Abstract: PROBLEM TO BE SOLVED: To provide a street light management apparatus which can make a registration and can produce a management map for managing an arrangement state of street lights and can efficiently manage street lights. SOLUTION: The street light management apparatus is provided with an input means 201 for inputting an identification information and a position information of each of street lights arranged in a specific management area, a street light database 204 for correlating the identification information with the position information of the street lights and storing them, a management information making means 213 for reading out from the street light database 204 a plurality of the street light identification information and the position information positioned in the specific management area and for producing a management map where the street lights are arranged, and an output means 205 for outputting the produced management map. Abstract: A street light electric-leakage detection notification service system and a method thereof are provided to previously prevent danger of an accident and monitor street lights in real time by installing leakage detection sensors in street lights to drive a leakage breaker when electricity is leaked from a street light, and notifying a management center of the electric leakage to inform people around the street light of danger through the SMS(Short Message Service). A street light electric-leakage detection notification service system comprises a street light management server(30). The street light management server(30), if leakage information is received from a street light(10), transmits information on location of the street light(10) and fault information to a public office which manages the street light(10). Also, the street light management server(30), linked with an SMS server(40) through a mobile communication network(20), informs a subscriber's mobile terminal around the street light(10) of danger. The street light management server(30) comprises a database(32) for storing and managing information about the location of each street light and information about a public office which manages each street light.

Abstract: Outdoor lighting is used to illuminate roadways, parking lots, yards, sidewalks, public meeting areas, signs, work sites, and buildings. It provides us with better visibility and a sense of security. When well designed and properly installed, outdoor lighting can be and is very useful in improving visibility and safety and a sense of security, while at the same time minimizing energy use and operating costs. But, because nobody thought at this, most street lights shine light not only on the nearby ground, where is needed, but also miles away and skywards. Thus a large fraction of the light is lost, at consumer expense and without his/her consent. In the other hand, shortage in street light may cause more crimes as well as accidents. Most of the wasted or short light comes from the poorly designed street lights. Billboards, decorative lights, poorly shielded security lights are part of the problem too, but the main culprit for the waste and ugly glow one sees above one's head at nights is from the streetlights. Thus, recent computer technology gives us tools to be employed for testing the quality of light. Geographic Information System (GIS) software could be utilized to achieve that mission through applying mapping technique. This technique could analyze digital photographs and define light polluted areas as well as bad lighted. This paper reveals that step by step technique, which employs hybrid technologies to solve such problem for better planning decisions.
