Abstract: This paper describes the IBM SNA Distribution Services (SNADS). Heretofore, SNA has focused on synchronous data distribution. Along with the advent of office systems and other distributed applications has come the requirement to provide a common architecture for interchanging data asynchronously among diverse systems and products. SNA Distribution Services provides a general asynchronous (delayed delivery) data distribution facility for SNA applications. The initial implementations are for office systems applications. Discussed are objectives for an asynchronous data distribution service, key architectural concepts, the relationship between SNADS and the SNA synchronous communication architecture, and the interface between the distribution service and application transaction programs.

It compares solutions generated through interactive graphics with those generated through optimization for a problem context where service centres had to be located in rural India. The comparison demonstrates the feasibility of generating near optimal solutions for problems with a certain dimensionality. Broad features of the graphic software are described. The paper also highlights other advantages and limitations of the interactive graphic procedure.

Abstract: The Atmospheric Release Advisory Capability (ARAC) project is a Department of Energy (DOE) sponsored real-time emergency response service available for use by both federal and state agencies in case of a potential or actual atmospheric release of nuclear material. The project, initiated in 1972, is currently evolving from the research and development phase to full operation. Plans are underway to expand the existing capability to continuous operation by 1984 and to establish a National ARAC Center (NARAC) by 1988. This report describes the ARAC system, its utilization during the past two years, and plans for its expansion during the next five to six years. An integral part of this expansion is due to a very important and crucial effort sponsored by the Defense Nuclear Agency to extend the ARAC service to approximately 45 Department of Defense (DOD) sites throughout the continental US over the next three years.

Abstract: The paper discusses the modeling techniques used in open Systems Interconnection standardization. There is a need for sudivision of the standardization work in order to allow orderly management of development, and the means of achieving this modularity by use of the concepts of service and protocol is explained. The conventions used in defining services are set out, so as to form an introduction to the detailed description in later papers. Various extension to the basic concepts of service and protocol are presented, and the relation of the models established to the real world are discussed.

This article recognizes obstacles to field studies. Documentation for the strategies comes from an evaluation of primary prevention in the public schools.

Abstract: This report describes the results of conducting a comprehensive analysis of the issues involved in formulating an incentive regulation program and to develop and evaluate an incentive regulation program to be considered for implementation by FERC. In conducting this study, the analysis was structured with the primary objective of designing an incentive regulation program that would encourage the provision of electrical service to customers at the lowest possible price, consistent with a satisfactory level of service quality. To facilitate structuring such a program, we identified and analyzed a set of fundamental issues that must be considered in designing and implementing an incentive regulation program. Three major incentive programs were recommended: (1) a rate contol incentive program; (2) a construction cost control incentive program; and (3) an automatic rate adjustment mechanism. 83 references, 21 figures.

Abstract: Recently, more and more personal computers are getting linked by means of a local area network. This calls for network-wide services, among others for a network database service. However, the question of an appropriate architecture for such a database system is quite open. This paper establishes a set of criteria for this evaluation and presents three possible architectures. Among them, the concept of a federative database server is introduced and is shown to be an excellent solution in many cases. Hardware dependencies are Identified and hints for optimal decisions in different hardware environments are given. Finally, the concept chosen by the authors for implementation is presented.

This paper describes these service objectives, the nature of telephone traffic and traffic measurements, and the theories and engineering assumptions underlying the use of these measurements in the design and administration of the trunk network and switching systems.

Abstract: Two key aspects of the OSI Network Layer which require standardization are the definition of the "service" provided by the Network Layer to the Transport Layer and the specification of the way in which "real networks" are to be utilized to provide this "Network Service." This paper describes the results of the work to date by CCITT and ISO in these two very important areas: 1) the Network Service Definition which is near final agreement; and 2) the emerging Network Layer "internal architecture" which is being used to discuss and develpoment strategies for internetworking with real networks.

Risks which might be encountered are discussed as are precautionary measures which can be instituted. To support the techniques discussed, a case history will be described in detail.

Abstract: Basic information describing online literature-retrieval systems is presented; the power of online searching is also discussed. The equipment, expense involved, and training necessary to perform online searching efficiently is described. An individual searcher needs only a computer terminal and a telephone; by telephone, the searcher connects with an online vendor's computer at another location. The four major U.S. vendors (Dialog, Bibliographic Retrieval Services, Systems Development Corporation, and the National Library of Medicine) are compared. A step-by-step procedure of logging in and searching is presented. Using the International Pharmaceutical Abstracts database as an example, 17 access points to locating an article via an online system are compared with only two (the subject and author index entry) of a printed service. By searching online, one can search the published literature on a specific topic in a matter of minutes. An online search is very useful when limited information is available or the search question contains a term that is not in a printed index.

Abstract: The National Aeronautics and Space Administration/Jet Propulsion Laboratory and the United States Department of Agriculture Forest Service completed a feasibility study that examined the potential uses of advanced technology in forest fires mapping and detection. The current and future (1990's) information needs in forest fire management were determined through interviews. Analysis shows that integrated information gathering and processing is needed. The emerging technologies that were surveyed and identified as possible candidates for use in an end to end system include ""push broom'' sensor arrays, automatic georeferencing, satellite communication links, near real or real time image processing, and data integration. Matching the user requirements and the technologies yielded a ""strawman'' system configuration. The feasibility study recommends and outlines the implementation of the next phase for this project, a two year, conceptual design phase to define a system that warrants continued development.

