual capital base and reputation of the organization.
Abstract: The main purpose of this paper is to examine how firm reputation and competitiveness are influenced by the political skill of the corporate human resource management (HRM). Various venues of influence of corporate HRM on strategic global leadership development are analyzed to develop a model explaining how the level of HRM political skill affects the extent to which leadership development capital is mapped onto the intellectual capital base and reputation of the organization. We discuss how social effectiveness in the use of influence by corporate HRM might add value to the global organization by enabling the formation and deployment of global leadership capital. We further delve into the political component of leadership development capital architecture to outline the research and practical implications of the proposed model and suggest future research directions.

TL;DR: In this paper, Oxfam is calling for the UN Security Council and global leaders to galvanise the entire international community to take action more consistently, both to protect civilians and to ensure the impartial delivery of humanitarian aid on the basis of need, rather than political priority.
Abstract: Since the atrocities of September 11th 2001, the leaders of the major international powers have been focused upon confronting what they perceive as the greatest threat to world security: the combination of weapons of mass destruction and international terrorism. At the 2003 G8 summit in France, the leaders of Canada, France, Germany, Italy, Japan, Russia, the United Kingdom, and the United States agreed that this combination posed the greatest current threat to world security. Oxfam is calling for the UN Security Council and global leaders to galvanise the entire international community to take action more consistently, both to protect civilians and to ensure the impartial delivery of humanitarian aid on the basis of need, rather than political priority.

TL;DR: In this article, the authors present a hands-on account of how a number of today's most accomplished global leaders - not just in the military but in business, politics, and virtually every walk of life - were trained in effective leadership at the United States Naval Academy and how the skills and tools they learned can be taught to anyone.
Abstract: 'The school of hard knocks has proven inadequate as a leadership laboratory. More than 230 years of American naval experience has taught us this lesson: if you want great leaders, prepare them to lead. The remainder of this book is dedicated to highlighting the range of leadership lessons inculcated at USNA' - From Chapter 1. The ability to lead others is a learned skill. And like any learned skill, its traits and tenets can be acquired through study and honed through practice before they are tested in the field. "Becoming a Leader the Annapolis Way" is a hands-on account of how a number of today's most accomplished global leaders - not just in the military but in business, politics, and virtually every walk of life - were trained in effective leadership at the United States Naval Academy, and how the skills and tools they learned can be taught to anyone. This step-by-step book removes the veil of mystery by breaking leadership down into its identifiable, educable components, then discussing how each can be acquired through education, drilling, and the acceptance of nothing less than true mastery.Whether you are looking to unravel the 'secrets' of leadership for your personal development, or have been given the responsibility of developing leaders in your company or organization, this straightforward and plain-spoken book details: six common personality traits that inhibit the ability to lead effectively - and how each can be overcome; the tenets of practising great followership - more than any other anything else the key to becoming a great leader; techniques for inoculating future leaders against the stress they will experience tomorrow by exposing them to brief but intense doses today; the secrets to emotional intelligence - becoming self-aware, self-regulated, self-motivated, and socially skilled; and, strategies for developing the three D's of empowerment - decide, delegate, and disappear. Exceptional leadership skills can be taught. Furthermore, they must be taught if the business world is to bring itself out of its current global leadership malaise. Let "Becoming a Leader the Annapolis Way" provide you with the knowledge and tools you need to train and develop leaders with integrity, vision, and drive - who consistently do the right thing if for no other reason than it is the right thing to do - and stock your organization with trained leaders who exhibit character and commitment. The battle-proven program for teaching anyone how to take initiative, triumph over adversity, and become a leader. Each day's business news seems to bring a new tale of questionable corporate ethics and decision-making leading to financial disaster. In virtually every case, the roots of the problem can be traced to weak, ineffective, and incompetent leadership. But one organization - the United States Naval Academy - is unprecedented in its ability to turn out consistently well-trained, capable, and successful leaders. "Becoming a Leader the Annapolis Way" takes you inside the classrooms and corridors of USNA.This illuminating book reveals the secrets of the Navy's documented successes and provides you with: twelve timeless leadership principles, with a full chapter devoted to each; techniques for training emotionally intelligent leaders, as opposed to teaching 'book smarts'; and, fascinating real-life examples of USNA grads who succeeded in combat, government, and business. Today more than ever, business needs leaders who possess frontline knowledge on everything from supervision and communication to teaching and team building. USNA has been shaping such battle-prepared young leaders since 1845. "Becoming a Leader the Annapolis Way" will show you how to bring USNA techniques and practices to your own business, and construct your own stable of young, competent, leadership-trained professionals.

TL;DR: In this article, the authors investigated three distinct models of business culture found in present-day Russia: the state-oriented "bureaucratic entrepreneurship", the black-marketoriented "predatory entrepreneurship", and global-market-oriented competitive entrepreneurship.
Abstract: This paper investigates three distinct models of business culture found in present-day Russia: the state-oriented “bureaucratic entrepreneurship,” the black-market-oriented “predatory entrepreneurship,” and global-market-oriented “competitive entrepreneurship.” Using the results of an exploratory survey of cultural values of 450 Russian managers conducted in the framework of the multi-national project GLOBE (Global Leadership and Organizational Behavior Research Program), we consider the relative strength of these models at present and possible future changes. We find that respondents' perception of the current business environment in Russia best fits bureaucratic and predatory models of entrepreneurship. At the same time, competitive entrepreneurship is generally viewed as a more desirable model for the future. Based on these findings the paper offers some practical recommendations to Western entrepreneurs and managers doing business in Russia.

Abstract: This is the address to the Board of Governors given by President James Wolfensohn, October 3, 2004, Washington D.C., on the occasion of the 60th Annual Meetings. The address was directed at managing the big global issues-poverty, inequity, the environment, trade, illegal drugs, migration, disease, and terrorism. He outlined three urgent priorities as critical for a more secure world: 1) protecting the planet through better stewardship of the environment; 2) scaling up on effective poverty reduction; and educating the youth differently for the 21st century-and giving them hope. He then concluded by advocating stronger global leadership and political will, and more continuous engagement on the key global issues.

Abstract: This paper attempts to analyze the ongoing events of world politics since the end of the Cold War and presents a projection for the long-term future unfoldings from the perspective of long cycle theory. In doing so, it doesn't treat current events as a series of particular episodes; rather, it draws attention to global systemic process as long cycle theory is deeply rooted in. First, this paper offers a short introduction of global leadership and its evolutionary perspective. This leads to an analysis of the current phase of world politics in which contending interpretations of leading theorists are compared with an evolutionary interpretation. An evolutionary perspective of world politics suggests that the nature of global leadership will be affected by and transformed through the cumulative and collective force of economic, social, and cultural co-evolution. It also suggests that in the long run global institutions that are better shaped for managing global problems will continue to emerge.
