Abstract: This chapter provides basic elements for evaluating security investments based on a comparison between the costs and (hypothetical) benefits of a given security decision or alternative (namely, the cost–benefit analysis). The approach based on a comparison between the total present value of costs and the total present value of (hypothetical) benefits is explained through both qualitative and quantitative analyses of the relevant economic factors contributing to security decisions. Models and algorithms, such as the Borda algorithm, to possibly support decision-making, are explained with worked examples.