Abstract: This paper describes the educational programs in software engineering at Wang Institute of Graduate Studies. Programs discussed are the Master of Software Engineering degree program, the Eastern Institute in Computer Science, the Distinguished Lecturer series, the Corporate Associates Program, and the Wang Institute Software Environment Project. Major emphasis is placed on the Master of Software Engineering program. The paper provides a definition of software engineering, states the goals and objectives of the Masters program, outlines admission requirements, presents an overview of the curriculum, and relates the admission requirements and curriculum to the goals and objectives of the program. The Eastern Institute and Distinguished Lecturer programs are non-credit educational programs open to the software community. The Corporate Associates Program and Software Environment project are software related service programs. The nature of these programs and their relationships to the Master of Software Engineering program are discussed.

Abstract: The specific problem studied involves a procedure to determine which computer service alternative is the best choice for a given user situation. The general problem addressed is the need to choose computing hardware, software, systems, or services systematically from a user perspective, considering cost, performance, and human factors. Most existing methods consider only cost and performance factors, combining these factors in ad hoc, subjective fashions to reach a selection decision. By not considering factors that measure effectiveness and functionality of computer services for a user, existing methods ignore some of the most important measures of value to a user. In this work, a systematic and comprehensive approach to computer service selection has been developed and is presented. Methods for selecting and organizing evaluation criteria are shown. Techniques for the measurement of both quantitative and qualitative service attributes are developed. Also discussed are ways to assess the importance and value of different service attributes to a user. Procedures for combining evaluation measurements into a well-founded decision are illustrated. Finally, a computer-based decision support system is described that provides a powerful, flexible decision environment for the storage and processing of evaluation information. This thesis demonstrates the feasibility of a systematic approach to computer service selection. The general methodology is established and specific applications are demonstrated.

Abstract: Protocol and service standards governing the session layer of the seven-layer reference model for OSI are expected to be finalized in 1983. These standards are being developed jointly by the International Organization for Standardization (ISO) and the International Telegraph and Telephone Consultative Committee (CCITT) groups, and will have wide applicability in data communications. Their basic characteristics and the open issues now being resolved are described. A status update on this fast-moving project will be presented at NCC '83.

Abstract: Recent survey work indicates that the objectives held by managers of maintenance for application software are partially out of step with the managers' own perceptions of the demands on them. This is a possible cause of maintenance difficulties, to the extent that maintenance managers do guide their behavior by their professed objectives. It is a likely cause of maintenance difficulties if software maintenance is regarded as a service function in an organization, which the survey indicates is the case.

Abstract: The Garrett GTCP331 series auxiliary power unit (APU) is currently entering airline service as a Category I -Essential APU with the Boeing and Airbus advanced transport aircraft. The GTCP331 APU serves as a secondary pneumatic and electrical power source for the aircraft systems, both on the ground and in-flight. As it enters airline service, the GTCP331 APU offers: sound design origin, advanced metallurgical technology, a rigorous test program background, state-of-the-art full authority digital electronic controls, and the application of acoustic attenuating techniques and materials. These facets combine to present user-airlines with a modern, high-technology APU that through lowered operating cost, and increased reliability and maintainability, meets the challenge of reduced cost of ownership.Copyright © 1983 by ASME

Abstract: When selecting an automatic well test system, Cities Service Co. realized it must meet the requirements defined by engineers and production personnel to document their present requirements and needs for future expansion. The concept of the system should be flexible enough to allow its implementation at any Cities Service production facility. The primary function of the Cities Service South Welch system was for automatic well test and CO/sub 2/ injection plant monitoring. The ability to implement features such as pump-off control, dynamometer cards, submersible pump control, waterflood plant control, and transmission of data to head office must be inherent in the system.

Abstract: To reduce negative effects of congestion delays and adverse community impacts, several people moving strategies were implemented: a new commuter train, third-party van-pool program, high occupancy vehicle (HOV) ramps, new park-and-ride lots, new express bus service, and traffic operation improvements on local streets. Study of these alternative transportation strategies included pre-, during- and post-construction measurements of traffic characteristics, strategy usage, and user responses; an evaluation of strategy effectiveness; and suggestions for applications to future projects. The report presents the results of the second year study, and discusses the use of alternative strategies, panel survey results and strategy effectiveness.

Abstract: The virtual circuit service is a common feature of local area communications networks (LACNs). This feature provides the user of a network with the functionality of direct connectivity to any host computer on the network. At the University of California, San Francisco Hospital a microcomputer based LACN using fiberoptic communications media has been in use for over two years. We have limited our use of the virtual circuit function for direct user terminal connectivity to situations involving only the most sophisticated users, such as programmers and analysts. For functions involving typical hospital users such as physicians and nurses, we chose a more "user friendly" approach by interposing host application software between the user and other host computers on the network.

Abstract: The two main ways to evaluate the performances of a Flexible Manufacturing System (FMS) are the simulation and the analytical methods. The usual aim of an FMS control system is to achieve the production while ensuring a prescribed product mix. Up to now analytical methods assume either that the system is monoclass, or that the service rules are firstcome-first-served. A new approach, based upon Operational Analysis, is presented in this paper. It applies to multiclass systems which are constrained to ensure a prescribed product mix. No assumptions are made concerning the control rules.
